This book examines the progress of institutionalisation of evaluation in European countries from various perspectives. . It describes both prior developments and current states of evaluation in 16 European countries and across the European Union (EU), focussing on three dimensions, namely the political, social and professional systems. These detailed country reports, which have been written by selected researchers and authors from each of the respective countries, lead to a concluding comparison and synthesis. This is the first of four volumes of the compendium The Institutionalisation of Evaluation to be followed by volumes on the Americas, Africa and Australasia. The overall aim is to provide an interdisciplinary audience with cross-country learning to enable them to better understand the institutionalisation of evaluation in different nations, world regions and different sectors.
This book examines the progress of institutionalisation of evaluation in American countries from various perspectives. It presents prior developments of evaluation and current states of 11 American countries and three transnational organisations concerning three dimensions, namely the political, social and professional system. These detailed country reports, which have been written by selected researchers and authors of the respective countries, lead to a concluding comparison and synthesis. This is the second of four volumes of the compendium The Institutionalisation of Evaluation. The first volume on 'Europe' was published in 2020. After the publication of the 'Americas' - volume in 2021 it will be followed by two more volumes on 'Asia and Pacific', and 'Africa'. The overall aim is to target an interdisciplinary audience and offer cross-country learning as it enables to better understand the institutionalisation of evaluation in different national states and world regions as well as in different sectors.
Evaluation has become an important instrument for rational governance and is used in an increasing number of countries and policy fields. Recent developments at the global, national and local level are changing the conditions and functions of evaluation worldwide. This book examines current global development trends and changing demands for evaluation. It addresses issues surrounding professionalisation and globalisation, examining the need to strengthen accountability for social development in various different policy fields, regions and countries to improve governance and its impacts on social betterment. It also considers issues of quality, utility and further education and the upgrading of evaluation in a broad variety of different organisations, such as multilateral donor organisations, national public administrations, private consultancies, civil-society organisations, universities, and research institutes. With contributions from 30 different countries, this book combines a broad variety of viewpoints to examine the global future of evaluation.

Das vorliegende Buch basiert auf einer Evaluation von Umweltberatungsprojekten in den neuen Bundeslandern. Nach einer ausfuhrlichen Beschreibung der theoretischen und methodischen Grundlagen der Evaluation werden ihre Ergebnisse sowie daraus abgeleitete Empfehlungen fur die Gestaltung kunftiger Forderprogramme dargestellt."
Je mehr Schatten in den letzten Jahren auf die staatliche Entwicklungszusammenarbeit (EZ) fiel, umso mehr ruckte die Arbeit der Nicht-Regierungsorganisationen ins Licht der Offentlichkeit. Nicht selten werden sie zu neuen Hoffnungstragern einer wirkungsvolleren EZ hochstilisiert. Ob dies jedoch tatsachlich zutrifft ist bisher kaum untersucht. In diesem Band wird erstmals die Wirksamkeit staatlicher und nicht-staatlicher EZ anhand eines Fallbeispiels evaluiert. Es wird herausgearbeitet, inwieweit die unterschiedliche Wirksamkeit von Berufsbildungsprojekten in der VR China auf unterschiedliche Forderkonzepte, Strategien, Vorgehensweisen und Handlungsbedingungen der beiden Geberorganisationen GTZ (Deutsche Gesellschaft fur Technische Zusammenarbeit) und HSS (Hanns-Seidel-Stiftung) zuruckgefuhrt werden konnen. Von der vergleichenden Betrachtung werden schliesslich Empfehlungen fur die Entwicklungspolitik im Hinblick auf die eingesetzten Forderstrategien und die unterschiedlichen Arbeitsweisen der beiden Durchfuhrungsorganisationen abgeleitet."
Jedes Jahr werden weltweit uber 60 Milliarden US-Dollar fur Entwicklungshilfe aufgewendet. Doch uber die Wirkungen der Zusammenarbeit ist bisher nur wenig bekannt. Zumeist werden Inputfaktoren als Leistungsnachweise ausgegeben: Der Umfang der bereitgestellten Finanzen, die Hoehe der Spendenmittel, die Zahl der durchgefuhrten Projekte, der eingesetzten Experten oder der gefoerderten Lander.Immer mehr regt sich jedoch Protest gegen eine solche rein quantitative Inputbetrachtung, weil diese die Qualitat der Resultate der Entwicklungszusammenarbeit und ihrer entwicklungspolitischen und gesellschaftlichen Folgen zu wenig beachtet. Bisher fehlte allerdings nicht nur das Interesse an fundierten Wirkungsanalysen, sondern es mangelte auch an empirisch anwendbaren Konzepten.Das Ziel dieses Buches ist es, einen Beitrag zum Abbau dieses Defizits zu leisten. Hierfur wurde ein komparativer Analysesatz entwickelt. Als theoretischer Bezugsrahmen dienen dabei die Konzepte der Lebensverlaufsforschung sowie der Organisations- und Diffusionsforschung. Das darauf aufbauende methodische Instrumentarium, dessen Kern ein differenziertes Analyseraster ist, wurde so konzipiert, dass es prinzipiell fur die Evaluation von Entwicklungsprojekten und -programmen jeder Art anwendbar ist, die in Zusammenarbeit mit einheimischen Tragerorganisationen durchgefuhrt werden. Die empirische Anwendung der Analysekonzeption erfolgt in einem zentralen Feld der Entwicklungspolitik, der Berufsbildung. In diesem Foerderbereich wird systematisch untersucht, wie erfolgreich die Entwicklungspolitik tatsachlich ist.
Die Nachhaltigkeit von Entwicklungsprojekten und damit die Frage, ob die Hilfe langfristig wirklich hilft, ist in den letzten Jahren zu einem zentralen Thema in der Entwicklungszusammenarbeit avanciert. Das Buch legt hierzu eine erste, umfassende Bilanz vor. Die Ergebnisse wissenschaftlicher Arbeiten sowie die Erfahrungen der wichtigsten deutschen und schweizerischen Geberorganisationen werden in kurzen Aufsatzen prasentiert. Alle Autoren bestatigen die grosse Bedeutung der Nachhaltigkeit als entwicklungspolitisches Erfolgskriterium.Die Herausgeber verbinden damit die Forderung nach einer systematischen Erfolgskontrolle in der Entwicklungszusammenarbeit mit Hilfe von Ex-post-Evaluationen, weil nur so festgestellt werden konne, ob die Forderung die Zielgruppen dauerhaft zu einer Hilfe zur Selbsthilfe befahigt."
Seit uber 30 Jahren unterstutzt die Bundesrepublik Deutschland Staaten in der Dritten Welt. Mittlerweile sind uber 26.000 bilaterale Projekte in Angriff genommen worden, von denen mehr als zwei Drittel bereits abgeschlossen sind. Hierfur wurden insgesamt 60 Mrd. DM aufgewendet. Dennoch ist die Bundesregierung nicht in der Lage, die Anzahl nachhaltig wirksamer Projekte anzugeben. Niemand weiss, ob die Entwicklungshilfe wirklich hilft. Die Kluft zwischen den armen und reichen Landern wird immer grosser. Allein mit Entwicklungshilfe ist dieses Problem nicht zu losen.Immer wieder gerat die Entwicklungszusammenarbeit ins Kreuzfeuer der Kritik. Die negativen Beispiele sorgen fur Schlagzeilen und erwecken den Eindruck, die Hilfe bleibe bestenfalls wirkungslos oder schade gar. Ein differenziertes Bild der Entwicklungspolitik fehlt, und ihre Resultate sind zu wenig untersucht.Diese Arbeit ist die erste systematische, wissenschaftliche Analyse der Nachhaltigkeit von Projekten der deutschen Entwicklungszusammenarbeit. Mit einem eigens dafur entwickelten Evaluationsinstrument wurden abgeschlossene Vorhaben der beruflichen Bildung in Lateinamerika vergleichend untersucht. Ziel war es, die Nachhaltigkeit dieser Projekte zu evaluieren, die wichtigsten Einflussfaktoren zu bestimmen und fur die Planungs- und Durchfuhrungspraxis der Zukunft zu lernen."
The topics of evaluation and quality management have, up until now, scarcely been linked to one another. This book contributes to the balancing of this deficit. It shows how the instrument of evaluation can be utilised, with a focus on quality development in non-profit organisations (NPO's). It is assumed that the equality of services rendered by non-profit organisations is measured first and foremost against the achievement of the outcomes that were originally planned. The optimisation of impacts is thus placed at the heart of the evaluation model developed. To this end, a set of evaluation guidelines is compiled, and the methodology for its application presented. The impact-oriented evaluation model put forward here can, in principle, be applied in all fields of activity and during all programme phases. It can also be used for the creation of monitoring systems.
