The son of white captive Cynthia Ann Parker, Quanah Parker rose from able warrior to tribal leader on the Comanche reservation. Between 1875 and his death in 1911, Quanah dealt with local Indian agents and with presidents and other high officials in Washington, facing the classic dilemma of a leader caught between the dictates of an occupying power and the wrenching physical and spiritual needs of his people. He maintained a remarkable blend of progressive and traditional beliefs, and contrary to government policy, he practiced polygamy and the peyote religion. "Plains Indian History and Culture," an engaging collection of articles and essays, reflects John C. Ewers multifaceted approach to Indian history, an approach that combines his far-reaching interest in American history generally, his professional training in anthropology, and his many decades of experience as a field-worker and museum curator. Of all the aboriginal tribes of the Americas none had a more courageous or tragic destiny than the twin tribes of the Mississippi Valley, the Sacs and the Foxes. Occupying a parkland area midway between the powerful Iroquois and Sioux tribes in present Illinois and Wisconsin, the Sacs and the Foxes were prosperous agrarian people who held their own against their more numerous neighbors. The white frontier moved threateningly closer, and in the War of 1812 the Sacs and the Foxes, resisting the Americans' encroachment on their lands, joined forces with the British. Black Hawk, the great Sac and Fox leader, refused to accept land cessions to the whites, and in 1832 the tribe's worst fears came true: a group of white squatters claimed the site of Black Hawk's village in Illinois. In the "war" that followed, Black Hawk and his force retreated before an overwhelming force of whites and were virtually wiped out in a battle at the mouth of the Bad Axe River in Wisconsin. Volume 48 in the Civilization of the American Indian Series Pushed out onto the plains, the remnants of the tribes had to content with the dominant Comanches. Their destiny had been changed forever.
Authorized by Congress in 1889, the Cherokee Commission was formed to negotiate the purchase of huge areas of land from the Cherokees, Ioways, Pawnees, Poncas, Tonakawas, Wichitas, Cheyennes, Arapahos, Sac and Fox, and other tribes in Indian Territory. Some humanitarian reformers argued that dissolving tribal holdings into individual private properties would help "civilize" the Indians and speed their assimilation into American culture. Whatever the hoped-for effects, the coerced sales opened to white settlement the vast "unused" expanses of land that had been held communally by the tribes. In Taking Indian Lands, William T. Hagan presents a detailed and disturbing account of the deliberations between the Cherokee Commission and the tribes. Often called the Jerome Commission after its leading negotiator, David H. Jerome, the commission intimidated Indians into first accepting allotment in severalty and then selling to the United States, at it price, the fifteen million acres declared surplus after allotment. This land then went to white settlers, making possible the state of Oklahoma at the expense of the Indian tribes who had held claim to it. Hagan has mined nearly two thousand pages of commission journals in the National Archives to reveal the commissioners' dramatic rhetoric and strategies and the Indian responses. He also records the words of tribal leaders as they poignantly defended their attachment to the land and expressed their fears of how their lives would be changed.
Before their massacre by Massachusetts Puritans in 1637, the Pequots were preeminent in southern New England. Their location on the eastern Connecticut shore made them important producers of the wampum required to trade for furs from the Iroquois. They were also the only Connecticut Indians to oppose the land-hungry English. For those reasons, they became the first victims of white genocide in colonial America. Despite the Pequot War of 1637, and the greed and neglect of their white neighbors and "overseers," the Pequots endured in their ancestral homeland. In 1983 they achieved federal recognition. In 1987 they commemorated the 350th anniversary of the Pequot War by organizing the Mashantucket Pequot Historical Conference, at which distinguished scholars presented the articles assembled here.
The Mesquakies--popularly known as the Fox, or Sac and Fox, Indians--were a large and powerful people in the Great Lakes region in the seventeenth and eighteenth centuries. Now they live on approximately 3,000 acres of communal property near Tama, Iowa, surrounded by white middle-class farmers. "Wolf That I Am" is the story of a young white academic's encounter with the Mesquakies whom he got to know while collecting folklore for his dissertation. Fred McTaggart had expected to find a dying oral culture. Instead, he found a thriving way of life based on families and clans, linking the present-day Mesquakie Indians with previous generations, including ancestors who lived before the world was created in its present form.
