When the PRI fell from power in the elections of 2000, scholars looked for an explanation. Some focused on international pressures, while others pointed to recent electoral reforms. In contrast, Dolores Trevizo argues that a more complete explanation takes much earlier democratizing changes in civil society into account. Her book explores how largely rural protest movements laid the groundwork for liberalization of the electoral arena and the consolidation of support for two opposition parties, the PAN on the right and the PRD on the left, that eventually mounted a serious challenge to the PRI. She shows how youth radicalized by the 1968 showdown between the state and students in Mexico City joined forces with peasant militants in nonviolent rural protest to help bring about needed reform in the political system. In response to this political effervescence in the countryside, agribusinessmen organized in peak associations that functioned like a radical social movement. Their countermovement formulated the ideology of neoliberalism, and they were ultimately successful in mobilizing support for the PAN. Together, social movements and the opposition parties nurtured by them contributed to Mexico's transformation from a one-party state into a real electoral democracy nearly a hundred years after the Revolution.

This book expertly traces the long, erratic, and incomplete path of Latin America's political and socioeconomic democratization, from a group of colonies lacking democratic practice and culture up to the present. Using the lens of democracy defined by the charter of the Organization of American States (OAS), it examines the periods of US gunboat diplomacy in the Caribbean Basin, the Cold War, the state terrorist dictatorships of the 1970s and 1980s, the imposition of neoliberalism in the 1990s, and the rise of the Pink Tide in the new millennium. The meaning of democracy has changed over time, from nineteenth-century liberalism--in which only a handful of wealthy males voted and individuals were responsible for their economic and social conditions--to governments in the late twentieth century that have embraced socioeconomic democracy by assuming responsibility (at least formally) for citizens' welfare. Latin America's movement toward democracy has not been linear. The book follows the appearance and evolution of both proponents and opponents of democracy over the last two centuries. This book investigates the role of ethnic federalism in Ethiopian politics, reflecting on a long history of division amongst the country's political elites. The book argues that these patterns have enabled the resilience and survival of authoritarianism in the country, and have led to the failure of democratization. Ethnic conflict in Ethiopia stretches back to the country's imperial history. Competing nationalisms begin to emerge towards the end of the imperial era, but were formalized by the Ethiopian People's Revolutionary Democratic Front (EPRDF) from the 1990s onwards. Under the EPRDF, ethnicity and language classifications formed the main organizing principles for political parties and organizations, and the country's new federal arrangement was also designed along ethnic fault lines. This book argues that this ethnic federal arrangement, and the continuation of an elite political culture are major factors in explaining the continuation of authoritarianism in Ethiopia. Focusing largely on the last 27 years under the EPRDF and on the political changes of the last few years, but also stretching back to historical narratives of ethnic grievances and division, this book is an important guide to the ethnic politics of Ethiopia and will be of interest to researchers of African politics, authoritarianism and ethnic conflict.

Rainer Bauboeck is the world's leading theorist of transnational citizenship. This book examines the influence and activities of the Christian Right at the state level. One of the first attempts at studying the Christian Right comparatively across states, this book offers a new theoretically-driven perspective on how political context and constraints shape the Christian Right's strategy and influence. This book is concerned with changes in the social structures, demographics, and issues in Western democracies along with the impact of those changes on party systems and policy outcomes. Three countries - the United States, the Netherlands, and Belgium - are examined to determine how they accommodate these changes. The United States is investigated as an example of a stable consolidated party system, the Netherlands is included as a representative fragmented parliamentary regime, and Belgium is an extreme example of a sub-culture alienated from the rest of the country. The conflict between the representation function and the function of forming a majority able to govern is stressed.

This book tells the story of the dissident imaginary of samizdat activists, the political culture they created, and the pivotal role that culture had in sustaining the resilience of the oppositional movement in Poland between 1976 and 1990. This unlicensed print culture has been seen as one of the most emblematic social worlds of dissent. Since the Cold War, the audacity of harnessing obsolete print technology known as samizdat to break the modern monopoly of information of the party-state has fascinated many, yet this book looks beyond the Cold War frame to reappraise its historical novelty and significance. What made that culture resilient and rewarding, this book argues, was the correspondence between certain set of ideas and media practices: namely, the form of samizdat social media, which both embodied and projected the prefigurative philosophy of political action, asserting that small forms of collective agency can have a transformative effect on public life here and now, and are uniquely capable of achieving a democratic new beginning. This prefigurative vision of the transition from communism had a fundamental impact on the broader oppositional movement. Yet, while both the rise of Solidarity and the breakthrough of 1989 seemed to do justice to that vision, both pivotal moments found samizdat social media activists making history that was not to their liking. Back in the day, their estrangement was overshadowed by the main axis of contention between the society and the state. Foregrounding the internal controversies they protagonized, this book adds nuance to our understanding of the broader legacy of dissent and its relevance for the networked protests of today.

Originally published in 2002 Culture, Ritual and Revolution in Vietnam is a study of the history and consequences of the revolutionary campaign to transform culture and ritual in northern Vietnam. Based upon official documents and several years of field research in Thinh Liet Commune, a Red River delta community near Hanoi, it provides the first detailed account of the nature of revolutionary cultural reforms in Vietnam as how those reforms continue to animate contemporary socio-cultural life. The study examines the key foci of revolutionary cultural change, such as the articulation of a new moral system, the attempts to eliminate explanations that invoke supernatural causality, the creation of socialist weddings and funerals, and the development of innovation ties to commemorate war dead. By examining debates over culture, ritual, and morality that have emerged between residents, notably between men and women, and party members and non-party members, the study shows how ideas and values that preceded the revolution have entered into a creative dialogue with those that were articulated by the revolution, and how this has produced an innovative set of ritual and other practices, particularly since the relaxation of the cultural reform agenda in the post-1986 period.

Peremptory International Legal Norms and the Democratic Rule of Law explores the risks to the democratic State inherent in the attempt to divorce the notion of democratic rule of law from respect for and adherence to peremptory international legal norms which allow for no derogation therefrom such as the prohibition of torture and inhumane treatment or punishment by the State. The chapters address, with specific current case examples, in what ways the democratic rule of law within certain democratic States risks being undermined through those States acquiescing to the erosion of peremptory international law norms in the domestic and international context. The book therefore explores the question of in what ways such democratic State acquiescence in effect may ultimately disrupt the investment within the State in the shared culture of core human rights values that underlies democratic rule of law itself and highlights the fragility of that shared culture. Value pluralism is the idea, most prominently endorsed by Isaiah Berlin, that fundamental human values are universal, plural, conflicting, and incommensurable with one another. Incommensurability is the key component of pluralism, undermining familiar monist philosophies such as utilitarianism. But if values are incommensurable, how do we decide between them when they conflict? George Crowder assesses a range of responses to this problem proposed by Berlin and developed by his successors. Three broad approaches are especially important: universalism, contextualism, and conceptualism.
