The Two Faces of Institutional Innovation - Promises and Limits of Democratic Participation in Latin America (Paperback):... The Two Faces of Institutional Innovation - Promises and Limits of Democratic Participation in Latin America (Paperback)
Leonardo Avritzer
R892 Discovery Miles 8 920 Ships in 12 - 17 working days

Many democratic theorists have viewed the recent innovations adopted throughout Latin America in a positive light. This evaluation has engendered the idea that all innovations are democratic and all democratic innovations are able to foster citizenship. Presenting a realistic analysis of both the positive and negative aspects of innovation, this book argues that these innovations ought to be examined at the intersection between design and the political system. The Two Faces of Institutional Innovation offers a new perspective on developments such as participatory budgeting, the National Electoral Institute (INE) and the Federal Electoral Institute (IFE) in Mexico and comites de vigilancia in Bolivia, and evaluates the extent to which, in reality, citizens were involved in decision-making, distributive policies and citizen education. Further chapters also examine the expansion of innovation to the field of judicial institutions - one of the key areas in which innovation took place in Latin America, showing that the role of legal corporations in democracy cannot be compared with the role of engaged citizens. Contemporary and astute, this book will captivate students and scholars researching in the areas of innovation policy and regulatory governance. Its analysis of the positive and negative aspects of democratic innovation will also benefit democratic theorists and policy-makers alike.

Democracy and the Public Space in Latin America (Paperback): Leonardo Avritzer Democracy and the Public Space in Latin America (Paperback)
Leonardo Avritzer
R1,266 Discovery Miles 12 660 Ships in 10 - 15 working days

This is a bold new study of the recent emergence of democracy in Latin America. Leonardo Avritzer shows that traditional theories of democratization fall short in explaining this phenomenon. Scholars have long held that the postwar stability of Western Europe reveals that restricted democracy, or "democratic elitism," is the only realistic way to guard against forces such as the mass mobilizations that toppled European democracies after World War I. Avritzer challenges this view. Drawing on the ideas of Jurgen Habermas, he argues that democracy can be far more inclusive and can rely on a sphere of autonomous association and argument by citizens. He makes this argument by showing that democratic collective action has opened up a new "public space" for popular participation in Latin American politics.

Unlike many theorists, Avritzer builds his case empirically. He looks at human rights movements in Argentina and Brazil, neighborhood associations in Brazil and Mexico, and election-monitoring initiatives in Mexico. Contending that such participation has not gone far enough, he proposes a way to involve citizens even more directly in policy decisions. For example, he points to experiments in "participatory budgeting" in two Brazilian cities. Ultimately, the concept of such a space beyond the reach of state administration fosters a broader view of democratic possibility, of the cultural transformation that spurred it, and of the tensions that persist, in a region where democracy is both new and different from the Old World models."

The majorconflicts between the Global North and the South can be expected toresult from the confrontation of alternative conceptions of democracy, mainly between liberal or representative democracy and participatorydemocracy. The hegemonic model of democracy, while prevailing on aglobal scale, guarantees no more than low-intensity democracy. Inrecent times, participatory democracy has exhibited a new dynamic, engaging mainly subaltern communities and social groups that fightagainst social exclusion and the suppression of citizenship. In thiscollection of reports from the Global South-India, South Africa,Mozambique, Colombia, and Brazil-De Sousa Santos and his colleaguesshow how, in some cases, the deepening of democracy results from thedevelopment of dual forms of participatory and representativedemocracy, and points to the emergence of transnational networks ofparticipatory democracy initiatives. Such networks pave one of the waysto the reinvention of social emancipation. This is volume 1 of the Reinventing Social Emancipation project, edited by Boaventura de Sousa Santos.
