Something is subject to luck if it is beyond our control. In this book, Haji shows that luck detrimentally affects both moral obligation and moral responsibility. He argues that factors influencing the way we are, together with considerations that link motivation and ability to perform intentional actions, frequently preclude our being able to do otherwise. Since obligation requires that we can do otherwise, luck compromises the range of what is morally obligatory for us. This result, together with principles that conjoin responsibility and obligation, is then exploited to derive the further skeptical conclusion that behavior for which we are morally responsible is limited as well. Throughout these explorations, Haji makes extensive use of concrete cases to test the limits of how we should understand free will moral responsibility, blameworthiness, determinism, and luck itself.

This book addresses the following dilemma: if determinism is true, no one has control over one's actions. If indeterminism is true, then no one has control over one's actions. But it is morally obligatory, right or wrong, for one to perform some action only if one has control over it. This dilemma can be evaded, because moral obligation is incompatible with determinism but not with indeterminism. Freedom of the sort implicated in acting freely or with free will is important to the truth of different sorts of moral judgment, such as judgments of moral responsibility and those of moral obligation. Little thought, however, has been invested into whether appraisals of good or evil presuppose free will. This important topic has not commanded the attention it deserves owing to what is perhaps a prevalent assumption that freedom leaves judgments concerning good and evil largely unaffected. The central aim of this book is to dispute this assumption by arguing for the relevance of free will to the truth of two sorts of such judgment: welfare-ranking judgments or judgments of personal well-being (when is one's life intrinsically good for the one who lives it?), and world-ranking judgments (when is a possible world intrinsically better than another?). The book also examines free will's impact on the truth of such judgments for central issues in moral obligation and in the free will debate. This book examines social capital and transition to democracy in Kurdistan. Residual soils are found in many parts of the world. Like other soils, they are used extensively in construction, being built upon and used as construction materials. Residual soils are formed when the processes of rock weathering proceed at a faster rate than the transport processes by water, gravity and wind, whereby much of the resulting soils will remain in place. The soil typically retains many of the characteristics of the parent rock. In a tropical region, residual soil layers can be very thick, sometimes extending for hundred of meters before reaching unweathered rock. Not until the recent attacks on transport systems has transport security become a focus of public concern and academic research. Various aspects of transport security have already been analysed under different agendas. Some research was focused on the potential risk to the environment resulting from transport, in particular from the transport of hazardous or dangerous goods, while other research considered critical elements of transport networks or supply chains as vital lifelines in the case of natural disasters. Recently, new threats stimulated interest in transport security as a stand-alone issue, placing it at the forefront of political and academic agendas. A NATO Advanced Research Workshop held at Imperial College London in January 2009 brought together those with expertise in the above-mentioned fields in order to verify the current state of knowledge in the field and identify promising areas for future work. The workshop concentrated on maritime and intermodal transport, risk management and long-term strategic planning, rather than on the details of monitoring or detection techniques. This collection of papers emanates largely from that workshop. While transport systems are widely recognized as terrorist targets, complete protection of these systems is economically and practically infeasible. The workshop looked at analytical methods to identify critical points in the transport infrastructure and the prioritization of defensive and mitigating measures given the limited resources available. Deficiencies in methods for conducting such an assessment were identified and the need for cost-effective mitigation measures was emphasized.

This book is a critical reposition of the study of military regimes in Africa. Documenting and delving deep into the reign and rule of General Mohamed Siad Barre regime in Somalia from 1969 up to 1991, the book puts emphasis on African agencies-ostensibly shaped by external beneficiaries and patrons-over what went wrong with Africa after the much-awaited post-colonial period. It does so by critically engaging with the wider theoretical and conceptual frameworks in African Studies which more often than not tend to attribute the post-colonial African State raptures to colonialism. The main thesis of the book is that colonialism left Africa on its own space wherein African leaders could have made a difference. By putting discrete perspectives into historical context, the book circumnavigates through comparative and comprehensive holistic approach to the Siad Barre regime to reveal how colonialism did not produce less than what criminalisation of the State resulted in Somalia. This empirical analysis is crucial to understanding the contemporary conundrum facing the Somali world today. The argument is that the contemporary conflicts are not only attributable to-but also because of-the past plunders of the post-colonial leaders trained by the departed colonial authorities. Employing nuanced analytic concepts and categories, the aim of the book is to refine the past to recapture the present and envision the future. Framing new ways of analyzing military regimes in Africa begins with (re)assessment of how the Siad Barre regime was previously approached. Marshalling extensive and extraordinary amount of sources, the book unveils the intricacies and contradictions of the dictatorship and its impact on the Somali psyche. The book locates the evolution of the regime within the wider context of the Cold War political contestation between the East and the West. Unparalleled in-depth and analysis, this book is the first full-length scholarly study of the Siad Barre regime systematically explaining the politics and process of the dictatorial rule.
