This book asks under which conditions cooperation is in the interest of the riparian countries sharing international waters, and how institutions must be designed to realize potential gains of cooperation. The author, Ines Dombrowsky, develops a conceptual framework that draws upon different economic theories, including the theory of external effects, non-cooperative game theory and transaction costs economics. She distinguishes the different types of externality problems inherent in international water management and specifies the institutional prerequisites for cooperation. She argues that the respective problems differ with respect to the need to define property rights and to establish enforcement mechanisms. The book also explores the role of issue linkage and of international organizations to foster cooperation. The theoretic considerations are compared and contrasted with the findings of a global review of international water treaties and organizations. By taking hydrological and legal aspects into account, this book provides an interdisciplinary contribution at the interface of hydrology, law and economics. As such, it is addressed to scholars, practitioners and policy-makers, including economists, political scientists, international lawyers, natural scientists, and water resource managers.
It is beyond doubt that the interconnectedness between food, energy, water security and environmental sustainability exists and is getting amplified with increased globalization. It has been recognized that efforts to address only one part of a systemic problem by neglecting other inherently interlinked aspects may not lead to desirable and sustainable outcomes. In this perspective, policy- and decision- making requires a nexus approach that reduces trade-offs and builds synergies across sectors, and helps to reduce costs and increase benefits for humans and nature compared to independent approaches to the management of water, energy, food and the environment. In the past, work related to the Nexus has looked at the interactions between water and food or water and energy, but there has been a reluctance to bring forward a broader systematic perspective that captures the multiple sectors and resource dependencies while understanding its cost to the environment if we neglect these linkages. This book is a compilation of thirteen papers published previously as a special issue of Water International, contains significant pieces of work on the W-E-F nexus focusing on relevant tools, solutions and governance at local and broader human scales.

Vorwort Am 16. Januar 1995 starb Werner Kroeber-Riel. Er war ein leidenschaftlicher und ideenrei cher Forscher. Seine Wissenschaftsauffassung ist aus der kritischen Auseinandersetzung mit der Betriebswirtschaftslehre hervorgegangen: - Das Problem stand fiir ihn im Mittelpunkt, nicht die Disziplin. Seine Arbeitsweise war kon sequent interdisziplinar. - Die Theorie hatte einen hohen Stellenwert, aber er verlangte eine empirische Fundierung. - Er war ein scharfsinniger, analytischer Denker, aber die Analyse war fur ihn kein Selb- zweck. Er setzte sich fiir pragmatische Losungen ein. Ausgangspunkt und Zentrum seiner wissenschaftlichen Arbeiten war das Konsumentenver halten. Er untersuchte den realen Konsumenten in seiner ganzen Komplexitat unter zahlrei chen Gesichtspunkten: Neben den kognitiven wurden auch die emotionalen Aspekte beruck sichtigt, neben den psychischen Determinanten auch die Umwelteinflusse einbezogen. Dabei erfasste er nicht nur das unmittelbar Beobachtbare und Erfragbare, sondern auch Bereiche au sserhalb des Bewusstseins. Hierfiir wurde beispielsweise die Aktivierungsforschung weiterent wickelt und die Archetypenforschung ausgewertet. Die Ergebnisse der Konsumentenforschung bildeten die Basis fur seine werbewissenschaftli che Forschung. Hervorzuheben sind vor allem die Arbeiten zur Bildkommunikation und zur Emotionalisierung durch Werbung. Im Verwendungszusarnmenhang verdichtete er empirisch gewonnene Gesetzmassigkeiten und praktische Erfahrungen zu Sozialtechniken fiir die Wer bung. Sie wurden kontrovers diskutiert, aber letztlich weitgehend von der Werbepraxis uber nommen."
