Arbeitslosigkeit kann unmittelbar abgebaut werden, wenn die Betriebe in der Lage sind, ihre Beschaftigung durch Vornahme von Erweiterungsinvestitionen zu steigern. Dies setzt jedoch vor allem die Fahigkeit voraus, Marktchancen besser zu nutzen, als dies in der Vergan genheit der Fall war."
