Im Dezember des gleichen Jahres lebten 7.255.949 Menschen nichtdeutscher Staatsangehorigkeit in der Bundesrepublik und entsprachen damit einem Bevolkerungsanteil von 8,8 %. Angesichts der somit hohen Quote auslandischer Gefangener stehen im Mittelpunkt der Arbeit die Fragen, ob Strafvollzug nach deutschen Vorstellungen mit nichtdeutschen Gefangenen grundsatzlich funktionieren kann, welche Schwierigkeiten deutscher Strafvollzug und auslandische Insassen miteinander haben und wie deutscher Strafvollzug ausgestaltet sein muss, damit er auch nichtdeutschen Inhaftierten gerecht wird.
