This book examines Western efforts at democracy promotion, reactions by illiberal challengers and regional powers, and political and societal conditions in target states. It is argued that Western powers are not unequivocally committed to the promotion of democracy and human rights, while non-democratic regional powers cannot simply be described as "autocracy supporters". This volume examines in detail the challenges by three illiberal regional powers - China, Russia and Saudi Arabia - to Western (US and EU) efforts at democracy promotion. The contributions specifically analyze their actions in Ethiopia and Angola in the case of China, Georgia and Ukraine in the case of Russia, and Tunisia in the case of Saudi Arabia. Democratic powers such as the US or the EU usually prefer stability over human rights and democracy. If democratic movements threaten stability in a region, neither the US nor the EU supports them. As to illiberal powers, they are generally not that different from their democratic counterparts. They also prefer stability over turmoil. Neither Russia nor China nor Saudi Arabia explicitly promote autocracy. Instead, they seek to suppress democratic movements in their periphery the minute these groups threaten their security interests or are perceived to endanger their regime survival. This book studies the reactions by external actors, including the European Union, to the events unfolding in the Arab world beginning in December 2010. In particular, contributors look at external actors' attempts to balance their desire for stability with their normative principles toward human rights and democracy. The book compares the action (and inaction) of the EU with other international and regional players, including the United States, Russia, Turkey and Israel, and assesses the response of these actors to the Arabellions' events, analysing changes in their approaches to the Arab region. The contributions to this book answer three questions: (1) How have external actors assessed the 'Arabellions' and what role did they see for themselves in this context? (2) Which goals and instruments did external actors pursue toward the MENA region? In particular, how did they deal with conflicting goals, such as support for human rights and democracy, on the one hand, and concerns about security and stability, on the other? The book is structured in six parts. Part 1 advocates for the importance of web archives to preserve our collective memory in the digital era, demonstrates the problem of web ephemera and shows how web archiving activities have been trying to address this challenge. Part 2 then focuses on different strategies for selecting web content to be preserved and on the media types that different web archives host. It provides an overview of efforts to address the preservation of web content as well as smaller-scale but high-quality collections of social media or audiovisual content. Next, Part 3 presents examples of initiatives to improve access to archived web information and provides an overview of access mechanisms for web archives designed to be used by humans or automatically accessed by machines. Part 4 presents research use cases for web archives. The Paris Agreement for Climate Change or the Sustainable Development Goals (SDGs) rely on new modes of governance for implementation. New modes of governance such as market-based instruments, public-private partnerships or stakeholder participation initiatives have been praised for playing a pivotal role in effective and legitimate sustainability governance. Yet, do they also deliver in areas of limited statehood? States such as Malaysia or the Dominican Republic partly lack the ability to implement and enforce rules; their domestic sovereignty is limited. Exploring this perspective on governance, the authors demonstrate that areas of limited statehood are not ungoverned or ungovernable spaces. The book elaborates how and under what conditions new modes of governance emerge in areas of limited statehood, and examines their relative effectiveness.

Governance discourse centers on an "ideal type" of modern statehood that exhibits full internal and external sovereignty and a legitimate monopoly on the use of force. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of "limited statehood," wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of public-private partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. The internationalization of research and technology is one key component of the globalization of trade and business, with potentially major impacts on patterns of economic development and public policies worldwide. Although certain aspects of this internationalization trend are well documented, and some effects can be quantified, the overall processes are extremely complex and the outcomes are highly uncertain. The existence of the phenomenon is generally accepted, but its importance and the trends are currently the topic of a lively debate. This study on "New Ways in Drug Development in Pharmaceuticals" is part of a three year project which aims at investigating how new concepts of industrial knowledge creation are implemented in the different environ ments of the innovation systems of the United States and Germany. The main focus of the overall project is a series of case studies of innovation practice in different national and sectoral contexts. The following sectors and technological fields are investigated: pharmaceuticals and new ways in drug development by the Fraunhofer Institute for Systems and Innovation Research (ISI), advanced materials by the University Hohenheim, Insti tute of International Management and Innovation (Alexander Gerybadze), financial services and home banking by the Massachusetts Institute of Tech nology (MIT), Center for Industrial Performance (Richard Lester) and the Sloan School of Management (Edward Roberts). The internationalization of research and technology is one key component of the globalization of trade and business, with potentially major impacts on patterns of economic development and public policies worldwide. Particularly in the already highly globalized pharmaceutical industry, innovation processes have changed considerably in the last 15 - 20 years. One-dimensional, linear single-actor type processes are being replaced by multi-dimensional, complex, multi-actor schemes. As a consequence, new players are becoming more important, with biotechnology firms playing a key role. This study analyzes these new ways in drug development in pharmaceuticals within the concept of "national systems of innovations" as well as from the perspectives of different actors, and collects a lot of empirical evidence for the assumed type of changes, its repercussion on significant input measures and on the differing performance of national pharmaceutical industries.

This book offers a guideline for "Technology Audit" exercises for the transforming innovation systems of Central and Eastern European Countries (CEECs). Further more, the book presents the results of an exemplary application of this guideline in the field of biotechnology in Hungary. The authors - a group of innovation re searchers of the Fraunhofer Institute for Systems and Innovation Research (lSI), Germany, and of the Innovation Research Centre (IKU), Hungary - provide a sound concept for the identification of technological strengths and weaknesses of the CEECs' industrially oriented research systems as a basis for the design of advanced innovation policies. After the Organisation for Economic Co-operation and Development (OECD) had proposed a "Technology Audit" of Hungary in 1993, a pilot audit was carried out under their auspices. In parallel, the German Federal Ministry of Education, Sci ence, Research and Technology (BMFT) put forward the idea of developing the audit concept further in order to make it applicable also in other Central and Eastern European Countries. They asked lSI to utilise the running OECD audits as a learn ing source and to work out a comprehensive audit approach."

In exploring the special nature of alliances among democracies, Thomas Risse-Kappen argues that the West European and Canadian allies exerted greater influence on American foreign policy during the Cold War than most analysts assume. In so doing, he challenges traditional alliance theories that emphasize strategic interactions and power-based bargaining processes. For a better understanding of the transatlantic relationship, the author proposes that we instead turn to liberal theories of international affairs. Accordingly, liberal democracies are likely to form the "pacific federations" described by Immanuel Kant or "pluralistic security communities" as Karl W. Deutsch suggested.

Through detailed case studies, Risse-Kappen shows that the Europeans affected security decisions concerning vital U.S. interest during the 1950-1953 Korean war, the 1958-1963 test ban negotiations, and the 1962 Cuban missile crisis--all during a span of time in which the U.S. enjoyed undisputed economic and military supremacy in the alliance. He situates these case studies within a theoretical framework demonstrating that the European influence on decision-making processes in Washington worked through three mechanisms: norms prescribing timely consultations among the allies, use of domestic pressures for leverage in transatlantic interactions, and transnational and transgovernmental coalitions among societal and bureaucratic actors. The book's findings have important repercussions for the post-Cold War era in that they suggest the transatlantic security community is likely to survive the end of the Soviet threat.

Eine Programmiersprache ist ein Notationssystem, in dem Anweisungen fur eine Rechenanlage formuliert werden koennen. Sie ist aber gleichermassen auch ein Werkzeug zur Beschreibung von Problemen und deren Loesungswegen. Deshalb hat eine neue Programmiersprache immer dann ihre Berechtigung, wenn sie im Vergleich zum Bestehenden neue, machtigere Konzepte und adaquatere Abstraktionsmittel anbietet, die das Loesen von Problemen erleichtern und es erlauben, Loesungen verstandlicher darzustellen. In den nachsten Kapiteln werden wir die Elemente der Programmiersprache Modula-2 (MODUlar programming LAnguage; im folgenden werden wir Modula synonym mit Modula-2 verwenden) im einzelnen vorstellen und den Umgang mit ihnen an vielen Beispielen vorfuhren.
