Lottaz, Iwama, and their contributors investigate the role of neutral and nonaligned European states during the negotiations for the Treaty on the Nonproliferation of Nuclear Weapons (NPT). Focusing on the years from the Irish Resolution of 1958 until the treaty’s opening for signatures ten years later, the nine chapters written by area experts highlight the processes and reasons for the political and diplomatic actions the neutrals took, and how those impacted the multilateral treaty negotiations. The book reveals new aspects of the dynamics that lead to this most consequential multilateral breakthrough of the Cold War. In part one, three chapters analyze the international system from a bird’s eye perspective, discussing neutrality, nonalignment, and the nuclear order. The second part features six detailed case studies on the politics and diplomacy of Ireland, Sweden, Finland, Switzerland, Austria, and Yugoslavia. Overall, this study suggests that despite the volatile and dangerous nature of the early Cold War, the balance of the strategic environment enabled actors that were not part of one or the other alliance system to play a role in the interlocking global politics that finally created the nuclear regime that defines international relations until today. This collection examines the theory, practice, and application of state neutrality in international relations. With a focus on its modern-day applications, the studies in this volume analyze the global implications of permanent neutrality for Taiwan, Russia, Ukraine, the European Union, and the United States. Exploring permanent neutrality's role as a realist security model capable of rivaling collective security, the authors argue that permanent neutrality has the potential to decrease major security dilemmas on the global stage.

The collapse of the Soviet Union and the wars in Yugoslavia radically changed the security environment in Europe and Central Asia. Some predictions assumed the emerging unipolarity of the liberal world order would end neutrality policies in East and West, but, as this volume shows, this was not the case. While some traditional Cold War neutrals like Sweden and Finland have been edging closer to security alignment with western institutions, there are others like Austria, Switzerland, Ireland, and Malta that remained committed to their traditional nonaligned foreign policy approaches. More importantly, there are areas of Eurasia that developed new forms of neutrality policies, most of them only noticed on the margins of academic discourse. This is the first book to systematically explore this "new neutralism" of the Post-Cold War. In part one, the book analyzes contemporary neutrality discourse on several levels like international organizations (UN, ASEAN), diplomacy, and academic theory. Part two discusses neutrality-related policy developments in Belarus, Moldova, Ukraine, Georgia, Serbia, Turkmenistan, Afghanistan, and Mongolia. Together, the 15 chapters show how on this vast, connected landmass references to neutrality have remained a staple of international politics.

The essays in this book cover a fast-paced 150 years of Vatican diplomacy, starting from the fall of the Papal States in 1870 to the present day. They trace the transformation of the Vatican from a state like any other to an entity uniquely providing spiritual and moral sustenance in world affairs. In particular, the book details the Holy See's use of neutrality as a tool and the principal statecraft in its diplomatic portmanteau. This concept of "permanent neutrality," as codified in the Lateran Treaties of 1929, is a central concept adding to the Vatican's uniqueness and, as a result, the analysis of its policies does not easily fit within standard international relations or foreign policy scholarship. These essays consider in detail the Vatican's history with "permanent neutrality" and its application in diplomacy toward delicate situations as, for instance, vis a vis Fascist Italy, Nazi Germany, and Imperial Japan, but also in the international relations of the Cold War in debates about nuclear non-proliferation, or outreach toward the third world, including Cuba and Venezuela. The book also considers the ineluctable tension between pastoral teachings and realpolitik, as the church faces a reckoning with its history.

Neutrality serves different purposes during times of war and peace. 'Notions of Neutralities' portrays those historical challenges that neutrals faced, and are still facing, to maintain some form of economic stability and political order as chaos and wars rage. Neutrals are exposed to existential issues and questions of civil-society, international politics, and morality, in a world defiant to principles of universal peace. Every age has its own armed conflicts and while the questions they raise are often the same, the answers are different because the international word order changes. Is neutrality justifiable even when the humanity of civilization is at risk as in the Second World War or the wars of the post-Cold War era? Can those who refuse the call to arms still act by providing humanitarian services to contain the impact of war or, on the contrary, are neutrals shut-off from global politics - mere weaklings that "suffer what they must?" This book addresses such questions through an interdisciplinary scholarship by some of the world's foremost experts on neutrality. Twelve chapters tackle different but profound aspects of the concept over a span of five hundred years. They succinctly show the evolution of international norms in the context of war and peace. What is more, the essays portray fundamental categories of thinking about a variety of neutralities that the international system has produced in the past and present. The authors discuss the complexities of neutrality, providing a new and refreshing understanding of international relations and security for the past as well as for the multipolar world of the twenty-first century.

"Ein Krieg ist wie ein Streit zwischen Nachbarn," oder "Waffen sind wie Fauste" sind nur zwei von vielen Beispielen. In dieser Arbeit werden zwei Gesichtspunkte der Domestic Analogy (DA) im Zusammenhang mit der Theorie des Gerechten Krieges untersucht. Einerseits werden wir sehen was die Domestic Analogy ist und in welcher historischen Tradition sie steht. Zum anderen werden wir uns aber auch damit beschaftigen, wie sie in einer prazise definierten Sparte des internationalen Rechtsdenkens verwendet wird, namentlich in der Theorie des gerechten Krieges. Dieser Fokus wird uns die Gelegenheit geben, konkrete Anwendungsbeispiele der Analogie anzuschauen und dabei ihre Grenzen und Tucken auszuloten. Eines sei hier vorweg genommen, die Domestic Analogy ist, wie jede gute Metapher, ein zweischneidiges Schwert. Wer sie nicht mit gegebener Vorsicht anwendet, schneidet sich damit ins eigene Fleisch. Im 4. Kapitel werden wir sehen wie schnell die Analogie falsch verwendet und dann zu Widerspruchlichkeiten oder gar Fehlschlussen fuhren kann.

Gegen Ende des Mittelalters, 1377 namlich, wurde diese Schrift, die zu Deutsch Uber den Himmel" heisst, vom Gelehrten Nicole Oresme (1323 - 1382) auf Auftrag des franzosischen Konigs, Charles V., aus einer lateinischen Ubersetzung des Willhelm von Moerbecke heraus ins damals gangige Francois" ubertragen. Was dieses Werk fur uns so spannend macht, ist, dass Oresme nicht nur eine einfache Ubersetzung angefertigt hat, sondern Aristoteles auch gleich kommentierte, was seinem Buch eine zusatzliche Dimension verleiht, die uns einen tiefen Einblick in die wissenschaftlichen Gefilde des Mittelalters und des Genies Oresmes werfen lassen. Offensichtlich ist zu diesem Zweck ein genauer Blick auch auf die genuinen Gedanken des Aristoteles' notwendig, jedoch liegt das Hauptaugenmerk dieser Arbeit nicht auf ihm, sondern auf Nicole Oresme. Ich werde einerseits seine Methoden untersuchen, das Vorgehen, das er wahlt um seinen imaginierten Lesern Aristoteles naher zu bringen und andererseits auch einige seiner Gedanken und seine Weltsicht aufzeigen, die sich im Livre du ciel et du monde, wie seine Ubersetzung heisst, offenbaren. Um dem beschrankten Umfang dieser Arbeit gerecht zu werden, wird sich meine Untersuchung allerdings auf lediglich zwei Kapitel aus Aristotles' Original beschranken (2. Buch, Kapitel 1&2). Ich denke aber, dass dies bei weitem genugt, um eine detaillierte Darstellung von Oresmes Schaffen zu geben. Das Ziel meiner Arbeit soll demzufolge sein, dem interessierten Leser den Einstieg in die Lekture dieses Werkes Oresmes zu erleichtern.

Lander - Mittelalter, Fruhe Neuzeit, Note: Sehr gut, Universite de Fribourg - Universitat Freiburg, Sprache: Deutsch, Abstract: Es hat etwas ratselhaftes, dass ein so intelligenter und belesener Denker wie Niccolo Machiavelli, der die Geschehnisse seiner Zeit haarscharf untersuchte und analysierte, Aspekte der Geschichte, der Politik, Psychologie, Soziologie, Staatstheorie, Jurisprudenz, ja sogar der Medizin in sein Werk "der Furst" mit einfliessen liess, aber keine ethisch-moralischen Bedenken zu seinen grausamen Empfehlungen zu haben schien. Hatte Machiavelli denn gar keine Moral vor Augen, die ihm hatte anzeigen konnen, dass das was er da empfiehlt nach jeder christlichen oder sonstigen Moral bose Handlungen sind? Die Suche nach einer Antwort auf diese Frage wird uns, so denke ich, auch an einer zweiten Merkwurdigkeit von Machiavellis Text vorbeifuhren. Ebenso befremdlich namlich, wie der Umstand, dass Machiavelli so viele grausame und amoralische Ratschlage erteilt, ist, dass sie trotz ihrer Verwerflichkeit doch irgendwie Sinn machen. Obwohl man das, was Machiavelli an praktischen Ratschlagen aussert, eigentlich ablehnen mochte, muss man sich doch eingestehen, dass seine Begrundungen, zumindest intuitiv, Sinn machen und die geschlossenen Konklusionen, obwohl sie moralisch verwerflich sind, doch zu stimmen scheinen. Der Mord an unschuldigen Kindern zum Beispiel kann keine gute Tat sein. Es stimmt aber, dass wenn es sich um die Kinder eines rivalisierenden Fursten handelt, man sich seines eigenen Lebens nie sicher sein wird, solange nur der rivalisierende Furst tot ist, aber nicht seine Kinder. Diese Argumentation leuchtet ein, es stort aber, dass sie plausibel wirkt. Wie lasst sich dieser Zwiespalt losen? Ich werde in dieser Arbeit versuchen auf die genannten zwei Probleme eine Antwort zu finden. Um dies zu erreichen, werde ich dafur argumentieren, dass Machiavellis verschiedenen Vorstellun

Ihr moralphilosophisches Schaffen ist namlich, so eng miteinander verwandt, dass ich hier versuchen mochte zwei ihrer Schriften miteinander zu verbinden. Konkret handelt es sich dabei um Lessings Erziehung des Menschengeschlechts (EdM) und Mills Utilitarianism. Das Ziel soll es sein durch diese Verknupfung einerseits beide Texte besser verstehen zu konnen und sie andererseits unter einem jeweils neuen Blickwinkel zu illustrieren. Konkret soll die Interpretation von Mills Utilitarianism im Lichte von Lessings EdM helfen zu verstehen, was dieser unter einem neuen ewigen Evangelium"3 versteht (welches ich von hier an ein drittes Testament" nennen werde) und umgekehrt soll durch die Untersuchung von Utilitarianism nach Lesssings Kriterien Mill zuganglich gemacht werden. Es geht also nicht um eine systematische Darstellung aller Pramissen und Annahmen, welche die Autoren in ihre beiden Werke legten, sondern viel mehr um eine Interpretation der Kernaussagen der Texte aus dem Gesichtspunkt des jeweils Anderen. In einem ersten Schritt werden wir uns kurz mit der Entstehung der beiden Texte beschaftigen, um dann in Kapitel drei und vier auf ihre Inhalte eingehen zu konnen. Aus der Untersuchung des EdM wird sich zeigen, dass es fur Lessing funf Kriterien gibt, welche ein drittes Testament" zu erfullen hat. Nach einer kurzen Darlegung der Hauptaussagen Mills in Utilitarianism werde ich seine Schrift anhand von diesen Kriterien untersuchen um zu sehen, in wiefern sie diese Anforderungen an ein neues Testament erfullt und was uns das uber beide Werke sagt.
