This book contributes substantially to urban affairs and public
policy literature by presenting an introduction to the complex
politics and public policy issues of Washington, D.C. The
uniqueness of the city, as elaborated in this volume, provides
background for understanding the non-traditional congressional
relationship with the city and the way in which this establishes
and perpetuates the continuing fight for congressional
representation, real home rule and equitable federal benefits for
citizens of the District of Columbia. Usually becoming a mayor,
member of a city council, or agency head in a major city could
become a stepping stone to higher office. In Washington, D.C.
however, this has not been the case. Contests for political
leadership operate in a unique political climate because
Washington, D.C is the capital of the U.S., subject to
congressional oversight, has a majority African American
population, and has a majority Democratic population. Those who
become mayor are therefore, confined to play a local with rare
opportunities for a national role. One Objective of this volume is
to highlight the difficulties of experiencing political democracy
and adequate policy distribution by citizens of the District of
Columbia. These analyses conclude that one of the major obstacles
to these objectives is the manner in which home rule was
constructed and persists, leading to the conclusion that the desire
of citizens and their leaders for change is well founded.

The Constitution is the bedrock of all laws in this Nation.
However, it is often misquoted, misunderstood, or largely
misinterpreted (perhaps ignored).
Timothy Imholt and Michael Garst are to veterans of the US Army
from the enlisted ranks. This book was written by them in an
attempt to help people understand this document and these
principals.
In this book is the original Constitution. The challenge with
understanding or interpreting the document is that the language is
challenging. It is old, and written in a way that makes it
difficult to understand. After the original document is broken down
article by article, section by section, a modern day language
version of the document is provided. Every attempt was made to not
change any meaning or have a political slant in this modernization
process. The authors of this book have no political agenda. The
hope is that people gain a better understanding of these passages
while not having to be enraged by a political slant.
Once the modernization of each Article, Section and Amendment is
complete a short discussion is provided in a way to be
understandable by anyone and everyone who has interest in this
topic. These are clearly labeled as discussion and are merely
common sense interpretations or opinions of what these various
things mean to us in our daily lives and how they should be
applied. It is this section that two enlisted veterans believe
certain politicians should read and read carefully. We the people
must be heard. Common sense must rule the day, it certainly ruled
the founding of this country.
The Articles of Confederation were the foundation for the Federal
Government in the United States prior to our current Constitutional
form. Those Articles are not widely understood and rarely read. The
reasons for this are varied but largely spawn from the document
being challenging to read. The language is old, it is full of
phrases no longer used, and does not follow modern styles. We have
written this book for non-lawyers to start to understand this
founding document that was, in our opinion, a rough draft for the
Constitution of the United States.
