Despite a centralized formal structure, Chinese politics and policy-making have long been marked by substantial degrees of regional and local variation and experimentation. These trends have, if anything, intensified as China's reform matures. Though often remarked upon, the politicsof policy formation, diffusion, and implementation at the subnational level have not previously been comprehensively described, let alone satisfactorily explained. Based on extensive fieldwork, this book explores how policies diffuse across China today, the mechanisms through which local governments actually arrive at specific solutions, and the implications for China's political development and stability in the years ahead. The chapters examine how local-level institutions solve governance challenges, such as rural development, enterprise reform, and social service provision. As a study of local governance in China today, this book will appeal to both students and scholars of Chinese politics, comparative politics, governance and development studies, and also to policy-makers interested in authoritarianism and governance.

How do legal systems actually operate outside of Western European or North American liberal democracies? To understand law and legal institutions globally, we must go beyond asking if countries comply with idealized, yet under-theorized, rule of law principles to determine how they work in practice. Examining legal regimes across different areas of criminal and civil law in both urban and rural China and Indonesia during distinct periods from 1949 to the present, William Hurst offers a new way of understanding how cases are adjudicated (and with what implications) across authoritarian, developing, post-colonial, and newly democratizing settings. This is the first systematic comparative study of the world's largest Communist and majority-Muslim nations, and the most comprehensive scholarly work in many years on the micro-level workings of either the Chinese or Indonesian legal system at the grassroots, based on a decade of research and extensive fieldwork in multiple Indonesian and Chinese provinces.

What happens to these people, the remnants of the socialist working class, will be critical in shaping post-socialist politics and society in China and beyond.

Do our ideas about social movements travel successfully beyond the democratic West? Unrest in China, from the dramatic events of 1989 to more recent stirrings, offers a rare opportunity to explore this question and to consider how popular contention unfolds in places where speech and assembly are tightly controlled. The contributors to this volume, all prominent scholars of Chinese politics and society, argue that ideas inspired by social movements elsewhere can help explain popular protest in China. Drawing on fieldwork in China, the authors consider topics as varied as student movements, protests by angry workers and taxi drivers, recruitment to Protestant house churches, cyberprotests, and anti-dam campaigns. Their work relies on familiar concepts such as political opportunity, framing, and mobilizing structures while interrogating the usefulness of these concepts in a country with a vastly different history of class and state formation than the capitalist West. The volume also speaks to silences in the study of contentious politics (for example, protest leadership, the role of grievances, and unconventional forms of organization), and shows that well-known concepts must at times be modified to square with the reality of an authoritarian, non-western state.
Management and Engineering of Critical Infrastructures focuses on two important aspects of CIS, management and engineering. The book provides an ontological foundation for the models and methods needed to design a set of systems, networks and assets that are essential for a society's functioning, and for ensuring the security, safety and economy of a nation. Various examples in agriculture, the water supply, public health, transportation, security services, electricity generation, telecommunication, and financial services can be used to substantiate dangers. Disruptions of CIS can have serious cascading consequences that would stop society from functioning properly and result in loss of life. Malicious software (a.k.a., malware), for example, can disrupt the distribution of electricity across a region, which in turn can lead to the forced shutdown of communication, health and financial sectors. Subsequently, proper engineering and management are important to anticipate possible risks and threats and provide resilient CIS. Although the problem of CIS has been broadly acknowledged and discussed, to date, no unifying theory nor systematic design methods, techniques and tools exist for such CIS.
