This book constitutes the refereed proceedings of the 7th IEEE International Workshop on IP Operations and Management, IPOM 2007, held in San Jose, USA, October 31 - November 2, 2007 in the course of the 3rd International Week on Management of Networks and Services, Manweek 2007.
