Washington's strategic pivot to Asia and Beijing's pursuit of new strategic and security interests in the region have led to increasing tensions between the two powers. US leaders have stressed that their increased interest in Asia is driven by a desire to benefit from the thriving regional economies, as well as to play the leading role in maintaining peace and stability in the region. However, Beijing is particularly concerned about US efforts to consolidate its alliances and deepen security partnerships with a number of regional states. Given the centrality of the two powers to the strategic stability and economic development of the region, these new dynamics in US-China relations must be properly understood and appropriately handled. This book examines the growing Sino-US strategic rivalry in the Asia-Pacific alongside the strategies employed in the management of this relationship. The Sino-Soviet split in the 1960s was one of the most significant events of the Cold War. This book aims to study China's economic statecraft in the contemporary era in a comprehensive manner. It attempts to explore China's approaches to using its economic, trade, investment, and financial power for the pursuit of its political, security, and strategic interests at the regional and global levels. The volume addresses three major issue areas in particular. This book is an edited volume about China-ASEAN relations with contributions from experts based in China and Singapore. The book includes a few excellent papers that were presented at a conference the editor organized in October 2009 and also two other research papers. They examine China-ASEAN relations from a sub-regional cooperation perspective. Asia, with 1.5 billion of its people living in shared river basins, and with very few transboundary rivers governed by treaties, is especially prone to such conflicts. The key to mitigating transboundary water conflicts and advancing cooperation in Asia is largely in the hands of China, the upstream country for most of Asia's major transboundary rivers. To avert the looming water crisis, apart from spending billions of dollars on domestic water transfer projects such as the South-North Water Diversion Megaproject, as well as on water conservancy and pollution abatement, China has sought to utilize the water resources of the major rivers that run across borders with neighbouring countries. On these transboundary rivers, China has built or plans to build large dams for hydroelectricity and major water diversion facilities, which has triggered anxiety and complaints from downstream countries and criticism from the international society. This book aims to systematically examine the complex reality of water contestations between China and its neighbouring countries. It provides a discussion on transboundary hydropolitics beyond the state-centric geopolitical perspective to dig into various political, institutional, legal, historical, geographical, and demographic factors that affect China's policies and practices towards transboundary water issues.
