What if gerrymandering were not just a hot button contemporary political issue but actually a deep story of how Texas came to be? Gerrymandering Texas uses relevant legislation and court cases to tell the political history of the state of Texas. Writing out of decades of experience as an assistant attorney general, senate parliamentarian, expert consultant on redistricting, and law professor, Steve Bickerstaff traces the story of this political practice from 1836 up to the present and prognosticates what lies ahead for the 2020 census and 2021 redistricting. Since redistricting is the story of boundaries, borders, and representation, Bickerstaff's book also tells the story of Texas's evolution over time. The various Texas constitutions are unpacked, and the changing racial makeup of the state comes into sharp relief. Democrat dominance in state governance gives way to the recent Republican dominance. Bickerstaff's analysis of redistricting, always clear-headed and even-handed, gives new insight into the history of the Lone Star State. Gerrymandering Texas intersperses history and legal analysis with first-person stories of the author's own many experiences with redistricting, from trying cases, to serving as expert witness, to consulting during the latest Texas constitutional convention. Many of these stories represent the first time Bickerstaff has made public his private opinions about important moments in recent Texas political history—moments in which Bickerstaff was himself a key supporting player.

This book explores the similarities and differences among national election systems around the globe and sheds light on how election systems are susceptible to gerrymandering, which is the process by which an incumbent or a political party attempts to manipulate the boundaries of electoral districts for their own advantage. Presenting research showing that some of the worst electoral-system manipulation occurs in the oldest established democracies, the book explores how nations have modified the form of government to meet local conditions and how democracy is threatened by gerrymandering.

The events of 2003 in Texas were important to the political history of this country. Congressman Tom DeLay led a Republican effort to gerrymander the state's thirty-two congressional districts to defeat all ten of the Anglo Democratic incumbents and to elect more Republicans; Democratic state lawmakers fled the state in an effort to defeat the plan. The Lone Star State uproar attracted attention worldwide. The Republicans won this showdown, gaining six additional seats from Texas and protecting the one endangered Republican incumbent. Some of the methods used by DeLay to achieve this result, however, led to his criminal indictment and ultimately to his downfall.

With its eye-opening research, readable style, and insightful commentary, Lines in the Sand provides a front-line account of what happened in 2003, often through the personal stories of members of both parties and of the minority activist groups caught in a political vortex. Law professor Steve Bickerstaff provides much-needed historical perspective and also probes the aftermath of the 2003 redistricting, including the criminal prosecutions of DeLay and his associates and the events that led to DeLay's eventual resignation from the U.S. House of Representatives. As a result, Bickerstaff graphically shows a dark underside of American politics--the ruthless use of public institutional power for partisan gain.
