The 2007 Iran Nuclear Estimate Revisited - Anatomy of a Controversy (Hardcover): Robert Jervis, James J. Wirtz The 2007 Iran Nuclear Estimate Revisited - Anatomy of a Controversy (Hardcover)
Robert Jervis, James J. Wirtz
R4,137 Discovery Miles 41 370 Ships in 12 - 17 working days

The 2007 Iran Nuclear Estimate Revisited: Anatomy of a Controversy explores both the contents and reaction to the U.S. intelligence community's (IC) National Intelligence Estimate (NIE) that Iran had suspended its clandestine program to develop nuclear weapons. The volume offers insights into the art of intelligence analysis and the issues encountered when estimates run counter to policy or partisan preferences. In November 2007, the U.S. National Intelligence Council issued an NIE entitled Iran's Nuclear Intentions and Capabilities that contained a surprising finding. Analysts concluded that Iran had probably suspended its clandestine effort to develop a nuclear weapon. This assessment created a political firestorm, despite the fact that analysts went to great lengths to assess the accuracy of their sources and to offer nuanced judgments about the complex issues surrounding Iran's civilian and military nuclear programs. In this edited volume, former intelligence professionals and leading intelligence scholars describe and assess the factors that shaped this NIE and the course of events that sparked an international controversy. These chapters make a valuable contribution to the understanding of the state of the art when it comes to intelligence analysis and the challenges that emerge when intelligence estimates address significant foreign and defence policy issues and on-going political debates. One of the chapters in this volume was originally published in the book titled, Routledge Companion to Intelligence Studies, edited by Robert Dover, Michael Goodman, Claudia Hillebrand. Other chapters were originally published in the journals Intelligence and National Security and Comparative Strategy.

Naval Peacekeeping and Humanitarian Operations - Stability from the Sea (Hardcover): James J. Wirtz, Jeffrey A. Larsen Naval Peacekeeping and Humanitarian Operations - Stability from the Sea (Hardcover)
James J. Wirtz, Jeffrey A. Larsen
R4,589 Discovery Miles 45 890 Ships in 12 - 17 working days

This edited volume explores stability, security, transition and reconstruction operations (SSTR), highlighting the challenges and opportunities they create for the US Navy.

The book argues that SSTR operations are challenging because they create new missions and basing modes, and signal a return to traditional naval methods of operation. Mission accomplishment requires collaboration with a wide range of actors representing governmental, non-governmental and commercial organizations, which often creates politically and bureaucratically charged issues for those involved. However, although from a traditional warfighting perspective, stability operations might be viewed as having little to do with preparing for high-intensity conventional combat, these kinds of operations in fact correspond to traditional missions related to diplomacy, engagement, maritime domain awareness, piracy and smuggling, and intervention to quell civil disturbances. SSTR operations can be therefore depicted as a return to traditional naval operations, albeit operations that might not be universally welcomed in all quarters.

Globalization and WMD Proliferation - Terrorism, Transnational Networks and International Security (Hardcover): James A.... Globalization and WMD Proliferation - Terrorism, Transnational Networks and International Security (Hardcover)
James A. Russell, James J. Wirtz
R3,988 Discovery Miles 39 880 Ships in 12 - 17 working days

This edited volume explores the relationship between the accelerating process of globalization and the proliferation of Weapons of Mass Destruction, which is increasingly seen as the pre-eminent threat to international security. The proliferation of Weapons of Mass Destruction has traditionally been seen as a function of the 'security dilemma' in the state-based international system. But the advent of the nuclear supply network pieced together by the Pakistani scientist A. Q. Khan represented a departure from this model, involving a variety of organizations not directly connected to a state. This volume assembles an international group of experts in order to assess the relationship between proliferation and globalization to ascertain how contemporary communication, transportation and financial networks are facilitating or constraining trade in dangerous contraband. The book ultimately seeks to determine whether globalization is fundamentally altering the nature of the proliferation problem, particularly the threat that Weapons of Mass Destruction might fall into the hands of terrorists. This book will be of much interest to students of nuclear proliferation, international security, terrorism and IR in general.

R909 Discovery Miles 9 090 Ships in 12 - 17 working days

A unique overview of the United States' current nuclear command, control, and communications system and its modernization for the digital age Concerns about the security of nuclear command, control, and communications (NC3) systems are not new, but they are becoming more urgent. While modernization is crucial to the future success of NC3 systems, the transition from analog to digital technologies has the potential to introduce vulnerabilities and unintended consequences. Nuclear infrastructure and command could be penetrated, corrupted, destroyed, or spoofed, leading to a loss of positive control (the ability to fire weapons) or negative control (the ability to prevent unauthorized or accidental use). Nuclear Command, Control, and Communications explores the current NC3 system and its vital role in ensuring effective deterrence, contemporary challenges posed by cyber threats, new weapons technologies, and the consensus across the nuclear enterprise of the need to modernize the United States' Cold War-era system of systems. This volume, edited by James J. Wirtz and Jeffrey A. Larsen, offers the first overview of US NC3 since the 1980s. Part 1 provides an overview of the history, strategy, and technology associated with NC3 and how it enables deterrence strategy as the basis of national defense. Parts 2 and 3 identify how the US military's NC3 works, the challenges of introducing digital technologies and the potential security threats, and how the system could fail if these considerations are not taken into account. Part 4 explains the progress NC3 has made thus far, and how we might move forward. During this critical juncture, policymakers, practitioners, and scholars will find this an invaluable resource to understanding our current NC3 system, its relationship to effective deterrence, what must be done to modernize NC3, and how to ensure this transition is undertaken safely and successfully.

Over the Horizon Proliferation Threats (Paperback): James J. Wirtz, Peter R. Lavoy Over the Horizon Proliferation Threats (Paperback)
James J. Wirtz, Peter R. Lavoy
R988 R904 Discovery Miles 9 040 Save R84 (9%) Ships in 10 - 15 working days

In every decade of the nuclear era, one or two states have developed nuclear weapons despite the international community's opposition to proliferation. In the coming years, the breakdown of security arrangements, especially in the Middle East and Northeast Asia, could drive additional countries to seek their own nuclear, biological, or chemical (NBC) weapons and missiles. This likely would produce greater instability, more insecure states, and further proliferation. Are there steps concerned countries can take to anticipate, prevent, or dissuade the next generation of proliferators? Are there countries that might reassess their decision to forgo a nuclear arsenal? This volume brings together top international security experts to examine the issues affecting a dozen or so countries' nuclear weapons policies over the next decade. In Part I, National Decisions in Perspective, the work describes the domestic political consideration and international pressures that shape national nuclear policies of several key states. In Part II, Fostering Nonproliferation, the contributors discuss the factors that shape the future motivations and capabilities of various states to acquire nuclear weapons, and assess what the world community can do to counter this process. The future utility of bilateral and multilateral security assurances, treaty-based nonproliferation regimes, and other policy instruments are covered thoroughly.

Since the 16th century, balance of power politics have profoundly influenced international relations. But in recent years-with the sudden disappearance of the Soviet Union, growing power of the United States, and increasing prominence of international institutions-many scholars have argued that balance of power theory is losing its relevance. This book examines the current position and future of balance of power dynamics in international politics. In this book, prominent scholars pay special attention to the theoretical and historical criticisms of balance of power theory while empirically assessing its validity at both global and regional levels. The volume also looks at systemic factors favoring or hindering a return to balance of power politics. It evaluates the challenges posed by subnational actors, such as terrorist groups, and weapons of mass destruction to international order. Further, it examines the relevance of balance of power axioms in selected regions: Western Europe, Eastern Europe, East Asia, South Asia, and Latin America.

Counterforce and Theater Missile Defense - Can the Army Use an ASW Approach to the Scud Hunt? (Paperback): James J. Wirtz Counterforce and Theater Missile Defense - Can the Army Use an ASW Approach to the Scud Hunt? (Paperback)
James J. Wirtz
R345 Discovery Miles 3 450 Ships in 10 - 15 working days

The Gulf War demonstrated that theater missile defense (TMD) will be an important mission for the U.S. Army and its Patriot defense system in the years ahead. The author suggests that Army planners should view TMD not just as a simple tactical problem, but as an exercise that has important political and strategic ramifications that cut to the core of U.S. efforts to create and maintain international coalitions. A factor that will shape the political and military effectiveness of TMD is the resolution of the strategic problem of integrating counterforce options, active defenses and passive defenses. He argues that instead of developing strategy on an ad hoc basis, the philosophy that influences the U.S. Navy's approach to anti-submarine warfare (ASW) might serve as a guide to counterforce operations against mobile missiles. Counterforce attacks would reduce the tactical problem faced by Patriot crews, improving the overall performance of TMD. He also notes that an ASW approach to counterforce should help the United States achieve its political objectives of alliance formation and deterrence in the face of regional aggression. To maximize effectiveness, theater missile defense (TMD) should include counterforce options, active defenses and passive defenses. During the Gulf War, however, the integration of these three elements occurred on an ad hoc basis. To increase the political, strategic and tactical effectiveness of existing defensive systems in wartime, Army planners should integrate the three elements of TMD into an overall strategy. This report describes how the philosophy that influenced anti-submarine warfare (ASW) operations can be used to guide counterforce attacks against mobile missiles, thereby improving theater missile defenses. It explains why an ASW approach to counterforce is superior to just attacking an opponent's missile infrastructure. It also explains why this type of counterforce strategy can be based on preemption not preventive war. The impact of ASW counterforce operations are also evaluated in terms of the stability-instability paradox, crisis stability, alliance relations and deterrence.

Peter R. Lavoy, Scott D. Sagan, James J. Wirtz
R1,278 Discovery Miles 12 780 Ships in 10 - 15 working days

The proliferation of chemical, biological, and nuclear weapons is now the single most serious security concern for governments around the world. Peter R. Lavoy, Scott D. Sagan, and James J. Wirtz compare how military threats, strategic cultures, and organizations shape the way leaders intend to employ these armaments. They reveal the many frightening ways that emerging military powers and terrorist groups are planning the unthinkable by preparing to use chemical, biological, or nuclear weapons in future conflicts. Distinguished specialists consider several states and organizations that have this weaponry: Iraq, Iran, India, Pakistan, North Korea, and Israel, as well as the Aum Shinrikyo cult. The contributors expose plans for using unconventional weapons, highlighting the revolutionary effects these arsenals might have on international politics and regional disputes.

T. V. Paul, Richard J. Harknett, James J. Wirtz
R1,042 Discovery Miles 10 420 Ships in 12 - 17 working days

Soon after nuclear weapons devastated the Japanese cities of Hiroshima and Nagasaki, Bernard Brodie and several colleagues wrote "The Absolute Weapon," which predicted that the atomic bomb would revolutionize international politics. In "TheAbsolute Weapon Revisited," a group of noted scholars explores the contemporary role of nuclear weapons in the world after the end of the Cold War. Although superpower rivalry has faded, the complexities of living with nuclear weapons remain.
Working from different theoretical perspectives, the contributors offer a set of provocative assessments of nuclear deterrence and the risks of nuclear proliferation and disarmament. Some argue that assured destruction capabilities remain important, while others argue that nuclear deterrence will be increasingly irrelevant. Arms control, crisis stability, and continuity and change in nuclear doctrine as well as new issues such as virtual nuclear states and information warfare, are some of the issues addressed by the contributors to "The Absolute Weapon Revisited," The contributors are Zachary Davis, Colin S. Gray, Richard J. Harknett, Ashok Kapur, Robert Manning, William C. Martel, Eric Mlyn, John Mueller, J. V. Paul, George Quester, and James J. Wirtz.
This book will be of interest to scholars, policymakers and students interested in issues of nuclear strategy and deterrence, arms control, nonproliferation and disarmament, international security and peace studies.
T. V. Paul is Associate Professor of Political Science, McGill University, and the author of "AsymmetricConflicts: War Initiation by Weaker Powers," James J. Wirtz is Associate Professor of Security Affairs, Naval Postgraduate School, and theauthor of "The Tet Offensive: Intelligence Failure at War," Richard Harknett is Assistant Professor of Political Science, University of Cincinnati, and the author of numerous articles on security affairs.
