The Hill was named for its proximity to the highest point in St.
Louis. Italians, mainly from Northern Italy, immigrated to the area
starting in the late 1800s; however, by 1910, Sicilians were also
immigrating to the Hill. Agencies in Italy were employed by mining
companies and other industries to help Italian citizens gather all
the required documentation for immigration. Italians came to the
Hill because of its proximity to the factory and the mines and
because it was a district that allowed them to purchase land and

Lawyers usually describe a revolution as a change in a
constitutional order not authorized by law. From this perspective,
to speak of a 'lawful' or an 'unlawful' revolution would seem to
involve a category mistake. However, since at least the 19th
century, courts in many jurisdictions have had to adjudicate claims
involving questions about the extent to which what is in fact a
revolutionary change can result in the creation of a legally valid

Adjudicating Revolution includes, first, cases in which courts
decide to recognize the actions of a de facto regime under a
doctrine of necessity, with the objective of maintaining public
order. Second, cases where courts directly confront the question of
whether a revolution has resulted in the creation of a genuinely
new constitutional order. Finally, cases in which courts are asked
by state officials to recognize, in advance, the validity of
otherwise revolutionary changes (i.e. the irregular creation of a
new constitution) proposed by state officials. The book examines,
from a theoretical and comparative perspective, judgments from
North and Latin America, Europe, Asia, and Africa. Placing the
cases in their historical and political context, the authors
provide an understanding of key moments in the constitutional
history of the relevant jurisdictions. The resulting analysis will
be of interest to academics and graduate students of comparative
constitutional law and constitutional theory, political science,
and related disciplines.

It has been frequently argued that democracy is protected and
realized under constitutions that protect certain rights and
establish the conditions for a functioning representative
democracy. However, some democrats still find something profoundly
unsettling about contemporary constitutional regimes. The
participation of ordinary citizens in constitutional change in the
world's most "advanced" democracies (such as the United States,
Canada, and the United Kingdom) is weak at best: the power of
constitutional reform usually lies in the exclusive hands of
legislatures. How can constitutions that can only be altered by
those occupying positions of power be considered democratically
legitimate? This book argues that only a regime that provides an
outlet for constituent power to manifest from time to time can ever
come to enjoy democratic legitimacy. In so doing, it advances a
democratic constitutional theory, one that combines a strong or
participatory conception of democracy with a weak form of

The principal themes pursued in this book emerge from the great
transformation that the Latin American and the Caribbean economies
experienced in the aftermath of both the foreign debt crisis of
1982 and the macroeconomic stabilisation policies that vividly and

being Mercosur and the North American Free trade Agreement (NAFTA).
This book compares results from the experience of North-South and
South-South moulds of integration. Thus, the impacts of these
policies on growth, development, technological progress, poverty

policies and theories are discussed along with relevant empirical

merits of the various policy reforms applied by different countries

Tackling the cybersecurity challenge is a matter of survival for
society at large. Cyber attacks are rapidly increasing in
sophistication and magnitude-and in their destructive potential.
New threats emerge regularly, the last few years having seen a
ransomware boom and distributed denial-of-service attacks
leveraging the Internet of Things. For organisations, the use of
cybersecurity risk management is essential in order to manage these
threats. Yet current frameworks have drawbacks which can lead to
the suboptimal allocation of cybersecurity resources. Cyber
insurance has been touted as part of the solution - based on the
idea that insurers can incentivize companies to improve their
cybersecurity by offering premium discounts - but cyber insurance
levels remain limited. This is because companies have difficulty
determining which cyber insurance products to purchase, and
insurance companies struggle to accurately assess cyber risk and
thus develop cyber insurance products. To deal with these
challenges, this volume presents new models for cybersecurity risk
management, partly based on the use of cyber insurance. It
contains: A set of mathematical models for cybersecurity risk
management, including (i) a model to assist companies in
determining their optimal budget allocation between security
products and cyber insurance and (ii) a model to assist insurers in
designing cyber insurance products. The models use adversarial risk
analysis to account for the behavior of threat actors (as well as
the behavior of companies and insurers). To inform these models, we
draw on psychological and behavioural economics studies of
decision-making by individuals regarding cybersecurity and cyber
insurance. We also draw on organizational decision-making studies
involving cybersecurity and cyber insurance. Its theoretical and
methodological findings will appeal to researchers across a wide
range of cybersecurity-related disciplines including risk and
decision analysis, analytics, technology management, actuarial
