In foreign language education, decisions must be taken on what languages to teach, who will teach them, in which schools (i.e. all, only urban, only rural), in which grades, the number of hours a week, and the cost involved. This book explores the answers to these questions across a number of Asian polities. It illustrates why some of the efforts undertaken are successful and why some are not, why - despite significant investments of time and resources - some students do not seem to acquire the languages being taught, and why some teachers responsible for instruction in the designated foreign languages have problems achieving fluency in the designated language or have other language teaching difficulties. It suggests some strategies various polities might attempt to achieve their stated language learning objectives. This book was originally published as a special issue of Current Issues in Language Planning.
This volume covers the language situation in Hong Kong, Timor-Leste and Sri Lanka explaining the linguistic diversity, the historical and political contexts and the current language situation, including language-in-education planning, the role of the media, the role of religion and the roles of non-indigenous languages. Two of the authors are indigenous to the situations described while the other has undertaken extensive field work and consulting there. The three monographs contained in this volume draw together the literature on each of the polities to present an overview of the research available about each of them, while providing new research-based information. The purpose of the volume is to provide an up-to-date overview of the language situation in each polity based on a series of key questions in the hope that this might facilitate the development of a richer theory to guide language policy and planning in other polities where similar issues may arise. A symbol for what is not there, an emptiness that increases any number it's added to, an inexhaustible and indispensable paradox. As we enter the year 2000, zero is once again making its presence felt. Nothing itself, it makes possible a myriad of calculations. Indeed, without zero mathematics as we know it would not exist. And without mathematics our understanding of the universe would be vastly impoverished. But where did this nothing, this hollow circle, come from? Who created it? And what, exactly, does it mean? Robert Kaplan's The Nothing That Is: A Natural History of Zero begins as a mystery story, taking us back to Sumerian times, and then to Greece and India, piecing together the way the idea of a symbol for nothing evolved.
