Je mehr Schatten in den letzten Jahren auf die staatliche Entwicklungszusammenarbeit (EZ) fiel, umso mehr ruckte die Arbeit der Nicht-Regierungsorganisationen ins Licht der Offentlichkeit. Nicht selten werden sie zu neuen Hoffnungstragern einer wirkungsvolleren EZ hochstilisiert. Ob dies jedoch tatsachlich zutrifft ist bisher kaum untersucht. In diesem Band wird erstmals die Wirksamkeit staatlicher und nicht-staatlicher EZ anhand eines Fallbeispiels evaluiert. Es wird herausgearbeitet, inwieweit die unterschiedliche Wirksamkeit von Berufsbildungsprojekten in der VR China auf unterschiedliche Forderkonzepte, Strategien, Vorgehensweisen und Handlungsbedingungen der beiden Geberorganisationen GTZ (Deutsche Gesellschaft fur Technische Zusammenarbeit) und HSS (Hanns-Seidel-Stiftung) zuruckgefuhrt werden konnen. Jedes Jahr werden weltweit uber 60 Milliarden US-Dollar fur Entwicklungshilfe aufgewendet. Doch uber die Wirkungen der Zusammenarbeit ist bisher nur wenig bekannt. Zumeist werden Inputfaktoren als Leistungsnachweise ausgegeben: Der Umfang der bereitgestellten Finanzen, die Hoehe der Spendenmittel, die Zahl der durchgefuhrten Projekte, der eingesetzten Experten oder der gefoerderten Lander.Immer mehr regt sich jedoch Protest gegen eine solche rein quantitative Inputbetrachtung, weil diese die Qualitat der Resultate der Entwicklungszusammenarbeit und ihrer entwicklungspolitischen und gesellschaftlichen Folgen zu wenig beachtet. Bisher fehlte allerdings nicht nur das Interesse an fundierten Wirkungsanalysen, sondern es mangelte auch an empirisch anwendbaren Konzepten.Das Ziel dieses Buches ist es, einen Beitrag zum Abbau dieses Defizits zu leisten. Hierfur wurde ein komparativer Analysesatz entwickelt. Als theoretischer Bezugsrahmen dienen dabei die Konzepte der Lebensverlaufsforschung sowie der Organisations- und Diffusionsforschung. Das darauf aufbauende methodische Instrumentarium, dessen Kern ein differenziertes Analyseraster ist, wurde so konzipiert, dass es prinzipiell fur die Evaluation von Entwicklungsprojekten und -programmen jeder Art anwendbar ist, die in Zusammenarbeit mit einheimischen Tragerorganisationen durchgefuhrt werden. Die empirische Anwendung der Analysekonzeption erfolgt in einem zentralen Feld der Entwicklungspolitik, der Berufsbildung. Seit uber 30 Jahren unterstutzt die Bundesrepublik Deutschland Staaten in der Dritten Welt. Mittlerweile sind uber 26.000 bilaterale Projekte in Angriff genommen worden, von denen mehr als zwei Drittel bereits abgeschlossen sind. Hierfur wurden insgesamt 60 Mrd. DM aufgewendet. Dennoch ist die Bundesregierung nicht in der Lage, die Anzahl nachhaltig wirksamer Projekte anzugeben. Niemand weiss, ob die Entwicklungshilfe wirklich hilft. Die Kluft zwischen den armen und reichen Landern wird immer grosser. Allein mit Entwicklungshilfe ist dieses Problem nicht zu losen.Immer wieder gerat die Entwicklungszusammenarbeit ins Kreuzfeuer der Kritik. Die negativen Beispiele sorgen fur Schlagzeilen und erwecken den Eindruck, die Hilfe bleibe bestenfalls wirkungslos oder schade gar. Ein differenziertes Bild der Entwicklungspolitik fehlt, und ihre Resultate sind zu wenig untersucht.Diese Arbeit ist die erste systematische, wissenschaftliche Analyse der Nachhaltigkeit von Projekten der deutschen Entwicklungszusammenarbeit. Mit einem eigens dafur entwickelten Evaluationsinstrument wurden abgeschlossene Vorhaben der beruflichen Bildung in Lateinamerika vergleichend untersucht. The topics of evaluation and quality management have, up until now, scarcely been linked to one another. This book contributes to the balancing of this deficit. It shows how the instrument of evaluation can be utilised, with a focus on quality development in non-profit organisations (NPO's). It is assumed that the equality of services rendered by non-profit organisations is measured first and foremost against the achievement of the outcomes that were originally planned. The optimisation of impacts is thus placed at the heart of the evaluation model developed. To this end, a set of evaluation guidelines is compiled, and the methodology for its application presented. The impact-oriented evaluation model put forward here can, in principle, be applied in all fields of activity and during all programme phases. It can also be used for the creation of monitoring systems.
