Since its founding in 2011, the Research Center on the Commons and Sustainable Society has been at the forefront of Commons Research in South Korea. Theories of citizenship from the West pre-eminently those by T.H. Marshall provide only a limited insight into East Asian political history.

The Marshallian trajectory juridical, political and social rights was not repeated in Asia and the late nineteenth-century debate about liberalism and citizenship among intellectuals in Japan and China was eventually stifled by war, colonialism and authoritarian governments (both nationalist and communist). Subsequent attempts to import western-style democratic values and citizenship were to a large extent failures. Social rights have rarely been systematically incorporated into the political ideology and administrative framework of ruling governments. In reality, the predominant concern of both the state elite and the ordinary citizens was economic development and a modicum of material well-being rather than civil liberties. The developmental state and its politics take precedence in the everyday political process of most East Asian societies.

These essays provide a systematic and comparative account of the tensions between rapid economic growth and citizenship, and the ways in which those tensions are played out in civil society.

Kwon conceptualizes a unique mode of political representation in East Asian society, which derives its moral foundation from Confucian virtue politics. Focusing on the colonial prisons built by the Japanese Empire in the first half of the twentieth century, it illuminates how punishment has been considered a subject of modernization, while the contemporary use of prisons as heritage tends to reduce the process of colonial modernity to oppression and atrocity - thus constituting a heritage of shame and death, which postcolonial societies blame upon the former colonizers. A study of how the remembering of punishment and imprisonment reflects the attempts of postcolonial cities to re-articulate an understanding of the present by correcting the past, Heritage, Memory, and Punishment examines how prisons were designed, built, partially demolished, preserved, and redeveloped across political regimes, demonstrating the ways in which the selective use of prisons as heritage, reframed through nationalism, leaves marks on urban contexts that remain long after the prisons themselves are decommissioned. Most theories of modernity are based, explicitly or implicitly, on the development of Western societies since the late medieval period, but these theories are of limited value for understanding the development of societies in Asia and other parts of the world, where the process of modernization took place under different circumstances and often in a rapid and highly compressed fashion - not over centuries but in decades. Asian societies have been propelled into modernity too, but theirs is a compressed modernity, which displays very different traits.
