A Research Agenda for Governance (Hardcover): B.Guy Peters, Jon Pierre, Eva Sorensen, Jacob Torfing A Research Agenda for Governance (Hardcover)
B.Guy Peters, Jon Pierre, Eva Sorensen, Jacob Torfing
R2,427 Discovery Miles 24 270 Ships in 12 - 17 working days

Elgar Research Agendas outline the future of research in a given area. Leading scholars are given the space to explore their subject in provocative ways, and map out the potential directions of travel. They are relevant but also visionary. This incisive Research Agenda for Governance draws together unique contributions from leading scholars to examine the two distinct models of governance: the traditional model, based on the state and exercise of control through law and bureaucracy, and an alternative model centred on the collaboration of public and private sector actors. Introducing the essential principles and rationale of these alternative models of governance, both of which can be seen operating at all levels of government in democratic as well as non-democratic regimes, the chapters evaluate the strengths and weaknesses of the two systems. Drawing conclusions from critical areas of inquiry, including multi-level governance, the nature of governance in democratic and authoritarian regimes, and digital innovations in governance, the book offers a richly detailed insight into the respective workings of the models of governing by control and by collaboration. This Research Agenda will be an invaluable resource for academics and graduate students of public policy, regulation and governance, and public administration management. Its measured consideration of the possibilities for enhancing public innovation via alternative models of governance will also be of significant interest to employees within the public sector.

Bureaucracy in the Modern State - An Introduction to Comparative Public Administration (Hardcover): Jon Pierre Bureaucracy in the Modern State - An Introduction to Comparative Public Administration (Hardcover)
Jon Pierre
R3,292 Discovery Miles 32 920 Ships in 12 - 17 working days

Public administration is under increasing pressure to become more efficient, better geared to the demands and opinions of citizens, more open to contacts with transnational bureaucracies, and more responsive to the ideas of elected policymakers. Bureaucracy in the Modern State offers a comparative analysis of how these challenges affect public administration in France, the United States, Germany, Japan, Britain, Sweden and the developing countries of the Third World. Specialist chapters written by acknowledged experts on the public policy of each country are brought together in a comparative framework in order to assess the impact of recent changes on the relationship between policy makers and the civil service, and the organizational challenges presented by the introduction of market-based ideology. Assessing public administration from a state-society perspective, the authors focus on four basic factors which they believe determine the role of the bureaucracy in modern societies: the configuration of the state, the relationship between policymakers and the bureaucracy, the internal organizational dynamics of the bureaucracy, and the relationship between the public bureaucracy and civil society. A special analysis of the relationship between domestic and transnational bureaucracies is also included, with particular reference made to the European Union. Addressing one of the key public policy issues of our time, this book will be widely used by teachers, students and researchers who will welcome the combination of in-depth studies of selected countries, from capitalist democracies to developing countries, with an authoritative comparative analysis held together by a distinct theoretical framework.

The Politics of Urban Governance (Hardcover, New): Jon Pierre The Politics of Urban Governance (Hardcover, New)
Jon Pierre
R4,570 Discovery Miles 45 700 Ships in 12 - 17 working days

The study of urban governance provides a valuable insight into economic, social, and political forces and how they shape city life. But who and what are the real drivers of change? This innovative text casts new light on the issues and re-examines the state of urban governance at the start of the twenty-first century. Jon Pierre analyses four models of urban governance: 'management', 'corporatist', 'pro-growth' and 'welfare'. Each is assessed in terms of its implications for the major issues, interests and challenges in the contemporary urban arena. Distinctively, Pierre argues that institutions - and the values which underpin them - are the driving forces of change. The book also assesses the impact of globalization upon urban governance. The long-standing debate on the decline of urban governance is re-examined and reformulated by Pierre, who applies a wider international approach to the issues. He argues that the changing cast of private and public actors, combined with new forms of political participation, have resulted in a transformation - rather than a decline - of contemporary urban governance.

Globalization and Governance (Paperback): Jon Pierre Globalization and Governance (Paperback)
Jon Pierre
R780 Discovery Miles 7 800 Ships in 12 - 17 working days

'To pun, Pierre brings globalization down to earth. After all the hype, he serves as an experienced and trustworthy guide to the key question of how far nation states are 'forced' to follow global trends. His answers are nuanced, well-evidenced, and thought-provoking. This should find a place on many reading lists.' - Christopher Pollitt, Katholieke Universiteit Leuven, Belgium Globalization raises important questions about the governing capacity of domestic institutions. In Globalization and Governance, Jon Pierre studies the impact of international norms and prescriptions on domestic governance in Japan, Sweden and the United States. The empirical analysis is focused on economic governance, administrative reform and intergovernmental relationships. Drawing on survey data, documents and interviews, the analysis finds that domestic institutions still intrinsically shape domestic governance. International norms towards deregulation and market-based administrative reform confront domestic institutions with prescriptions for reform but the three countries provide only very few examples of unmitigated domestic implementation. What Jon Pierre calls 'the microfoundations of globalization'-the assessment, adoption or rejection of international norms and ideas in vogue-is a complex process where domestic institutions and path dependencies remain at the helm. The most important exception to this pattern is governance during financial crises where countries are dependent on conditioned support from transnational institutions. This insightful and informative book will appeal to researchers, academics, post-graduate, as well as undergraduate, students in governance, political economy and international relations. Contents: 1. Globalization and the State 2. Globalization and Domestic Governance 3. Still Governing the Economy? Economic Governance 4. Cities and Regions in a Globalized World: Inter-Governmental Relationships 5. Modernizing the State: Administrative Reform 6. Conclusions: Domestic Governance in a Globalizing World References Index

Partnerships in Urban Governance - European and American Experiences (Hardcover, New): Jon Pierre Partnerships in Urban Governance - European and American Experiences (Hardcover, New)
Jon Pierre
R2,784 Discovery Miles 27 840 Ships in 10 - 15 working days

Urban governance in most western democracies has seen various forms of public-private concerted actions becoming increasingly important instruments for local governments. These new features of urban governance are often seen as local governments trying to enhance their "capacity to act" by fusing their capabilities with those of other major societal actors. At the same time such transgressions of the border between the public and the private spheres of society make local governments more susceptible to political pressures from those actors. This volume looks at the historical development and present performance of public-private partnerships for local economic development in western Europe and the United States. The theoretical framework applied in the volume is derived from theories of governance as well as from institutional theory.

URBAN AND REGIONAL POLICY (Hardcover, UK ed.): Jon Pierre URBAN AND REGIONAL POLICY (Hardcover, UK ed.)
Jon Pierre
R8,620 Discovery Miles 86 200 Ships in 12 - 17 working days

This volume provides the most important essays and papers on urban and regional policy, making it a convenient summary of the key theories, approaches and research results. The study of sub-national politics is no longer mainly concerned with the urban political decision-making process and now focuses on the political, economic and social preconditions for urban policy. As the articles and papers reprinted in this volume demonstrate, local and regional politics are increasingly important features of most Western democracies. Economic and political life are more and more determined by changes occurring at the local, regional and global levels rather than at the national level. This volume seeks to cover the most important elements of research on local government with a particular emphasis on different approaches and theories of urban political economy. The volume covers, in turn, the study of urban politics and government, theories of local government, central-local relationships and local autonomy, local politics, the political economy of local government and regional policy.

The Relevance of Political Science (Hardcover): Gerry Stoker, B.Guy Peters, Jon Pierre The Relevance of Political Science (Hardcover)
Gerry Stoker, B.Guy Peters, Jon Pierre
R4,581 Discovery Miles 45 810 Ships in 12 - 17 working days

What does political science tell us about important real-world problems and issues? And to what extent does and can political analysis contribute to solutions? Debates about the funding, impact and relevance of political science in contemporary democracies have made this a vital and hotly contested topic of discussion, and in this original text authors from around the world respond to the challenge. A robust defence is offered of the achievements of political science research, but the book is not overly sanguine given its sustained recognition of the need for improvement in the way that political science is done. New insights are provided into the general issues raised by relevance, into blockages to relevance, and into the contributions that the different subfields of political science can and do make. The book concludes with a new manifesto for relevance that seeks to combine a commitment to rigour with a commitment to engagement.

The Oxford Handbook of Swedish Politics (Hardcover): Jon Pierre The Oxford Handbook of Swedish Politics (Hardcover)
Jon Pierre
R4,131 Discovery Miles 41 310 Ships in 12 - 17 working days

The Handbook of Swedish Politics provides a state of the art analysis of political development in Sweden. Covering all essential aspects of politics in Sweden, this volume provides detailed accounts of policy making, governance, institutional arrangements, foreign relations, electoral behavior, the party system, the public administration, the constitutional framework, and the welfare state. The Handbook shows how many of the features that once were exceptional to Sweden, for example, the welfare state, the consensual policy making, the historical compromise between capital and labor, and the dominance of social democracy, are less prominent today compared to a few decades ago although they are still certainly present. Global forces, increasing affluence, and an ideological shift towards neo-liberalism have contributed to making Sweden more of an average European industrialized democracy. The Handbook is divided into ten thematic Sections with four chapters and an Introduction in each Section. Thus, each theme is studied from different perspectives in order to provide the reader with a more multi-faceted picture of the political development in each theme.

B.Guy Peters, Jon Pierre
R3,899 Discovery Miles 38 990 Ships in 12 - 17 working days

One of the persistent claims made about the public sector over the past several decades has been that the public service has become more politicized. Addressing this important area of debate within public administration, this book discusses conceptions and measurements of politicization, as well as some of its causes and consequences. Using a comparative framework, the authors collected here confront the issue of politicization, identifying the nature and extent of political involvement and assessing the real impact of any changes on the legitimacy and effectiveness of the political system. The book addresses issues such as: compensation; appointments made from outside the civil service system; anonymity; partisanship; and systems to handle appointees of prior administrations. This useful study contains case studies of the US, Canada, Germany, France, Sweden, Denmark, Britain, New Zealand, Belgium, the Netherlands, Spain and Greece. It should appeal to all those interested in public administration and the civil service in particular.

Debating Institutionalism (Paperback): Jon Pierre, Guy Peters, Gerry Stoker Debating Institutionalism (Paperback)
Jon Pierre, Guy Peters, Gerry Stoker
R607 Discovery Miles 6 070 Ships in 12 - 17 working days

Institutionalism has become one of the dominant strands of theory within contemporary political science. Beginning with the challenge to behavioural and rational choice theory issued by March and Olsen, institutional analysis has developed into an important alternative to more individualistic approaches to theory and analysis. This body of theory has developed in a number of ways, and perhaps the most commonly applied version in political science is historical institutionalism that stresses the importance of path dependency in shaping institutional behaviour. The fundamental question addressed in this book, newly available in paperback, is whether institutionalism is useful for the various sub-disciplines within political science to which it has been applied, and to what extent the assumptions inherent to institutional analysis can be useful for understanding the range of behaviour of individuals and structures in the public sector. The volume will also examine the relative utility of different forms of institutionalism within the various sub-disciplines. The book consists of a set of strong essays by noted international scholars from a range of sub-disciplines within the field of political science, each analysing their area of research from an institutionalist perspective and assessing what contributions this form of theorising has made, and can make, to that research. The result is a balanced and nuanced account of the role of institutions in contemporary political science, and a set of suggestions for the further development of institutional theory.

Liberal democracy is at risk. Its hallmark institutions - political pluralism, separation of powers, and rule of law-are coming under pressure, as authoritarian sentiment is growing around the globe. While liberal-democratic backsliding features prominently in social science scholarship, especially the branches concerned with political parties and political behavior, public administration research lags behind. However, without considering illiberal approaches towards the executive, efforts of actual and aspiring authoritarians remain only partly understood. State bureaucracies are, after all, important instruments of power. This timely and important volume addresses the administrative implications of liberal-democratic backsliding. It studies public administrations as objects and subjects in the context of illiberal dynamics. For this purpose, the volume brings together an international group of scholars to analyze authoritarian tendencies in several countries. The contributions combine theoretical with empirical work, providing the first comparative perspective on an overlooked aspect of one of the most important contemporary political trends.

Governance has become one of the most commonly used concepts in contemporary political science. It is, however, often used to mean a variety of different things. This book helps to clarify this conceptual muddle by concentrating on one variety of governance-interactive governance. The authors argue that although the state may remain important for many aspects of governing, interactions between state and society represent an important, and perhaps increasingly important, dimension of governance. These interactions may be with social actors such as networks, with market actors or with other governments, but all these forms represent means of governing involving mixtures of state action with the actions of other entities. This book explores thoroughly this meaning of governance, and links it to broader questions of governance. In the process of explicating this dimension of governance the authors also explore some of the more fundamental questions about governance theory. For example, although governance is talked about a great deal political science has done relatively little about how to measure this concept. Likewise, the term multi-level governance has become widely used but its important to understand that idea more fully and see how it functions in the context of interactive forms of governance. The authors also link governance to some very fundamental questions in political science and the social sciences more broadly. How is power exercised in interactive governance? How democratic is interactive governance, and is democratic governance always advanced through transparency?

Comparative Governance - Rediscovering the Functional Dimension of Governing (Hardcover): B.Guy Peters, Jon Pierre Comparative Governance - Rediscovering the Functional Dimension of Governing (Hardcover)
B.Guy Peters, Jon Pierre
R2,109 Discovery Miles 21 090 Ships in 12 - 17 working days

Decision-making is at the heart of governing and governance, and is a more challenging task compared to just a few decades ago as a result of increasing social complexity and globalization. In this book, B. Guy Peters and Jon Pierre propose a new framework for the comparative analysis of governance, arguing that government remains a central actor in governance. By articulating the functionalist dimension of governance they show how goal setting, resource mobilization, decision-making, implementation and feedback can be performed by a combination of different types of actors. Even so, effective governance requires a leading role for government. The framework is also applied to a taxonomy of governance arrangements and national styles of governing. Comparative Governance advances our knowledge about governance failure and how forms of governance may change. It also significantly strengthens the theory of governance, showing how governance can be studied conceptually as well as empirically.
