This book provides a critical and updated analysis of the nature of the EU's strategic partnership diplomacy, and of the partnerships themselves, in times of power shift and contestation. It links with key aspects of the EU's Global Strategy; it brings together a strong list of experts who work within a clear framework for analysis; and it deals not only with the substance of the policy but also with the ways in which the policy as a whole has emerged, is conducted and might develop in the future. In offering an inclusive set of case studies and diverse perspectives, this book aims to advance both conceptualization and analysis of the implementation of the established EU partnerships. The book highlights the notion of strategic partnership as a foreign policy instrument to support EU external action in a context of multilevel change and crisis; its policy dimension as a gradually separated, but not separable policy within the Union's external action; the institutional component given the emergence of SPs as a sort of self-preserving institutional platform allowing for denser and deeper cooperation in various policy areas; and the implications for the EU's self-conception as an international actor with a global identity and role.
This book examines the involvement of Portugal in the European integration process since the country signed the Accession Treaty in 1985. The volume elicits how Portugal has grasped opportunities and challenges emanating from its participation in the institutional, regulatory and political frameworks of the European Union (EU), as these have become more intricate as well as intrusive. It scrutinizes the adjustments and transformations that have taken place in Portuguese society, politics and economics as well as in the country's international relations, as engendered by its increasing enmeshment in the Community-building dynamics. It is divided into three main parts: * Part I focuses on the major changes within the domestic arena, notably on the political, economic and social fronts; * Part II addresses the adjustments that the Portuguese leadership had to make in order to secure the country's participation in key common policies and strategies; * Part III is centred on foreign policy and assesses and discusses the impact upon Portugal's international relations. This book contributes to the understanding of the counter-terrorism (CT) policy of the European Union (EU) by offering a set of analyses focusing on its external dimension. Whilst calling for the combination of internal and external policies as well as cooperation with third countries and international institutions, the external dimension of EUCT challenges previous assumptions on the functioning of the EU and offers new testing ground for the latest theoretical and methodological approaches. This volume provides the first systematic assessment of the external dimension of EUCT. It covers transatlantic counter-terrorism cooperation, the interaction between EU institutions and policies, theoretical debates on EU actorness in counter-terrorism and the role of judicial institutions in international counter-terrorism. Furthermore, it draws attention to the need for engaging in new discussions over the post-Lisbon Treaty Common Foreign and Security Policy (CFSP), the international fight against terrorism, and the way international actors cooperate and compete on the security arena.
