This book provides a systematic overview of transmission network investment in liberalized power markets. Recent government policies to increase the share of intermittent renewable power generation and other technological innovations present new theoretical as well as practical challenges for transmission investments. Written by experts with a background in both economics and engineering, the book examines the economic and technical fundamentals of regulated and merchant transmission investment, and includes case studies of transmission investment in a number of countries. The book is divided into four parts: Part 1 introduces the basic economics and engineering of transmission network investment, while Part 2 discusses merchant investment in the transmission network. Part 3 then examines transmission investment coordination and smart grids, and lastly, Part 4 describes practical experiences of transmission network investment in power market in various countries.

Around the world, there are a number of policies encouraging penetration of wind generation in the electricity industry. The proposed large increase in the penetration of wind generation has raised concerns about the continued security and reliability of the operation of the network. Together with the uncertainty associated to the generation of wind energy, the demand for balancing services is increasing. Under these windy scenarios, it might be more efficient to use preventive actions in the spot market rather than doing corrective actions in the market for balancing services. This book aims at showing the advantages of this new paradigm of the organization of the electricity market. With this purpose, an integrated model of the electricity market was built on the optimization GAMS software and run for different environments and configurations of the grid. Comparisons are made at the end of this document in order to point out the superiority of this new approach over the traditional corrective model.
It is widely recognized that wholesale electricity markets tend to be prone to the exercise of market power. The exercise of market power has antisocial impacts in the liberalised electricity markets. It results in inefficient short-term dispatch outcomes, and affects the efficiency of longer-term generation investment decisions. And thus, it results in power price rises and substantial wealth transfers between electricity customers and generators. Electricity market regulators around the world tend to be interested in mechanisms for predicting marker power ex ante and detecting and controlling the exercise of market power ex post. The common indices of ex ante market power indicators however, mostly disregard transmission constraints, variation of wind farms' capacities, and dynamics of electric power systems. This paper carries out a probabilistic study of market power using an index termed Probabilistic Transmission-Constrained Pivotal Supplier Indicator (Probabilistic TC-PSI). Two probabilistic approaches (a) Monte Carlo Method (MCM), and (b) Two-Point Estimation Method (T-PEM) are employed in the probabilistic study and then compared to each other.
