William Mott examines the relationships between economic growth and international conflict in history and theory, developing and analyzing a set of observed empirical modern growth-conflict relationships over long periods, and presenting an explanation of the observations. After introducing the growth-conflict relationship as the unit of analysis, he identifies historical perceptions of the growth-conflict relationship from ancient times through the modern era. Mott offers an alternative theoretical construct for further investigation, and speculates about the impact of these results on orthodox political-economic theory. This work provides a theoretical and historical examination of the relationship between provision of military assistance and success in achieving donor aims. Eight case studies, which include the American Revolution, the Napoleonic Wars, and the Vietnam War, are examined to assess four prominent features of the donor-recipient relationship: the convergence of donor and recipient aims; donor control; commitment of donor military forces; and coherence of donor policies and strategies. As an essential part of the expanding body of multidisciplinary international scholarship, this book links history and theory to policy and narrows the gap between economics, political science, and military strategy.

Each chapter refines the relevant features of the observed donor-recipient relationships into a pattern for comparison with other episodes. The final chapter collects the observations, compares them, and develops a set of uniformities that suggest a prototypical, successful donor-recipient relationship, suitable for direct application as a policy paradigm or for theoretical investigation. Mott suggests that both donor and recipient governments can use military assistance as a deliberate instrument of national policy and military strategy to achieve national aims.

The second of a series, this study analyzes the historical relationships between the provision of military assistance and success in achieving Soviet aims during the Cold War. Mott looks at Soviet donor-recipient relationships across seventeen case studies to identify the generalities or regularities that relate the classical wartime relationship to achievement of donor Cold War aims. He refines the four critical features of the wartime donor-recipient relationship--convergence of donor and recipient aims, donor control, commitment of donor military forces, and coherence of donor policies and strategies--to reflect the unique political economic constraints of the Cold War. Findings challenge orthodox separation of politics, history, military science, and economics, and refute the common wisdom that economic aid is a more effective policy instrument than military assistance.

Resting on a set of Great Concepts that have emerged from the Great Conversation, the development of political thought has literally determined the course of history and affected every dimension of human existence. The limitations of our modern languages complicate any perception and understanding of these Great Concepts, which emerged in languages of other societies with values much different from our own. Many of the words of modern political discourse-rights, democracy, justice, law, freedom-did not exist in ancient cultures that had no conceptions of their meanings. Other words-government, rule, obligation, obedience, and others-carried meanings for the Great Thinkers that modern thinkers would not recognize. While this inconsistency permeates all historical thinking, it is particularly true of political thought. Nationality, citizenship, nationalism, and patriotism are new words devised by modern Great Thinkers to describe new notions. Nation, people, country, community are old words, whose meanings have become unstable and therefore explosive. William H. Mott IV's in-depth analysis in Political Thought spans hundreds of years of political philosophy and belies a deep interest and knowledge of politics.

This research project investigated the power of leadership self-development in the US Air Force. Current operational assignment policies and formal training were evaluated for their value in developing leadership and preparing rated officers for squadron command. The research sought to determine the leadership development center of gravity or if the three means of leadership development work together equally. Limitations to the current system of leadership self-development were reviewed with specific attention to the mentoring and professional reading programs. The research concluded that self-development is not the most critical aspect of leadership preparation for US Air Force rated officers, but rather is the means to maximize the effect of formal education and the rated assignment system. Recommendations include the development of US Air Force leadership doctrine and a leadership self-development program.
