market information is used to inform decision making and the role
stakeholders play in the process. Drawing on unique practical and
research based experience from a variety of authors (all of whom
have been employed as senior advisors or consultants to national
governments or multilateral donor agencies) it provides

First published in 1999, this book analyzes the process involved in
implementing Technical and Vocational Education and Training
policies in the countries of Jamaica and The Gambia. A critical
approach was used to analyse the role played by different actors in
this process, both at public and private sector institutions. The
study documented a variety of projects and programmes, ranging from
those that promoted entrepreneurship or self-employment amongst
young people, to those that were more concerned with providing the
skills needed for export-led growth. Overall it highlighted the
complexities surrounding implementation and of the importance of
donor agencies in financing TVET developments in both countries.
Furthermore, it also illustrated how the use of foreign technical
assistance and components obtained from the developed world,
combined with the influence of the physical and political
infrastructure, were the major reasons why projects or programmes
failed to achieve their stated objectives. The study concludes by
suggesting a model which can be used by policy makers to help
ensure that programmes or projects are more successful at meeting
local labour market needs, rather than those of aid agencies or
actors within the state apparatus.
This title was first published in 2003. An analysis of education
and training issues from the perspective of a planner, this book is
the culmination of three years' research stemming from a concern by
governments over how they can manage change and what contribution
education and training policies play in this.

The man in these poems, the poet in residence, is irresponsibly
irrepressible, his wit barbed with warmth, his bait compulsively
edible, his verve seemingly infinite. The cry is one part
cock-a-doodle-doo, to two parts koo-koo-ka-choo. The flavor is
somewhere between absinthe and strong black tea. The music is
Mahler's lost symphony for solo accordion. Occasionally there are
jalapenos in the dark, merciful mineral waters in the white wine,
bothersome gravels in the kidney, and a mushroom cloud on the
horizon. Poet Ann Drysdale writes: "Many of us may begin life as
glorious babes, but few will end up as glorious and uproarious in
our declining years as John Marcus Powell. In these poems he lifts
the lid on life and love, demonstrating effortlessly that they are
one and the same thing."
The SSBCI provides funding to states, territories, and eligible
municipalities to expand existing or to create new state small
business investment programs, including state capital access
programs, collateral support programs, loan participation programs,
loan guarantee programs, and venture capital programs. This book
examines the SSBCI and its implementation, including Treasury's
response to initial program audits conducted by the U.S. Government
Accountability Office and Treasury's Office of Inspector General.
These audits suggested that SSBCI participants were generally
complying with the statute's requirements, but that some compliance
problems existed, in that, the Treasury's oversight of the program
could be improved; and performance measures were needed to assess
the program's efficacy.
