Illiberalism and authoritarianism have become major threats to democracy across the world. In response to this development, research on the causes and processes of democratic declines has blossomed. Much less scholarly attention has been devoted to the issue of democratic resilience. Why are some democracies more resilient than others to the current trend of autocratization? What role do institutions, actors and structural factors play in this regard? What options do democratic actors have to address illiberal and authoritarian challenges? This book addresses all these questions. The present introduction sets the stage by developing a new concept of democratic resilience as the ability of a democratic system, its institutions, political actors, and citizens to prevent or react to external and internal challenges, stresses, and assaults. The book posits three potential reactions of democratic regimes: to withstand without changes, to adapt through internal changes, and to recover without losing the democratic character of its regime and its constitutive core institutions, organizations, and processes. In light of the public and scholarly debates on the challenges and problems of established democracies, such as a lack of participation, declining confidence in political elites, and the deteriorating capabilities of democratic institutions, this volume discusses the question whether democracy as such is in crisis. On the basis of the shared concept of embedded democracy, it develops a range of conceptual approaches to empirically analyzing the challenges of democracy and their potential transformation into crisis phenomena. The book is divided into three parts, the first of which highlights various aspects of political participation, such as political inequality in voting. Political, social, and economic transformation is a complex historical phenomenon. It can adequately be analysed only by a multidisciplinary approach. The Handbook brings together an international team of scholars who are specialists in their respective research fields. It introduces the most important areas, theories, and methods in transformation research, with particular attention placed on the historical and comparative dimension. Although focussing on post-communist and other democratic transformations in our epoch, the Handbook therefore presents and discusses not only their problems, paths, and developments, but also deals with the antecedent 'waves', beginning with the Meiji Restoration in Japan in 1868 and its aftermath. The book is structured into six parts. Starting with basic concepts as systems, actors, and institutions (Section I), it gives an overview over major theoretical approaches and research methods (Sections II and III). The connection of theory and method with their application is essential, allowing special insights into the past and opens analytical avenues for transformation research in the future. Section (IV) provides a historically oriented description or interpretation of particular 'waves' or types of societal transformation. With a clear focus on present transformations, the contributions to Section V provide a description and discussion of the problems, structures, actors, and courses of the transformations within different spheres of (civil) society, politics, law, and economics. Finally, brief lexicographic entries in Section VI delineate research perspectives and facts about relevant issues of societal transformation. Der erste Band von "Systemwechsel" hat sich mit den Theorien und Ansatzen der politikwissenschaftlichen Transformationsforschung beschaftigt und ihre Anwendungsfahigkeit auf die Demokratisierungsprozesse in Sudeuropa, Ost- europa, Lateinamerika, Ostasien und Afrika getestet. Dabei wurde sichtbar, dass zwischen den zu verknupfenden grossen Paradigmen von "System" und "Ak- teur" eine Verbindung fehlt, die die beiden Grosstheorien fur die System- wechselforschung anschlussfahig macht. Aus politikwissenschaftlicher Perspek- tive sind es vor allem Institutionen, die eine Verbindung von systemtheoreti- schen Makroanalysen und dem methodologischen Individualismus mikro- politologischer Akteurstheorien ermoeglichen. Sie sind auf der Mesoebene zwischen System und Handlung angesiedelt. Institutionen entscheiden in er- heblichem Umfange mit, in welcher Weise die wichtigen gesellschaftlichen und politischen Akteure handeln. Von diesen Handlungen wiederum hangt es mass- geblich ab, ob sich postautoritare Demokratien konsolidieren koennen oder wieder in eine Variante autoritarer Herrschaft regredieren. "Systemwechsel 2" beschaftigt sich mit den zentralen Fragen der Institutionalisierung und Kon- solidierung der Demokratie. Die meisten Beitrage von "Systemwechsel2" sind aus der zweiten Tagung des Arbeitskreises "Systemwechsel", die im November 1994 an der Humboldt- Universitat zu Berlin stattfand, hervorgegangen. Der Arbeitskreis hat sich im Juni 1993 innerhalb der Deutschen Vereinigung fur Politikwissenschaft konsti- tuiert. "Systemwechsel 3" hat die Rolle von Akteuren (Parteien, Verbande, So- ziale Bewegungen) im Transformationsprozess zum Gegenstand. Er wird voraus- sichtlich Ende 1996 erscheinen.

Vorwort zur zweiten Auflage Die hohe Nachfrage nach Systemwechsel 1 hat schon nach weniger als zwei Jahren eine Neuauflage des Bandes notwendig gemacht. Dies muss als ein weiterer Hinweis gedeutet werden, dass die Analyse der Transformation so zialer und politischer Systeme tatsachlich in das Zentrum der sozialwissen schaftlichen Debatte geruckt ist. Freilich steht der starken Nachfrage nach wie vor eine Angebotslucke an ubergreifenden theoretischen Analysekon zepten gegenuber. Theoretische Ansatze aus der politikwissenschaftlichen transition-to-democracy-Forschung sind zwar inzwischen in zahlreichen Studien zu den Demokratisierungsprozessen in Sudeuropa und Lateinameri ka empirisch erprobt worden und haben sich fur diese Regionen mittlerwei le auch eine theoretische Dominanz erobert. System und akteurstheoretische Ansatze konkurrieren nach wie vor, ohne dass sich fur das eine oder andere Paradigma eine Dominanz oder ein eindeutiger Erklarungsuberschuss erkennen liesse. Mit wechselseitigen Verknupfungen bei der Paradigmen, die gleichzeitig abstrakt und konkret genug sind, um fur unterschiedliche Systemwechsel in unterschiedlichen Regionen, Dekaden und Transformationsphasen in gehaltvoller Weise als Analyseraster dienen zu konnen, wird noch experimentiert. Einen Ein- und Uberblick in diese theoretische Werkstatt, in die Argu mente, Vorteile wie Defizite der system- und akteurstheoretischen Ansatze bietet dieser erste Band. Der vorliegende vierte Band der Reihe "Systemwechsel" setzt die Systematik der ersten drei Bande fort, mit der die Herausgeber versuchen wollen, Pro bleme der Systemtransformation im interregionalen Vergleich auf unter schiedlichen Ebenen zu analysieren: Nach Fragen des allgemeinen theoreti schen Standes politikwissenschaftlicher Transformationstheorie im Band 1 und der Beschaftigung mit Problemen der Herausbildung von konsolidierungsfahi gen Institutionen im Band 2, wurde im dritten Band die Rolle von Parteien im Transformations-und Konsolidierungsprozess junger Demokratien der dritten Welle untersucht. An die Uberlegungen dieses dritten Bandes knupft der vor liegende Band 4 unmittelbar an: Die zehn Beitrage setzen sich mit der Rolle von Verbanden und Interessengruppen im Transformationsprozess auseinander und wurden -von wenigen Ausnahmen abgesehen -auf einer Tagung des Ar beitskreises Systemwechsel der DVPW im November 1995 in Saarbrucken erstmalig diskutiert. Die Grundfrage, mit der alle Beitrage sich in unterschiedlichen regionalen und systematischen Kontexten beschaftigen, ist aus der Untersuchung der Funktionsmechanismen etablierter Demokratien wohlbekannt. Im ersten Band der Reihe "Systemwechsel " wurden die wichtigsten Theorien und Ansatze der politikwissenschaftlichen Transformationsforschung vorgestellt. Unter Bezug auf diese theoretischen Ansatze beschaftigten sich die regionalen Vergleichsanalysen von "Systemwechsel 2" mit der Genese der zentralen politischen Institutionen und diskutierten ihre Wirkung auf die Konsolidierungs chancen der neuen Demokratien der "Dritten Welle." Band 3 diskutiert nun mehr mit den Parteien die wichtigsten politischen Akteure im Ubergang von autokratischen zu demokratischen Herrschaftsordnungen. Wie in den beiden vorausgegangenen Banden werden auch hier wieder intraregionale Vergleiche zu Sudeuropa, Osteuropa, Russland, Zentralamerika, Sudamerika, Afrika und Ostasien vorgelegt. Die Regionalanlaysen wie ein abschliessender interegionaler Vergleich versuchen u.a. die Fragen zu beantwor ten, welche gesellschaftlichen und politischen Faktoren die Herausbildung der Parteienstrukturen gepragt haben, ob sich in den einzelnen Weltregionen beson dere Typen von Parteien und Parteiensystemen herausbilden und welchen Einfluss die jeweiligen Parteienkonfigurationen auf die Konsolidierungschancen der jungen Demokratien in den grossen Transformationsregionen der "dritten Welle" haben. Eine erste Fassung der meisten Beitrage dieses Bandes wurde auf der dritten Systemwechsel-Tagung im Herbst 1995 in Saarbrucken vorgestellt. Die Politik zur Deutschen Einheit - Probleme, Positionen, Kontroversen Es gibt Zeiten, in denen sich die Ereignisse ubersturzen und von anderen uber- holt werden, noch ehe sie auf den Begriff gebracht sind. Nachdem die "deutsche Frage" mit den Weichenstellungen von 1947-49 uber vier Jahrzehnte faktisch eingefroren war, setzte im Herbst 1989 ein grossregio- nal bedingtes ploetzliches Tauwetter ein. Die nationale Frage entfaltete in nur wenigen Monaten ihre gesamte Komplexitat - ihre historischen Verwirrungen und politischen Logiken, die mit ihr verbundenen oekonomischen Interessen und sozialen Konflikte, die ihr inharenten psychologischen Traumata, Kom- plexe, AEngste und kulturellen Leitmotive. Dieses Buch bietet weder eine Chronologie der Ereignisse noch parteiliche Stellungnahmen, kein Pladoyer fur oder wider die deutsche Einheit. Nicht Ge- sinnungen werden artikuliert, nicht emphatische Bekundungen zum "natio- nalstaatlichen Imperativ" verlautbart. Mit diesen ist das Publikum seit dem Herbst 1989 schon reichlich uberschuttet worden. Erodiert die Legitimitat der Demokratie in Deutschland? Obwohl die Demokratie heute eine hohe Qualitat aufweist, steht ihre Stabilitat infrage. Sie erscheint in mancher Hinsicht fragil.
