Some of the more difficult environmental problems facing the Department of Defense (DOD) include (1) chemical weapons destruction, (2) explosive waste remediation, and (3) unexploded ordnance clearance and extraction. It is conceivable that $50 to $100 billion will be spent by DOD for these three programs, offering unusual opportunities for environmental engineering and related firms.
Military installations are similar to small cities in terms of population, industrial activities, and some types of contaminated sites. However, some cover an area larger than a small state. DOD has operated industrial facilities on its installations for several decades that have generated, stored, recycled, or disposed of hazardous wastes. Many of these activities have contaminated the nearby soil and groundwater. To study and clean up contaminated sites, DOD established the Installation Restoration Program (IRP) in 1975. In 1984, the IRP was made part of the Defense Environmental Restoration Program.
The Secretary of Defense delegated cleanup responsibility to the Army, Navy, the Air Force, and the Defense Logistics Agency (DLA). Cleanup actions are usually accomplished under contract with private firms, which are monitored by the services. Most cleanup actions are funded through the Defense Environmental Restoration Account (DERA) and the Base Realignment and Closure Account. Congress established DERA in 1984 to fund the cleanup of inactive contaminated sites on DOD installations.
The technology to clean up the conventional hazardous wastes on DOD sites are the same as those utilized for industrial sites, and well-documented by this publisher.
However, there are three DOD programs that require the utilization of somewhat unusual or different technologies that have not been as well documented. These three programs are:
1. Chemical weapons destruction
2. Remediation of explosives contaminated soils and lagoons
3. Unexploded ordnance detection, clearance, and extraction
This book discusses the current and potential treatment technologies involved in these three programs.

One of the largest, most complicated and expensive environmental problems in the United States is the cleanup of nuclear wastes. The U.S. Department of Energy (DOE) has approximately 4,000 contaminated sites covering tens of thousands of acres and replete with contaminated hazardous or radioactive waste, soil, or structures. In addition to high-level waste, it has more than 250,000 cubic meters of transuranic waste and millions of cubic meters of low-level radioactive waste. In addition, DOE is responsible for thousands of facilities awaiting decontamination, decommissioning, and dismantling.

DOE and its predecessors have been involved in the management of radioactive wastes since 1943, when such wastes were first generated in significant quantities as by-products of nuclear weapons production. Waste connected with DOE's nuclear weapons complex has been accumulating as a result of various operations spanning over five decades.

The cost estimates for nuclear waste cleanup in the United States have been rapidly rising. It has recently been estimated to be in a range from $200 to $350 billion. Costs could vary considerably based on future philosophies as to whether to isolate certain sites (the "iron fence" philosophy), or clean them up to a pristine condition (the "greenfields" philosophy). Funding will also be based on Congressional action that may reduce environmental cleanup, based on budget considerations.

The technologies discussed in this book include the following: (1) Processes currently being utilized; (2) Technology in the demonstration phase; (3) Processes being developed; (4) Research needs.

The book presents extensive information that would be helpful to thosefirms wishing to participate in DOE programs. In Appendix II, ad-dresses, and telephone numbers of the important sites are indicated. Also, foreign nuclear contacts (with a description of their activities) are presented in Appendix III, for 24 countries.

There will be increasing pressure to break down complex waste streams, with each subsequent stream demanding separate treatment. In addition, a number of technologies have been developed by combining processes directly, or in a treatment train, and these developments are expected to assume increasing importance. However, such concerns as uncertainties due to liability, regulatory approval, price competition, and client approval have limited the application of some of these newer technologies.
