In the face of current confusion regarding the use of articles 290
and 291 TFEU, there is a need to further develop the theory of
legislative delegation in the EU Commission. This timely book
approaches this question from a practical perspective with a
detailed examination of how the legislator uses delegated and
implementing mandates in different fields of EU law. Offering an
analysis of legislative practice and providing concrete evidence of
how articles 290 and 291 TFEU are actually handled, the expert

mehr die Maschinen, die auf Durchlaufzeiten und Ausstossmengen hin
optimiert werden. Heute sind es die Geschaftsprozesse in denen das
Potential liegt, das es gilt auszureizen, um im Wettbewerb zu
bestehen. Doch Geschaftsprozesse werden von Menschen gepragt und
die lassen sich bekanntlich nicht wie Maschinen umprogrammieren.
Selbst Michael Hammer, einer der Mitbegrunder des Business Process
Reengineering schatzt, dass 70% der Projekte in diesem Bereich
scheitern. Verschiedene Studien bescheinigen ebenfalls hohe
Misserfolgsraten. Die Optimierung von Geschaftsprozessen (GPO, GPM,
BPR, ...) eine der grossten aktuellen Herausforderungen der
Wirtschaft stellt demnach immer noch eine sehr anspruchsvolle und
risikobehaftete Veranderung dar. Daraus ergibt sich die
Notwendigkeit eines geplanten und gesteuerten Managements von
Veranderungsprozessen kurz: eines Veranderungsmanagements. Die
Forderung nach Ganzheitlichkeit bedeutet fur Veranderungsmanagement
nicht etwa, dass Menschen auch eine Rolle spielen, sondern dass
Menschen die entscheidende Rolle die Hauptrolle in diesem Stuck
spielen. Alle Konzepte und Methoden, die in dieser Diplomarbeit
vorgestellt werden, haben, direkt oder indirekt, die Bedurfnisse,
Interessen, Kenntnisse und Fahigkeiten der betroffenen Menschen zum
Ziel. Wenngleich immer wieder Bezug auf die Veranderung bzw.
Verbesserung von Geschaftsprozessen genommen wurde, so sind die
Ergebnisse doch unabhangig vom Gegenstand der Veranderung, und
