Infrastructure Public-Private Partnerships - Decision, Management and Development (Hardcover, 2013 ed.): Carlos Oliveira Cruz,... Infrastructure Public-Private Partnerships - Decision, Management and Development (Hardcover, 2013 ed.)

Economic development and social welfare depend on the existence of effective and efficient infrastructure systems, particularly in health, energy, transportation and water, many of which are developed and managed through Public-Private Partnerships (PPPs). However, empirical evidence suggests some pitfalls in the use of these PPP arrangements. This book addresses these issues, focusing on mostly three key questions: How to improve the robustness of the decision-making process leading to the option of PPP? How to improve contract management as the longest phase of the process? How can contracts be improved to accommodate uncertainty and avoid harmful renegotiations? The authors explore the concept of flexible contracts, the uncertainty modeling for improving the robustness of the decision-making process, and develop an overall framework for effective contract management, along with a comprehensive analysis of current renegotiation patterns. The ultimate goal is to improve the contractual performance, as well as the overall infrastructure management and social welfare.

Recycling and Extended Producer Responsibility - The European Experience (Hardcover, New Ed): Rui Cunha Marques, Nuno Ferreira... Recycling and Extended Producer Responsibility - The European Experience (Hardcover, New Ed)
Rui Cunha Marques, Nuno Ferreira da Cruz
R4,214 Discovery Miles 42 140 Ships in 10 - 15 working days

An overriding value of European legislation on waste management is the Extended Producer Responsibility (EPR) principle. For example, all economic operators placing packaging onto the EU market are responsible for its proper management and recovery. However, in general, the collection and treatment of urban waste is the responsibility of local authorities. It has therefore been necessary to establish a system of financial compensations between producers and waste management operators. Analysing the legal and institutional schemes of several member states and accounting for all the costs and benefits to their local authorities due to selective collection and sorting, this book provides an accurate illustration of how the EPR principle has be translated into practice. Firstly the authors examine whether the industry is paying for the net financial cost of 'preparation for recycling' activities or if the extra-costs of recycling are being recovered via the sale of sorted materials, by the consumer through higher prices or by citizens in general through higher taxes. Secondly, by monetizing the net environmental benefits attained with the recycling system, the book discusses the success and Value-for-Money (VfM) of the EU's recycling policy. In other words: what is the economic rate of return of the enhanced environmental protection achieved due to the fulfilment of recovery and recycling targets?

Germa Bel, Trevor Brown, Rui Cunha Marques
R4,208 Discovery Miles 42 080 Ships in 10 - 15 working days

Public-private partnerships (PPPs) are arrangements between government and private actors with the objective of providing public infrastructure, facilities and services. Three fundamental questions frame the use of PPPs at the local level: What do PPPs look like? What gives rise to the use of PPPs? And, what are the outcomes of PPPs? The articles in this book provide insightful answers to these questions. In addition, the contributions in the book identify lines of research that invite further investigation, namely: problems related to the degree of risk transfer; the challenges posed by renegotiation; and evaluation of PPPs' results. The content of this book will be of interest for scholars, policy analysts, and policy makers. This book was published as a special issue of Local Government Studies.
