An increasing number of landings of illegal migrants on the coast of Italy and Spain, but also the recent riots, car-burnings, and street battles that occurred all across France and that have been attributed to the migrant community, seem to indicate that migration is likely to stay high on the European policy agenda for some time. The flow of migrants from poor to rich countries does not, however, constitute a typically European problem. V. S. public policy has also been facing a continued (legal and illegal) inflow of labor from different regions, notably Mexico and other Latin American countries. And similar developments in other advanced countries (Australia, Canada) as weil as in selected fast-growing emerging markets in Eastern Europe and East Asia imply that these countries too are being compelled to adjust their public policies in order to relieve migratory pressures and deal with their consequences. The world economy already saw rising cross-border labor flows in the 1990s and most forecasts predict that South-North and South-South migration will re main at relatively high levels over the next decades and possibly even turn into a major global challenge for policy makers in the 21st century."

In der Studie werden die Starken und Schwachen des deutschen Bildungssystems aufgezeigt und zehn Thesen zur Reform einzelner Bildungsbereiche formuliert. Bildungspolitik wird dabei als Teil einer Wirtschaftspolitik definiert, die auf die langfristige Sicherung des Standortes im internationalen Wettbewerb ausgerichtet ist und von der erhebliche Impulse fur Wachstum und Beschaftigung ausgehen koennen. Die bildungspolitischen Empfehlungen beruhen auf einer umfassenden Analyse verschiedener Bildungsbereiche aus oekonomischer Sicht. Es werden Aspekte vertieft, die im Mittelpunkt der aktuellen bildungspolitischen Diskussion stehen, wie die Qualitat der allgemeinen Schulbildung, die Finanzierung der beruflichen Bildung und der Hochschulbildung, die potentiellen Auswirkungen von Bildungsausgaben auf die Leistung von Schulern, der Wachstumsbeitrag von Bildung und die Moeglichkeit, die Produktivitat einer alternden Bevoelkerung mit Hilfe einer Weiterbildungsoffensive zu erhoehen.
The Transformation of Latin America analyses contemporary economic policy in the region and offers a concise overview of the problems and prospects for future economic development. The contributors examine the current status of policy reform in key areas - stabilization, trade and capital markets. The book is divided into three parts. The first part considers competing approaches to stabilization policy and discusses institutional and policy reform of central banks as well as the causes and consequences of Mexico's 1994 balance of payments crisis. The second part deals with regional integration and the world economy, assessing issues such as the impact of the Uruguay Round of GATT on the future international specialization of Latin American countries and the economic potential of sub-regional integration initiatives, in particular of Mercosur.
