systematische oder gezielte Datenerhebung der Bevolkerung ist keine
neuzeitliche Errungenschaft. In verschiedenen Kulturen ist das
Sammeln von Informationen uber die Bevolkerung schon seit der
Antike bekannt. Regelmassige Volkszahlungen fanden unter anderem im
alten Agypten oder dem Romischen Reich statt. Das bekannteste
Beispiel ist die Bevolkerungserhebung zu Beginn der traditionellen
Weihnachtsgeschichte. Fur Maria und Josef ist sie Anlass, nach
Palastina zu kommen. Im Jahre sieben vor Christus dienten die
gewonnenen Daten nicht zu Zwecken der Sozialforschung. Sie waren
administrativer Natur und sollten dem damaligen Kaiser Herodes
Auskunft uber die Zahl der Kriegstauglichen und Steuerzahler geben
(Diekmann, 1999, Seite 78). Bedeutung und Umfang soziookonomischer
Daten haben nicht zuletzt durch den rasanten Fortschritt im
Technologiebereich kontinuierlich zugenommen. Heute beruhen
wichtige Planungsentscheidungen des politischen, gesellschaftlichen
und wirtschaftlichen Lebens auf den gesammelten Daten. So sind sie
unter anderem massgebend fur die Verteilung der Steuern, wie wir im
Verlauf unseres Referates noch aufzeigen werden. Dieses beschaftigt
sich mit der Volkszahlung und dem Mikrozensus. Im ersten Abschnitt
des Referates zeichnen wir die Geschichte und Entwicklung der
beiden Erhebungsinstrumente nach. Im anschliessenden Themenkomplex
wenden wir uns der Methode zu. Hierbei behandeln wir vor allem
Vorgehensweise, Ablauf und Inhalte der Erhebungen. Obwohl der Focus
unseres Referates auf den Instrumenten Volkszahlung und Mikrozensus
liegt, wenden wir uns aus Grunden der Vollstandigkeit in einem
weiteren Punkt der personenbezogenen Fortschreib
