This book highlights the attention that policymakers, activists, and the public should pay to internal migration. Although prominent research has analyzed particular types of internal migration, especially urbanization and internally displaced persons (IDPs), the narrow scope of existing studies cannot capture the overlaps of motivation and circumstances that pose serious policy dilemmas. The book is distinctive in examining the full range of modes and motives of internal migration: state-sponsored or unsponsored, coerced or voluntary, land-seeking or market-seeking, urban or rural, and so on. While approaching internal migration holistically, it also emphasizes how it is distinct from international migrations, especially the central role of the state, whose internal divisions and defensive reactions to challenges often play decisive roles in governing migration. The writing style is geared towards accessibility, making it appropriate for college- and graduate-level students as well as the broader public.
Development Strategies, Identities, and Conflict in Asia explores the links between Asian governments' development strategies and the nature and dynamics of inter-group violence. The overview chapters comprehensively assess the development doctrines, patterns of development, and levels and nature of violence in all Asian subregions, while case-study contributions focusing on eight countries explore the often surprising impacts of development initiatives on reducing or increasing inter-group conflict and violence ranging from West Asia to Southeast Asia. This landmark book offers a comprehensive analysis of how development approaches have evolved since World War II, examining and also evaluating the succession of theories, doctrines, and practices that have been formulated and applied in the Third World and beyond. Covering all developing regions, the book offers an integrated approach for considering the entwined aspects of development: governance, economics, foreign assistance, civil society, and the military. With reference to carefully chosen case studies, the authors offer distinctive explanations for why development approaches fall short and systematically relate the evolution of development thinking to current challenges, identifying the strengths and weaknesses of key institutions and the clashes of institutional interests that have distorted otherwise sound doctrines and negatively affected development practice. In identifying the dynamics that account for shortcomings in past development attempts, and recommending a better integration of doctrines across the entire range of inter-connected development fronts, the book points to how development practice may be improved to better advance human dignity.
Although many scholars and practitioners recognize that development and conflict are intertwined, there is much less understanding of the mechanisms behind these linkages. This book takes a new approach by critically examining how various development strategies provoke or help prevent intrastate violence, based on cases from all developing regions.
This volume is based on the presentations and deliberations of an Advanced Research Workshop (ARW) "Caspian Sea: A Quest for Environmental Security" that was held on March 15-19, 1999, in Venice (Italy). The Workshop was sponsored by the NATO's Division for Scientific and Environmental Affairs, with additional support provided by the Trust for Mutual Understanding (USA). It was organized by Duke University's Center for International Development Research with the guidance of the International Committee of scientists from Russia, United States. Georgia and Italy and organizational assistance rendered by Venice International University. The Caspian Sea region is of profound importance from the perspective of global and regional environmental security. New geopolitical and economic circumstances have created a mixture of competition. reluctant collaboration, and legal, political, economic and ideological wrangling. There is an intense debate over how the Caspian and its resources should be divided among littoral states and how these resources are to be developed. While most littoral states and the international companies strive to develop the area's immense hydrocarbon potential, it is clear that the Caspian's unique and fragile ecosystem is at risk.
The goal of this book is to recapture the diminished roles of
affect, psychological needs, and the psychodynamic mechanisms that
are crucial for understanding political behavior by explaining and
extending the contributions of Harold D. Lasswell, the dominant
figure in political psychology in the mid-twentieth-century.
Although Lasswell was best known for applying psychodynamic
theories to politics, this book also demonstrates how his framework
accommodated for cognitive processes and social interactions
ranging from communications to policy-making. The authors use
Lasswell's contributions and the debates over his ideas as a
springboard for examining current policy, political, and leadership
issues.

This book integrates social and psycho-dynamic psychology, economics, policy design, and policy-process theory to explore ways to follow through on successful poverty-alleviation initiatives, while averting destructive conflict. Using eight case studies across Latin America, Southeast Asia, and South Asia, William Ascher examines successes and failures in helping the poor through affirmative action, cash transfers, social-spending targeting, subsidies, and regional development. In doing so, he demonstrates how social identities, attributions of deservingness, and perceptions of the policy process shape both the willingness to support pro-poor policies and the conflict that emerges over distributional issues.

Internal Migration: Challenges in Governance and Integration focuses on the challenges associated with internal migration across the developing world. While international migration captures significant attention, less attention has been paid to those migrating within recognized national borders. The sources of internal migration are not fundamentally different from international migration, as migrants may be pushed by violence, disasters, state policies, or various opportunities. Although they do not cross international borders, they may still cross significant internal borders, with cultural differences and perceived state favoritism generating a potential for "sons of the soil" conflicts. As citizens, internal migrants are in theory to be provided legal protection by host states, however this is not always the case, and sometimes their own states represent the cause of their displacement. The chapters in this book explain how international organizations, host states, and host communities may navigate the many challenges associated with internal migration.

Understanding the Policymaking Process in Developing Countries provides a uniquely comprehensive and practical framework for development practitioners, policymakers, activists, and students to diagnose and improve policy processes in developing countries across a wide range of issues. Based on the classic policy sciences approach, the book offers over 100 diagnostic indicators keyed to identify problems of policy processes, policy content, bureaucratic behavior, stakeholder behavior, and national-subnational interactions. This multi-disciplinary framework is applied to a host of policy problems that particularly plague countries experiencing the 'under-development syndrome', including aborted programs and projects, policy impasses, distorted implementation, unnecessary harm and conflict, and shortsighted initiatives. An analysis of the challenges involved in incorporating science and other kinds of knowledge into making environmental policy. During the George W. Bush administration, politics and ideology routinely trumped scientific knowledge in making environmental policy. Data were falsified, reports were edited selectively, and scientists were censored. The Obama administration has pledged to restore science to the policy making process. And yet, as the authors of Knowledge and Environmental Policy point out, the problems in connecting scientific discovery to science-based policy are systemic. The process-currently structured in a futile effort to separate policy from science-is dysfunctional in many respects. William Ascher, Toddi Steelman, and Robert Healy analyze the dysfunction and offer recommendations for incorporating formal science and other important types of knowledge (including local knowledge and public sentiment) into the environmental policymaking process.The authors divide the knowledge process into three functions-generation, transmission, and use-and explore the key obstacles to incorporating knowledge into the making of environmental policy. Scheming for the Poor is the first comparative analysis of redistributive policymaking in Latin America. William Ascher examines the success or failure of progressive policies launched by nine governments grouped into three regime types-populist, reformist, and radical-over the course of the postwar history of Argentina, Chile, and Peru. His findings challenge the conventional views that redistribution in Latin America is either doomed to failure or else is the inevitable consequence of a balance of pro-redistributive and anti-redistributive forces. Ascher shows that tactics and careful attention to practical politics and policy implementation are far more important than regime type and professed political objectives and credos. The adept policymakers-from the Argentine authoritarian populist Juan Peron to the Chilean reformist Eduardo Frei-delivered more as redistributionists than did the economic romantics. Integrating the political and economic aspects of redistribution, Ascher shows that in political terms success stems from subtlety rather than stridency, perceptions rather than economic realities, the astute formation of coalitions, and aversion of the mobilization of the opposition. Ultimately, of course, economic pressures impose a limit on what is politically possible, and Ascher demonstrates how economic requirements constrain the politics of income redistribution.
