The resurgence of Russian power in the Arctic and High North will be a key consideration for NATO planners. The Alliance's northern flank represents both a potential vulnerability due to its relative isolation and an area in which NATO enjoys options for horizontal escalation in a conflict. Moreover, as the effects of climate change create opportunities for both navigation and resource extraction, peacetime control over the Northern Sea Route (NSR) and a contest to establish effective administrative control in this area are likely. Disagreements regarding the degree of Russia's jurisdiction over the NSR could, for example, simmer into a form of sub-threshold competition. The purpose of this Whitehall Paper will be to examine the balance of power between NATO and Russia in this critical region in order to establish the level of ambition that the capabilities being developed by Russia can support.

The conference was held at the beautiful Il Ciocco resort near Lucca, in the glorious Tuscany region of northern Italy. For the ninth time we gathered at this idyllic spot to explore and extend the reciprocity between mathematics and engineering. The dynamic interaction between world-renowned scientists from the usually disparate communities of pure mathematicians and applied scientists which occurred at our eight previous ASI's continued at this meeting. The detection and neutralization of unexploded ordnance (UXO) has been of major concern for very many decades; at least since the First World war. UXO continues to be the subject of intensive research in many ?elds of science, incl- ing mathematics, signal processing (mainly radar and sonar) and chemistry. While today's headlines emphasize the mayhem resulting from the placement of imp- vised explosive devices (IEDs), humanitarian landmine clearing continues to draw signi?cant global attention as well. In many countries of the world, landmines threaten the population and hinder reconstruction and fast, ef?cient utilization of large areas of the mined land in the aftermath of military con?icts.

These poems were written to accompany the Los Caprichos images, originally published by Francisco Goya on February 6th, 1799. The images are part of the original `Prado' manuscript, republished by Dover Publications in 1969. Weakly Wormit had an appalling name and quite unkind parents. He was also very small for his age. He was bullied at school particularly after he accidentally dyed his hair green. Rescue came in the shape of Isabelinda, a friend in his class at school and the two of them embarked on an unexpected adventure. This involved letting long locked up monsters escape from a forbidden shed. The monsters then terrorised the village and tore out peoples hair whatever colour it was. Only Wormit with his green hair appeared to be unattractive to the monsters. Isabelinda and all the villagers are left bald and frightened to go out in the street. Only Wormit could roam the streets without being attacked. He had to find a plan to capture and put them back in their shed. Eventually he had an idea and he enticed them to attack a blonde wig which he had obtained. With this aid he managed to imprison them again and he buried the key of the shed so that it will not be found. He was now the hero of the village. The villagers hair grew back. Wormit's green hair faded. He was Isabelinda's best friend.
