Improving the relationship between archaeology and local government represents one of the next great challenges facing archaeology -specifically archaeology done in urban settings. Not only does local government have access to powerful legal tools and policy mechanisms that can offer protection for privately owned archaeological sites, but because local government exists at the grassroots level, it is also often closer to people who have deep knowledge about the community itself, about its values, and about the local meaning of the sites most in need of protection. This partnership between archaeology and local government can also provide visibility and public programing for heritage sites. This book will explore the experiences, both positive and negative, of small and large cities globally. We have examined programs in the Commonwealth of Nations (formerly known as the British Commonwealth) and in the United States. These countries share similar perspectives on preservation and heritage, although the approaches these cities have taken to address municipal archaeology reveals considerable diversity. The case studies highlight how these innovative partnerships have developed, and explain how they function within local government. Engaging with the political sphere to advocate for and conduct archaeology requires creativity, flexibility, and the ability to develop collaborative partnerships. How these archaeological partnerships benefit the community is a vital part of the equation. Heritage and tourist benefits are discussed. Economic challenges during downturns in the economy are analyzed. The book also examines public outreach programs and the grassroots efforts to protect and preserve a community's archaeological heritage.

Historical archaeology of landscapes initially followed the pattern of Classical Archaeology by studying elite men's gardens. Over time, particularly in North America, the field has expanded to cover larger settlement areas, but still often with ungendered and elite focus. The editors of this volume seek to fill this important gap in the literature by presenting studies of gendered power dynamics and their effect on minority groups in North America. Case studies presented include communities of Native Americans, African Americans, multi-ethnic groups, religious communities, and industrial communities. Just as the research focus has previously neglected the groups presented here, so too has funding to preserve important archaeological sites. As the contributors to this important volume present a new framework for understanding the archaeology of religious and social minority groups, they also demonstrate the importance of preserving the cultural landscapes, particularly of minority groups, from destruction by the modern dominant culture. A full and complete picture of cultural preservation has to include all of the groups that interacted form it.

In the face of an increasing public interest and demand for information, archaeologists are starting to collaborate with historians, educators, interpreters, museum curators, exhibit designers, landscape architects, and other cultural resource specialists to devise the best strategies for translating an explosion of archaeological information for the public. In turn, some communities are partnering with archaeologists to become active players in the excavation, interpretation, and preservation of their heritage.

The last decade has witnessed numerous applications of public interpretation and outreach models and an increased interest in establishing partnerships between professional practitioners in public interpretation and educational institutions such as museums and schools. These developments have occurred in the context of a realization that community-based partnerships are the most effective mechanism for long-term success. It is clear that there is a need for a volume that addresses these latest trends and provides case studies of successful partnerships.

This volume examines evolving trends and transnational perspectives on public interpretation of archaeological and cultural heritage, as well as levels of communication, from local to regional, national and international. It is presented in the context of the evolution of cultural heritage studies from the 20th century “expert approach� to the 21st century “people-centered approach,� with public participation and community involvement at all phases of the decision-making process. Our premise is not just about bringing in community members to be partners in decision making processes; some projects are being initiated by the community--not the heritage experts. In some instances, community members are central in initiating and bringing about change rather than the archaeologists or heritage specialists. In several cases in the book, descendants take the lead in changing heritage narratives. The book addresses several central questions: Do these actions represent new emphases, or more fundamental pedagogical shifts, in interpretation? Are they resulting in more effective interpretation in facilitating emotional and intellectual connections and meanings for audiences? Are they revealing silenced histories? Can they contribute to, or help mediate, dialogues among a diversity of cultures? Can they be shared experiences as examples of good practice at national and international levels? What are the interpretation and presentation challenges for the future? Cultural heritage, as an expression of a diversity of cultures, can be an important mediator between pasts and futures. In the past, people in power from the dominant ethnic, racial, socio-economic, gender, and religious groups determined the heritage message. Minorities were often silenced; their participation in the building and growth of a city, county, or nation’s history was overlooked. New philosophical/methodological trends in public interpretation are reshaping the messages delivered at archaeological/cultural heritage sites worldwide. The role of the experts, as well as the participatory engagement of audiences and stakeholders are being redefined and reassessed.  This book explores these processes, their results and effects on the future.

Institutions pervade social life. They express community goals and values by defining the limits of socially acceptable behavior. Institutions are often vested with the resources, authority, and power to enforce the orthodoxy of their time. But institutions are also arenas in which both orthodoxies and authority can be contested. Between power and opposition lies the individual experience of the institutionalized. Whether in a boarding school, hospital, prison, almshouse, commune, or asylum, their experiences can reflect the positive impact of an institution or its greatest failings. This interplay of orthodoxy, authority, opposition, and individual experience are all expressed in the materiality of institutions and are eminently subject to archaeological investigation. A few archaeological and historical publications, in widely scattered venues, have examined individual institutional sites. Each work focused on the development of a specific establishment within its narrowly defined historical context; e.g., a fort and its role in a particular war, a schoolhouse viewed in terms of the educational history of its region, an asylum or prison seen as an expression of the prevailing attitudes toward the mentally ill and sociopaths. In contrast, this volume brings together twelve contributors whose research on a broad range of social institutions taken in tandem now illuminates the experience of these institutions. Rather than a culmination of research on institutions, it is a landmark work that will instigate vigorous and wide-ranging discussions on institutions in Western life, and the power of material culture to both enforce and negate cultural norms.
