This book examines oil and gas conflict dynamics (or conflict
processes/mechanisms) with emphasis on conflict over resource
ownership, control, management, or regulation, as well as sharing
of revenues within the context of federalism in Canada, an
established federation with a consolidated democratic structure
and, generally, a decentralized federal institutional design over
oil and gas, and Nigeria, an emerging federation with a centralized
federal institutional design. The focused comparison of
intergovernmental fiscal transfers in both countries in their
historical and temporal contexts allows a deeper understanding of
the mechanisms at play in the relationships between federalism and
resource conflict in Canada and Nigeria, especially the continuity
and change in the interactions between federal institutions,
socio-economic factors, and political processes.
This book aims to foster a better understanding of the particular
challenges faced by resource-dependent countries or jurisdictions
in managing their resource revenues through natural resource funds
(NRFs). It explores the varieties of natural resource management
strategies as dictated primarily by domestic politics, and how the
potential negative distributional consequences of resource wealth
management (the resource curse) may add political dimensions and
potential conflicts to decisions about NRFs in ways that other
sovereign wealth funds (SWFs) do not experience. By bridging the
existing academic and practical knowledge gap arising from the
limited attention given to the domestic politics of NRFs and
state-society relations, this edited book is a valuable resource
for academics, policymakers, and civil society actors in
resource-driven economies and especially those interested in
learning from comparative experiences of natural resource wealth
management through NRFs.

Vorwort Ich mag Geschichten. Besonders liebe ich solche mit
tieferer Bedeutung, Geschichten, die seltsam, lustig und
ereignisreich sind. Wenn ich ein Buch wie dieses zur Hand nehme,
kann ich es nicht weglegen, bis ich es ganz durchgelesen habe - und
dann finde ich es schade, dass es zu Ende ist. Diese Geschichten
fesseln nicht nur meine Aufmerksamkeit, sondern sie vermitteln auch
Verstandnis fur die alte Weisheit, die fur mehr als tausend Jahre
in Tibet bewahrt wurde. Auch die Art der Illustrationen in diesem
Buch ist sehr ansprechend. Ich wunsche und hoffe, dass dieses Buch
viele Menschen, jung und alt, unterhalten und lehren wird. Ringu
