Als wesentliche Folge dieser Entwicklung ist die seit einigen Jahren zu verzeichnende Harmonisierung der Rechnungslegung hervorzuheben. Das Ergebnis dieses Harmonisierungsprozesses besteht in einer weitreichenderen Vergleichbarkeit der Abschlusse auf internationaler Ebene und dient somit unmittelbar den Bedurfnissen weltweit agierender Share- und Stakeholder. Neben den klassischen Bilanzpositionen besteht insbesondere vor dem Hintergrund einer steigenden Bedeutung des Technologie-, Forschungs- und Informationssektors ein verstarktes Interesse an der Bilanzierung immaterieller Vermogensgegenstande. In diesem Zusammenhang werden den Vermogensgegenstanden, wie beispielsweise den Patenten, Lizenzen und sonstigen Rechten, eine regelrechte Werttreiberfunktion zugeordnet. Ein Beleg fur die Bedeutung immaterieller Vermogensgegenstande wird vielfach dadurch erbracht, dass innerhalb der Wirtschaftspraxis eine zunehmende Differenz zwischen Unternehmenskaufpreisen und dem jeweiligen bilanziellen Eigenkapital festzustellen ist. Als elementare Zielsetzung des Reformvorhabens kann neben der Einfuhrung internationaler Rechnungslegungsstandards die Realisierung einer adaquaten Qualitatssicherung der Abschlussprufung hervorgehoben werden. Vor dem Hintergrund einer zunehmenden Kapitalmarktorientierung besteht ein verstarktes Interesse der Jahresabschlussadressaten an einer ganzheitlichen Betrachtung und Bewertung der Unternehmenssituation. Da sich eine (konventionelle) stichtags- und vergangenheitsorientierte Informationspolitik fur eine umfassende Beurteilung als ungenugend erweist, besteht zusatzlich das Ziel der Adressaten, eine umfassende Chancen- und Risikoberichterstattung zu erreichen. Obwohl der Gesetzgeber bereits im Rahmen des Gesetztes zur Kontrolle und Transparenz im Unternehmensbereich (KonTraG) interveniert hat, stellte sich insbesondere die (Konzern-) Lageberichterstattung weiterhin als nicht ausreichend aussagekraftig dar. Die Anderungen durch das BilReG waren somit aufgrund der bestehenden Erwartungslucke zwingend erforderlich.
