This open access book presents a topical, comprehensive and

local institutional structures, autonomy, and capacities in six

This book analyzes the state of the bureaucracy in the eastern part
of Germany prior to reunification and discusses changes that
occurred after 1990. The contributors review the impact of these
changes on the bureaucracy and other sectors of society where a new
ethic seems to have emerged, guiding practitioners involved in
restructuring East German institutions. Issues discussed include:
the performance of the administrative structures, the
transformation of the Eastern German university system, the various

Die zentralen Entwicklungslinien des Wandels von Verwaltung und
lokaler Politik uber die letzten Jahrzehnte im deutschen wie im
internationalen Kontext thematisiert dieser Sammelband. Anlasslich
des 80. Geburtstages von Hellmut Wollmann geben national und
international fuhrende Wissenschaftler einen umfassenden UEberblick
uber zentrale Forschungsfelder und -ertrage der Verwaltungs- und
Kommunalforschung, die auch im Mittelpunkt seines Werkes stehen:
Verwaltungsreform und Policy-Analyse, Lokale Politikforschung und
Comparative Local Government sowie Politikevaluation. Die Beitrage
reflektieren den "State of the Art" sowie wesentliche
Entwicklungslinien der politik- und verwaltungswissenschaftlichen
Forschung der letzten Jahrzehnte. Zusammen mit den biographisch
gepragten "Spurensuchen" werden wertvolle Einblicke in die
Disziplingeschichte der deutschen Politik- und Verwaltungsforschung
gegeben.
Ziel dieses Bandes ist es, zentrale Krisendiskurse mit Blick auf
die lokale Politikebene aufzugreifen, wissenschaftlich
einzuschatzen sowie die Art des wissenschaftlichen Zugriffs auf
diese kritischen Entwicklungen zu thematisieren. Dabei sollen die
Haushaltsprobleme der lokalen Ebene ebenso Gegenstand sein wie
politisch-demokratische Krisenphanomene, die sich in
Legitimationsproblemen lokaler Politik zeigen. Ferner werden die
lokalen Steuerungsherausforderungen diskutiert, die sich aus dem
demographischen Wandel, aus Wachstum und Schrumpfung und
territorialer Neujustierung der kommunalen Ebene ergeben. Der Band
arbeitet fur die verschiedenen Problem- und Krisenbereiche heraus,
welche Loesungs- und Bewaltigungsstrategien auf lokaler Ebene
ausgebildet worden sind und inwieweit diese Erfolg gezeitigt haben.
Schliesslich ist zu fragen, inwiefern die lokale Politikforschung
den Herausforderungen, die sich aus dem krisenhaften Wandel ihres
Gegenstandbereichs ergeben, noch gerecht wird und wo es gilt, neue
Forschungskonzepte, Theorien, Perspektiven und Formen des Dialogs
mit der Praxis zu entwickeln.
Der hier vorgelegte Sammelband ist aus einer gemeinsamen Tagung der
De- schen Sektion des Internationalen Institutes fur
Verwaltungswissenschaften, der Sektion Staatslehre und Politische
Verwaltung" und des Arbeitskreises Lokale Politikforschung" der
Deutschen Vereinigung fur Politische Wissenschaft h- vorgegangen,
die im Mai 2009 in Bochum unter der Fragestellung Kommunale
Aufgabenwahrnehmung im Wandel - Moglichkeiten und Grenzen von Kom-
nalisierung und Regionalisierung" stattfand. Die uberaus anregende
Diskussion dieses hochaktuellen Themenbereiches, an der sowohl
Wissenschaftler als auch Praktiker teilnahmen, haben die
Veranstalter der Tagung veranlasst, die Erg- nisse zu
dokumentieren. Sie bilden den Grundstein" fur den vorliegenden
Band. Um den Fokus zu erweitern und insbesondere das internationale
Profil des B- des zu starken, wurden weitere Beitrage eingeworben,
so dass dem Leser/der Leserin mit der nun vorliegenden Publikation
ein breiter Uberblick zum aktu- len Stand der Diskussion um
Kommunalisierung, Gebietsreform und Regiona- sierung aus nationaler
wie internationaler Perspektive prasentiert werden kann. Zu danken
ist allen mitwirkenden Autorinnen und Autoren nicht zuletzt - fur,
dass sie sich mit dem strengen Zeitregime und den Auflagen" der
Hera- geber abfanden. Ferner sei Irene Wagener, Marcus Dittrich und

In der deutschen und internationalen Reformdiskussion hat die Frage
nach der Messung und Evaluation der Ergebnisse und Wirkungen
offentlichen Handeins immer mehr an Bedeutung gewonnen. Zum einen
sehen sich Poli tik und Verwaltung angesichts dramatischer
Haushaltsprobleme zunehmend veranlasst, die Kosten offentlicher
Leistungen zu identifizieren und durch "input-seitige"
Ressourcenkurzung die Wirtschaftlichkeit des Verwaltungs handelns
zu steigern. Zum anderen - und haufig im Widerspruch dazu - wird
der Ruf nach qualitativ besseren und burgerfreundlichen Verwaltungs
leistungen und nach wirksamem und nachhaltigen Politiklosungen
immer lauter, was voraussetzt, dass Informationen uber die Qualitat
und langer fristige Wirksamkeit der Programme und Massnahmen
verfugbar sind. Leis tungsmessungen kommen drittens dort ins Spiel,
wo offentliche Verwal tungen ihr Handeln nach dem Vorbild des
"Neuen Steuerungsmodells" er gebnisorientierter gestalten wollen
und dabei auf entsprechende Leistungsin dikatoren und Kennzahlen
angewiesen sind. In Zukunft durfte der Einsatz von
Leistungsmessungen viertens vermehrt dort zu erwarten sein, wo kom
munale Dienstleistungen einem verstarkten Liberalisierungs- und
Wettbe werbsdruck ausgesetzt sind und Informationen uber die eigene
performance (im Vergleich mit anderen Anbietern) das "Uberleben" am
Markt sichern. Es kann somit kaum verwundern, dass die Bemuhungen
um Leistungs messung und -vergleich in den deutschen Kommunen, aber
auch auf Landes und Bundesebene, in den letzten Jahren deutlich
zugenommen haben und sich eine wachsende Anzahl von Akteuren in
entsprechenden Projekten en gagiert, allerdings vielfach ohne
aufeinander Bezug zu nehmen."
Basierend auf den Ergebnissen einer Implementations- und
Rechtstatsachenstudie, zielt das Buch darauf ab, die
politisch-administrative Handlungs- und Leistungsfahigkeit der
ostdeutschen Kommunalverwaltung, gemessen am "Qualitatskriterium"
eines rechtsgebundenen Gesetzesvollzugs, im Zeitverlauf (1990 bis
2000) und im Vergleich zu Westdeutschland zu untersuchen. Am
Beispiel des Politikfeldes "Stadtebau/Baugenehmigung" wird gezeigt,
ob und wodurch bedingt sich die ostdeutschen Verwaltungen im Umgang
mit den rechtlichen Vorschriften und in der Qualitat der
Gesetzesanwendung inzwischen westdeutscher "Handlungsnormalitat"
angeglichen haben. Besondere Aufmerksamkeit wird der Frage
zugewandt, inwieweit sich die kommunalen Akteure einer
strategischen Nutzung des Rechts im Rahmen von Bargaining Prozessen
und Verhandlungen befleissigen. Mit dem Buch ist die Absicht
verbunden, eine Lucke in der bisherigen Transformationsforschung,
die die "Performance" und Verfassungswirklichkeit der neu
etablierten Institutionen in Ostdeutschland weitgehend ausser Acht
liess, zu schliessen und somit einen Beitrag zur Evaluierung des
ostdeutschen Transformationsprozesses zu leisten."
Das Buch liefert auf der Grundlage einer von der Deutschen
Forschungsgemeinschaft (DFG) gefoerderten empirischen Untersuchung
im Politikfeld "Bauplanung/Baugenehmigung Einblicke in die
administrative Handlings- und Entscheidungspraxis ost- und
westdeutscher Kommunalverwaltungen. Es werden die Wirkungen des
institutionellen Um- Neubaus in Ostdeutschland vor dem Hintergrund
der Fragestellung untersucht, inwieweit und durch welche Faktoren
bedingt zehn Jahre nach dem Systemwechsel in der DDR eine
Angleichung zwischen ost- und westdeutschen Vollzugsbehoerden
stattgefunden hat.
Dieses Lehrbuch soll in das Studium der offentlichen Verwaltung
in vergleichender Perspektive einfuhren und einen Uberblick uber
Verwaltungssysteme und Verwaltungsreformen in Europa geben. Die
Autoren legen damit das erste Lehrbuch zur vergleichenden
Verwaltungswissenschaft in deutscher Sprache vor. Fur Studierende,
Lehrende wie auch Praktiker und andere an komparativen Fragen der
offentlichen Verwaltung, Verwaltungspolitik und -reform
interessierte Leser und Leserinnen werden der Gegenstand und die
Analysekonzepte der vergleichenden Verwaltungswissenschaft
dargestellt. Die Autoren gehen dabei auf grundlegende Merkmale
offentlicher Verwaltung in sechs Landern (Deutschland, Frankreich,
Italien, Grossbritannien, Schweden und Ungarn), die wesentliche
Verwaltungsprofile in Europa reprasentieren, genauer ein. Ausserdem
werden aktuelle Verwaltungsreformen verglichen und
herausgearbeitet, inwieweit sich die unterschiedlichen
Verwaltungssysteme inzwischen angenahert haben oder ihre jeweiligen
nationalen Pragungen fortbestehen."
