Die auf Grund des Kabinettsbeschlusses vom 27. November 1922 unter
Leitung des Herrn Staatsministers a. D. Saemisch begonnene
Sparaktion hat sich nicht allein mit dem Personalabbau, sondern
auch mit zahlreichen Fragen der Reichsverwaltungsreform befa13t.
Insbesondere ist auf letzterem Gebiet die Verbesserung der Arbeits
technik in dem Biiro- und Kassenbetrieb einer eingehenden Priifung
unterzogen worden. Die teils im Biiro des Reichssparkommissars,
teils aus der Tatigkeit seiner Sparbeauftragten bei den
Landesfinanz amtern entstandenen' Priifungsberichte und
VerbesserungsvorschHige haben Anla13 gegeben, die Frage der Reform
des Reichskassenwesens in einer Reihe von Sonderuntersuchungen und
Kommissionsbera tungen, an den en ich infolge meiner Zugehorigkeit
zum Spar kommissariat personlich -teilnahm, eingehend. zu priifen.
Aus dem reichhaltigen Material, das mir zuganglich war, habe ich in
der nach stehendenArbeit eine systematische Darstelhing des
gesamten Reform gebietes und aller Einzelfragen gegeben, die im
allgemeinen Gegen stand der Beratungen waren. Ich habe
infolgedessen bei der Behand lung der einzelnen Reformvorschlage
auf den jedesmaligen Quellen hinweis verzichten konnen. Soweit ich
jedoch in meiner Arbeit die Frage der maschinellen Hilfsmittel und
deren Anwendung im Reichs kassendienst behandelt habe, konnte ich
mich auf meine eigenen, auf diesem Gebiet bereits friiher
angestellten Untersuchungen stiitzen. Betrachtlich gefordert wurde
meine Arbeit durch die wertvollen Anregungen und Hinweise, die' ich
im Sparkommissariat, insbesondere von den Herren
Ministerialdirektor Dr. Vogt, Reichsbahndirektions prasident Halke,
Ministerialrat Dr. -Ing. Schafer und Oberpostrat Blievernicht
