Public administration comprises two integrated components, namely the political process in terms of which government policy is formulated, and a management process in terms of how this policy must be implemented. The introduction of strategic and performance management systems and procedures in the public sector has become international standard practice, often resulting in a comprehensive redesign of the traditionally bureaucratic legislative framework - strategic management links the government organisation to the community, thus incorporating the actual needs of the community in government's planning, while performance management gears the organisation towards service delivery. Strategic and performance management in the public sector provides an integrated management model for 21st century government organisations. This title is a step-by-step presentation of the strategic and performance management process, starting with government policies and culminating in a comprehensive performance management system. It contains practical examples, activities, relevant legislation boxes and supplementary material for further understanding.

The fifth edition of Beginner's Guide for Law Students is a foundational text which introduces first-year law students to: basic legal terminology and definitions; the South African legal system's objectives, history and subdivisions; and legal research skills. Students are introduced to the law as it stands, in accessible terms, with reference to the different sources of law and popular media, to demonstrate how law affects the everyday lives of individuals and groups in South Africa. Without detracting from the book's accessibility, students are made aware of law's complexity, contestability and uncertainties. Beginner's Guide for Law Students goes further in exposing students to critical voices on existing law and encourages students to start developing their own informed opinions about the legal system and what it can and cannot achieve in addressing South African problems today. Students are invited to continuously reflect on the implications of the 'transformative' Constitution of the Republic of South Africa, 1996 for the various dimensions of law. However, it is also shown that transformative constitutionalism is not the be-all and end-all of South African law, free from its own limits and criticism. As such, relevant 'decolonial' critiques of transformative constitutionalism are explored.

From cooking ?coon and ?possum to recalling the heyday of Melrose Plantation, these are the heartwarming stories of Hilton Head, Bluffton and Daufuskie before, as the Gullahs might say, ?it all change up.? In this second volume of personal memories collected by Hilton Head journalist Fran Heyward Marscher, area old-timers tell of the adventures, the industry and the heart of the Lowcountry itself. Before the golf courses and resorts, the residents of Beaufort and Jasper Counties often scraped to make a living, but they left behind stories of enduring devotion and perseverance. Keeping lighthouses on the coast, developing a method for catching crabs with only sticks and hunting quail in Hilton Head are only a few of the tales preserved by local old-timers from the early days of the twentieth century to the times of economic transition after World War II. In ice cream and butter beans, picking oysters and exploring the beach, these memories of the Lowcountry will last for generations.

Like George Orwell, Franz Kafka has given his name to a world of nightmare, but in Kafka's world, it is never completely clear just what the nightmare is. The Trial, where the rules are hidden from even the highest officials, and if there is any help to be had, it will come from unexpected sources, is a chilling, blackly amusing tale that maintains, to the very end, a relentless atmosphere of disorientation. Superficially about bureaucracy, it is in the last resort a description of the absurdity of 'normal' human nature. Still more enigmatic is The Castle. Is it an allegory of a quasi-feudal system giving way to a new freedom for the subject? The search by a central European Jew for acceptance into a dominant culture? A spiritual quest for grace or salvation? An individual's struggle between his sense of independence and his need for approval? Is it all of these things? And K? Is he opportunist, victim, or an outsider battling against elusive authority? Finally, in his fables, Kafka deals in dark and quirkily humorous terms with the insoluble dilemmas of a world which offers no reassurance, and no reliable guidance to resolving our existential and emotional uncertainties and anxieties.
Katie and Pedro are enjoying a night of camping, but when it gets dark, Katie feels nervous. Her dad tells her that it won’t be very dark for long. Why? It’s a mystery that will be revealed with time. What other discoveries will Katie and Pedro make during their wait to solve the mystery?
