Is it possible to advance democracy by empowering ordinary citizens to make key decisions about the design of political institutions and policies? In 2004, the government of British Columbia embarked on a bold democratic experiment: it created an assembly of 160 near-randomly selected citizens to assess and redesign the province's electoral system. The British Columbia Citizens' Assembly represents the first time a citizen body has had the power to reform fundamental political institutions. It was an innovative gamble that has been replicated elsewhere in Canada and in the Netherlands, and is gaining increasing attention in Europe as a democratic alternative for constitution-making and constitutional reform. In the USA, advocates view citizens' assemblies as a means for reforming referendum processes. This book investigates the citizens' assembly in British Columbia to test and refine key propositions of democratic theory and practice.
Election Day, as it was once known, is no more. In 2020, with COVID-19 raging, over 60% of American voters cast early ballots. Even before the pandemic, more than one-third of voters routinely did so. Early voting represents a radical change in American elections. It means new options for voters, a new set of procedures and responsibilities for election clerks, and new challenges for political candidates and operatives. In Tuesday's Gone, Elliott Fullmer explores the effects of this new reality. Applying new data and innovative methods, he reports that early voting is bringing new citizens to the polls and enhancing the quality of American democracy. Examining four recent elections, he finds that both early in-person and absentee options increase turnout by several points when aggressively implemented by state and local officials. Like any new public policy, however, early voting does come with some notable side effects. Fullmer cautions that early voting increases down-ballot roll-off, widens racial disparities in voting access, and alters the competitive environment in presidential nomination contests. He argues that these complications can (and should) be addressed so that early voting can fully deliver upon its promise.

This book addresses some of the most pressing questions of our time: Is democracy threatened by globalisation? Is there a legitimacy crisis in contemporary democracies? Is the welfare state in individual countries under pressure from global trends? What are the implications of high-level migration and rising populism for democracy? The volume builds on a cross-cultural study of democracy conducted by the Transformation Research Unit (TRU) at Stellenbosch University in South Africa for nearly twenty years. "American Education, Democracy, and the Second World War" examines how U.S. educational institutions during World War II responded to the dilemma of whether to serve as "weapons" in the nation's arsenal of democracy or "citadels" in safeguarding the American way of life. By studying the lives of wartime Americans, as well as nursery schools, elementary and secondary schools, and universities, Charles Dorn makes the case that although wartime pressures affected educational institutions to varying degrees, these institutions resisted efforts to be placed solely in service of the nation's war machine. Instead, Dorn argues, American education maintained a sturdy commitment to fostering civic mindedness in a society characterized by rapid technological advance and the perception of an ever-increasing threat to national security.
After the collapse of the Romanov dynasty in February 1917, Russia was subject to an eight month experiment in democracy. Sarah Badcock studies its failure through an exploration of the experiences and motivations of ordinary men and women, urban and rural, military and civilian. Using previously neglected documents from regional archives, this text offers a history of the revolution as experienced in the two Volga provinces of Nizhegorod and Kazan. Badcock exposes the confusions and contradictions between political elites and ordinary people and emphasises the role of the latter as political actors. By looking beyond Petersburg and Moscow, she shows how local concerns, conditions and interests were foremost in shaping how the revolution was received and understood. This book focuses on the hidden but ever-present civil society dimension of the EU's policies towards Turkey and uncovers the pitfall of EU-Turkey relations. This book reconstructs and explains the arms relationship that successive U.S. administrations developed with the Shah of Iran between 1950 and 1979. This relationship has generally been neglected in the extant literature leading to a series of omissions and distortions in the historical record. By detailing how and why Iran transitioned from a primitive military aid recipient in the 1950s to America's primary military credit customer in the late 1960s and 1970s, this book provides a detailed and original contribution to the understanding of a key Cold War episode in U.S. foreign policy. By drawing on extensive declassified documents from more than 10 archives, the investigation demonstrates not only the importance of the arms relationship but also how it reflected, and contributed to, the wider evolution of U.S.-Iranian relations from a position of Iranian client state dependency to a situation where the U.S. became heavily leveraged to the Shah for protection of the Gulf and beyond - until the policy met its disastrous end in 1979 as an antithetical regime took power in Iran. This book explores the dynamics and trajectories of change in international politics through an English School analysis of primary institutions including international law, sovereignty and diplomacy, with particular reference to the creation of the International Criminal Court (ICC). The study argues that it serves as an important indicator and model for redefining international politics, particularly through its impact upon three major institutions as prescribed by the English School: international law, sovereignty and diplomacy. The author explores three major areas: the ICC's contribution to the consolidation of the individual as a subject of the international law; the significance of the Court and its jurisdiction in terms of the state sovereignty; and the strong and determinative role of non-state actors active on global level during the diplomatic process upheld for the making of the norms and rules during the creation of the ICC. Unelected bodies, such as independent central banks, economic regulators, risk managers and auditors have become a worldwide phenomenon. Democracies are increasingly turning to them to demarcate boundaries between the market and the state, to resolve conflicts of interest and to allocate resources, even in sensitive ethical areas such as those involving privacy or biotechnology. This book examines the challenge that unelected bodies present to democracy and argues that, taken together, such bodies should be viewed as a new branch of government with their own sources of legitimacy and held to account through a new separation of powers. Since the end of the Cold War, the promotion of democracy has occupied centre stage in global politics and in the academic debate on international relations. Governments, intergovernmental agencies, and international donors have invested significant resources to support the democratic consolidation of fledgling democracies. The European Union (EU), which is the largest aid donor in the world, has been no exception to this trend. This book focuses on the development aid provided by the EU to the South African democracy during its first ten years of life. EU Democracy Aid is the first book to empirically analyze the EU policy towards South Africa, which has been the most longstanding and comprehensive European democracy promotion initiative in a single country and an important test-bed for the EU's effectiveness and credibility as a global democracy promoter.
