This book examines European history and politics between two very well-known but flawed treaties: The Treaty of Versailles and the Treaty of Maastricht. Taking the Treaty of Versailles, signed following World War I, as a starting point, the volume argues that while it was well-intentioned to the point of being utopian, it was also totally impractical, rearranging the map of Europe in a way which led to the tragic descent into conflict and barbarism in World War II. The volume then moves through the post war period, the outcome of the war producing the uneasy stability of a Cold War divided continent, and with the establishment of NATO in 1949, the process of European integration ushered in the era of cooperation. Under the influence of Charles de Gaulle, the newly created European Community acted as an association of sovereign states led by France and Germany, spurring economic growth and encouraging other countries to apply to join. After de Gaulle's retirement in 1969, this approach was progressively abandoned in favour of a federal model of integration in which member states transferred their sovereignty to the institutions of what became the European Union. Europe was to be transformed from a continent to a country. The book concludes by analysing the Maastricht treaty, which enshrined this process, as being as fatally flawed as the Versailles Treaty and charts the post-Maastricht slow decline of the European Union giving way to widespread Euroscepticism. From the end of the twelfth century the disorder of th& currency had reached such a point that a reform became absolutely necessary. It is significant that the initiative came from the greatest commercial centre of the age, Venice. In 1192 the doge, Henry Dandolo, caused an entirely new land of coin to be struck there, the groat, or gros or matapan, weighing a little over 2 grammes of silver and of the value of 12 of the old deniers. This groat was thus equivalent to the Carolingian sou, with the difference that the sou, originally a money of account, now became a real coin. Charlemagne's system was not abandoned and the innovation maintained his scale of coinage. All it did was to take advantage of the continual fall of the denier, to substitute for it a new denier, of twelve times the value (whence its name of grossus), which in fact corresponded exactly to the old sou, which from a mere figure now became an integral part of the currency. In other words, the new system remained faithful to the old, except that it gave it a metallic value which was twelve times higher. The old denier was not suppressed; the groat took its place beside it as the money of commerce, reducing the denier in practice to the rank of small change. The Venetian groat answered the needs of the merchants so well that it was immediately imitated in all the towns of Lombardy and Tuscany. But north of the Alps, too, attempts were made to remedy the debasement of the coinage, which was by now intolerable. This study seeks to demonstrate the subtle ways in which changes in the language associated with economic issues are reflective of a gradual but quantifiable conservative ideological shift. In this rigorous analysis, David George uses as his data a century of word usage within The New York Times, starting in 1900. It is not always obvious how the changes identified necessarily reflect a stronger prejudice toward laissez-faire free market capitalism, and so much of the book seeks to demonstrate the subtle ways in which the changing language indeed carries with it a political message. Over five decades of economic and technical assistance to the countries of Africa and the Middle East have failed to improve the life prospects for over 1.4 billion people who remain vulnerable. Billions of dollars have been spent on such assistance and yet little progress has been made. Persistent hunger and hopelessness threaten more than individuals and families. These conditions foster political alienation that can easily metastasize into hostility and aggression. Recent uprisings in the Middle East are emblematic of this problem. Vulnerable people give rise to vulnerable states. This book challenges the dominant catechism of development assistance by arguing that the focus on economic growth (and fighting poverty) has failed to bring about the promised "convergence." Poor people and poor countries have clearly not closed the gap on the rich industrialized world. Pursuing convergence has been a failure. Here we argue that development assistance must be reconstituted to focus on creating economic coherence. People are vulnerable because the economies in which they are embedded do not cohere. The absence of economic coherence means that economic processes do not work as they must if individual initiative is to result in improved livelihoods. Weak and vulnerable states must be strengthened so that they can become partners in the process of creating economic coherence. When economies do not cohere, countries become breeding grounds for localized civil conflicts that often spill across national borders.
