Wahrend der Krise wurden zahlreiche Banken durch Staatshilfe vor einer Insolvenz bewahrt. Durch Staatskredite besteht ein Zusammenhang zwischen Bank- und Staatsschulden, der negativ auf gestutzte Banken zuruckgewirkt. Durch die Bankrettungen mit offentlichen Mitteln wurden zudem Steuerzahler an den hohen Kosten beteiligt. Aufgrund dessen wurde auf dem EU-Gipfeltreffen am 28. und 29. Juni 2012 in Brussel ein neuer Ansatz fur ein effizienteres Krisenmanagement beschlossen: Die Einfuhrung einer europaischen Bankenunion. Diese Reform besteht aus drei Grundbausteinen. Ein einheitlicher Aufsichtsmechanismus in Verbindung mit einem einheitlichen Regelwerk soll homogene Aufsichtsstandards und deren Anwendung gewahrleisten. Ausserdem soll durch eine einheitliche Bankenaufsicht ermoglicht werden, dass Banken direkte Finanzhilfen von dem Euro-Rettungsschirm" erhalten. Dazu soll eine europaische Bankenaufsicht etabliert werden, die bei der Europaischen Zentralbank angesiedelt werden soll. Zukunftig wird sie fur alle aufsichtsrechtlichen Themen, z.B. die Lizenzvergabe an Banken oder die Uberprufung der Einhaltung von Eigenkapitalvorschriften, verantwortlich sein. Der zweite Bestandteil der Bankenunion ist ein einheitlicher Restrukturierungs- und Abwicklungsmechanismus. Auf diese Weise sollen die Kosten fur Bankrettungen privatisiert und der Steuerzahler geschutzt werden. Zur Vervollstandigung des Konzeptes, soll als dritter Bestandteil ein einheitliches Einlagensicherungssystem eingefuhrt werden, um das Vertrauen der Einleger zu starken. Fur die Teilnahme an dieser Wahrungsreform wurde vorausgesetzt, dass die jeweiligen Mitgliedsstaaten, die im Vertrag von Maastricht stehenden Konvergenzkriterien1 erfullten. Durch diesen Beschluss sollte sichergestellt werden, dass nur Lander mit einer stabilitatsorientierten Wirtschaftspolitik und mit einem nachgewiesenen stabilen Preisniveau Mitglieder der Eurozone werden. Gemessen an der Bevolkerungszahl ist diese Wahrungsunion mit rund 330 Millionen Einwohnern aus derzeit siebzehn Mitgliedsstaaten der grosste Wirtschaftsraum der Welt.2 Trotz einer einheitlichen Wahrung bestanden jedoch damals wie auch heute erhebliche Entwicklungsunterschiede zwischen den Landern. Der Umfang dieses Wahrungsgebietes und die Heterogenitat der Mitgliedslander stellen eine besondere Herausforderung an die Eurozone dar.3 Insbesondere seit der Subprime-Krise in den USA und der Euroschuldenkrise stellen die Europaische Zentralbank (EZB) und ihre Geldpolitik ein zentrales und oftmals kritisiertes Thema dar.
