institution. A Short History of Parliament is a comprehensive
institutional history, not a political history of parliament,

in different periods. Clyve Jones is an honorary fellow of the
Institute of Historical Research. He has been editor of the journal

of the peerage in the early eighteenth century.

The rapidly expanding use of very low temperatures in research and
high technology during the last several decades and the concurrent
high degree of activity in cryogenic engineering have mutually
supported each other, each improvement in refrigeration technique
making possible wider oppor tunities for research and each new
scientific discovery creating a need for a refrigerator with
special features. In this book, Professor Walker has provided us
with an excellent exposition of the achievements of this period,
the fundamental principles involved, and a critical examination of
the many different cryogenic systems which have led to a new era of
low-level refrigeration. I feel fortunate to have had a part in the
developments discussed in this book. During the early 1930s I
constructed several rotary engines using leather vanes. Their
performance was not good, but I was able to liquefy air. I had been
impressed by the usefulness of leather cups in tire pumps and in
Claude-type engines for air liquefaction. I was trying to find a
way to avoid that part of the friction generated by a leather cup
as a result of the radial force of the working gas on the
cylindrical part of the cup. During the 1950s I built two efficient
helium liquefiers in which essentially leather pistons were used."
DEFINITION AND NOMENCLATURE A Stirling engine is a mechanical
device which operates on a closed regenerative thermodynamic cycle
with cyclic compression and expansion of the working fluid at
different temperature levels. The flow of working fluid is
controlled only by the internal volume changes, there are no valves
and, overall, there is a net conversion of heat to work or
vice-versa. This generalized definition embraces a large family of
machines with different functions; characteristics and
configurations. It includes both rotary and reciprocating systems
utilizing mechanisms of varying complexity. It covers machines
capable of operating as a prime mover or power system converting
heat supplied at high tempera ture to output work and waste heat at
a lower temperature. It also covers work-consuming machines used as
refrigerating systems and heat pumps abstracting heat from a low
temperature source and delivering this plus the heat equivalent of
the work consumed to a higher tem perature. Finally it covers
work-consuming devices used as pressure generators compressing a
fluid from a low pressure to a higher pres sure. Very similar
machines exist which operate on an open regen erative cycle where
the flow of working fluid is controlled by valves. For convenience
these may be called Ericsson engines but unfortunate ly the
distinction is not widely established and regenerative machines of
both types are frequently called 'Stirling engines'."

Graham Walker boldly recasts the debate over issues like
constitutional interpretation and judicial review, and challenges
contemporary thinking not only about specifically constitutional
questions but also about liberalism, law, justice, and rights.
Walker targets the "skeptical" moral nihilism of leading American
judges and writers, on both the political left and right, charging
that their premises undermine the authority of the Constitution,
empty its moral words of any determinate meaning, and make nonsense
of ostensibly normative theories. But he is even more worried about
those who desire to conduct constitutional government by direct
recourse to an authoritative moral truth. Augustine's political
ethics, Walker argues, offers a solution--a way to embrace
substantive goodness while relativizing its embodiment in politics
and law.
Walker sees in Augustinian theory an understanding of the rule
of law that prevents us from mistaking law for moral truth.
Pointing out how the tensions in that theory resonate with the
normative ambivalence of America's liberal constitutionalism, he
shows that Augustine can provide successful but decidedly
nonliberal grounds for the artifices and compromises characteristic
of law in a liberal state.

Toward the end of the millennium, the World Rock Paper Scissors
