This volume identifies rent-seeking behavior as a primary cause of poor economic performance in many places, particulary Africa. The book presents a detailed empirical study of rent-seeking within the civil service, parastatal sector, and business community in Tanzania. It quantifies and evaluates the rent-seeking behavior of more than 300 parastatal companies and the resulting impact on society. The conclusions on reform strategies are applicable to counties within and outside Africa.

Since the fall of President Suharto in May 1998, Indonesia, the third largest country in Asia, has been facing a political, economic and social crisis. Racial and religious clashes, culminating in riots, burning and chaos, have become a daily event throughout the country. There are signs that this multi-racial, multi-religious and multi-cultural country may disintegrate just as Yugoslavia and the Soviet Union.

There are two major reasons why Indonesia is facing the crisis. First, Suharto failed to keep the balance of power between the armed forces and Islam, just as Sukarno had failed in his interplay of strength between Communism and the armed forces. When the balance was tilted, chaos and disasters followed. The second reason is that the Indonesian people, at least a section of them, have lost the spirit of tolerance -- symbolised in the Indonesian state crest, Bhenneka Tunggal Ika ('Unity in Diversity') -- which is so vital in a multi-religious and plural society. The mass killing of thousands of ethnic Chinese on 13 May 1998; the appearance of mysterious 'ninja' murders, the burning of churches and mosques, and the religious clashes between Christians and Muslims in Ambon have all indicated that this spirit of tolerance which was once so strongly imbedded in the Indonesian culture is fast evaporating. There seems to be no more rule of law in the country. The cry for 'jihad' among the Muslims in Jakarta, to take revenge on the Christians in Ambon, is making the more moderate religious leaders panicky. There is a tendency among the Indonesians to take the law into their own hands. Some extreme Muslims even hope to establish an Islamic State of Indonesia.

The author of this book is the former Singapore Ambassador to Indonesia in 1970-74, and was a journalist who had taken an interest in Indonesia since 1955 when he went to Bandung to cover the Afro-Asian conference. The first complete literary history in relation to women's writing in south-east Europe. The author provides a broad chronological account of this contribution, dividing the book into two main parts; the earlier period up until the eighteenth century concentrates on the projections of gender through the medium of oral tradition and the lives of a handful of educated women in medieval Serbia and the few works of literature they left. Hawkesworth also looks at the written literature produced by women, first in the mid-nineteenth century and then at the turn of the century. The second part focuses on the trials and tribulations that affected feminism and women's literature throughout the twentieth century. The author finishes by highlighting the new women's movement, 1975-1990, a great period for women in Yugoslavia which created a stimulating atmosphere for outstanding pieces of women's journalism, prose and verse, culminating in the creation of new women's studies courses in many universities.

The essays in this volume explore the new power struggles created in China, Taiwan, and Hong Kong through information technology. Attentive to contiguities between representations of reading in print and reading practices found in manuscript culture, this book also examines a commonplace book belonging to Anne Cornwallis (Folger Folger MS V.a.89) and a Passion poem presented by Elizabeth Middleton to Sarah Edmondes (Bod. MS Don. e.17). Edith Snook here makes an original contribution to the ongoing scholarly project of historicizing reading by foregrounding female writers of the early modern period. She explores how women's representations of reading negotiate the dynamic relationship between the public and private spheres and investigates how women might have been affected by changing ideas about literacy, as well as how they sought to effect change in devotional and literary reading practices. Finally, because the activity of reading is a site of cultural conflict - over gender, social and educational status, and the religious or national affiliation of readers - Snook brings to light how these women, when they write about reading, are engaged in structuring the cultural politics of early modern England.

This book uses the Afro-Brazilian art of capoeira to examine how security has been pursued from below and what significance this has for security analysis and policy. Illegal at the beginning of the twentieth century, capoeira is now a cultural institution and export that is protected by the Brazilian state and recognised by UNESCO, with capoeira players protecting and promoting their interests through the practice and development of their art. The book brings the musical and corporeal narrative from capoeira into conversation with debates on security; these have typically been dominated by northern, white, military voices, and as a result, the perspective of the weaker player is routinely overlooked in security literature and policy making. Bringing the perspective of the weaker party, Cultural Resistance and Security from Below examines the distribution of security from two angles. First, it presents the history of the interaction between capoeira players and the Brazilian society and state that resulted in political and legal acceptance of capoeira. Second, it explores how the practice of capoeira generates knowledge of identities, explanations and values, and how this knowledge empowers communities of players and is communicated to society more broadly. The book then turns to consider how capoeira resists within Brazil's contemporary context of insecurity, and what significance the knowledge and power, along with capoeira's core move of escape, have to security analysis and policy. The book concludes by taking the lessons from capoeira to inform understanding of other cultural activities and ways of life as potential sites and forms of resistance. Conceptually and methodologically original, this book will be of interest to scholars and students in the fields of security studies, development studies, political science and international studies. It will also be of interest to those scholars interested in the changing interaction between politics and the arts.

This book discusses modern aspects of Japanese religion in terms of cultural geography. To understand the function of religion, it is essential to examine it in the context of local societies. One of the distinguishing characteristics of Japanese religion is its diversity; indeed, it is often remarked that "Japan is a museum of religions." In this work, the author clarifies some geographical aspects of the complex situation of Japanese religion. Chapter 1 discusses the trend of geographical studies of religion in Japan, of which four types can be identified. Chapter 2 focuses on certain characteristics of Japanese religious traditions by discussing tree worship and the landscape of sacred places. Chapter 3 clarifies regional divisions in the catchment areas of Japanese Shintoism by analyzing the distribution of certain types of believers. The author discusses two case studies: the Kasama Inari Shrine and the Kanamura Shrine. Chapter 4 discusses some modern aspects of sacred places and tourism through two case studies. The first part of the chapter focuses on changes in the types of businesses at the Omotesando of the Naritasan Shinshoji-Monzenmachi, and the following sections examine the revitalization of the local community through the promotion of religious tourism.

Based on fieldwork largely collected during the CPA interim period by Sudanese and European researchers, this volume sheds light on the dynamics of change and the relationship between microscale and macroscale processes which took place in Sudan between the 1980s and the independence of South Sudan in 2011. Contributors' various disciplinary approaches-socio-anthropological, geographical, political, historical, linguistic-focus on the general issue of "access to resources." The book analyzes major transformations which affected Sudan in the framework of globalization, including land and urban issues; water management; "new" actors and "new conflicts"; and language, identity, and ideology.

In post-cold War thinking, North Korea was expected to collapse and be absorbed into a single Korean state by the democratic regime in South Korea. Fifteen years later, this has not happened, and June 2000 saw a summit making the warmest inter-Korean relations yet. Over that time period, the two Korean states found instead new mechanisms and methods for interacting with each other on the level of de facto if not yet completely de jure sovereign states and have begun to overcome some of the shadows cast by the partition and violent war that befell the peninsula following World War II. This book examines the origins, dynamics, and impacts of these multi-level relations between North and South Korea, situating them variously as two incomplete nation-states, as a single national entity, and within a larger international environment. The Contributors demonstrate how inter-Korean relations have fostered new forms of conflict management and reconciliation on the peninsula.

The project of European integration now spans Europe, but in becoming bigger and broader the European Union has broughtry on itself significant criticism. This book examines contemporary attitudes towards ethnic minorities in Germany. These minorities include some of immigrant origin, such as Italians, Turks, and asylum seekers, and the principal non-immigrant minority, Jews. While the findings demonstrate that intense prejudice against minorities is not widespread among Germans, many of whom in fact can be considered immigrant- and minority-friendly, a crystallization of attitudes is also evident: that is, attitudes towards immigrants are strongly correlated with anti-Semitism and with other worldview dimensions, such as positioning in the left-right political spectrum. In this sense, the fundamental question of whether immigrants and other minorities should be regarded as fellow citizens or ethnic outsiders remains relevant in the German context.

This book calls for a new iconography of region that unseats New England’s status as cultural center of the United States and originary metaphor for national identity. No single territorial or political axis can adequately describe the complex regional relationships that comprise the nation, Anne Goldman argues. Goldman's arguments question critical sectionalism as extensively as they do regional divisions, by blurring generic distinctions, by reading across literary periods, and by juxtaposing writers who explore the same set of social issues during the same historical moment, but who are conventionally located in separate literary traditions: sentimental literature, the African American novel, literary modernism, early Mexican fiction.

With much of the "Asian Miracle" destroyed and much of the Western world's awe for Asian ways of management dissipated, organizations there are changing with such speed that most of our knowledge about them is quickly outdated. Richter takes stock of East Asian management practices, as they are perceived so far, and he discusses the strategies that others propose to help Asian management redesign itself for the future--including a long-term agenda for change based on the cultural heritage of Confucianism. He analyzes the cultural underpinnings of Asian management practices, evaluates the influence of the Asian economic crisis on them, and discusses their potential for guiding Asian firms to a sustainable competitive advantage. He then provides examples of how Asian firms shape up their organizations and describes a short-term agenda to fix the weaknesses in Asian management, at least temporarily. Throughout, Richter avoids talk about "strategic management" as merely a theory: he adopts a broader definition that includes a value system to guide East Asian firms as they re-emerge and redevelop. The result is a challenging, intensely pragmatic analysis for decision-makers at all levels, in all countries and cultures, and it is a new stone in the foundation of academic research and thought. Richter opens with a discussion of the legacy of Confucianism and its impact on Asian management practices. He then proposes three intrinsic characteristics of Asian management: networks, trust, and collectivism. He gives a history of the Asian economic crisis, highlighting the failures of Asia's economic development and the flaws that appeared in its management practices. The third section of the bookevaluates management practices that have emerged since then, and how they are perceived so far. Then, in the concluding section, he presents a new perspective on Asian management, short-term goals (fixing current management weaknesses), and long-term goals (incorporating its long abiding strengths). Throughout, Richter draws on the management theory enunciated by Hofstede and includes examples and case studies of recent developments across the region, and he also includes his own theories as well as those of others. Mr. Richter's book will be a welcome addition to the literature on business and the culture of Asia.

This book describes the contrast between the strong economic growth and democratization that have occurred in Africa and its stalling political progress. It presents and discusses fragility as the phenomenon that has caused the state to remain weak and faltering and has led to at least one third of the continent's citizens living in fragile states. Following the examination of the drivers of fragility and the impact of fragility on citizens and neighbouring states, the book discusses capacity building approaches. This part shows how effective states can be built on the African continent, a process that would result in a change from state fragility to state resilience. It is based on lessons learnt from close studies of the nations where the state has been most developed in the region, in Eastern and Southern Africa. The national dancers of Uzbekistan are almost always female. In a society that has been Muslim for nearly seven hundred years, why and how did unveiled female dancers become a beloved national icon during the Soviet period? Also, why has their popularity continued after the Uzbek republic became independent? The author argues that dancers, as symbolic girls or unmarried females in the Uzbek kinship system, are effective mediators between extended kin groups, and the Uzbek nation-state. The female dancing body became a tabula rasa upon which the state inscribed, and reinscribed, constructions of Uzbek nationalism.

Doi describes the politics of gender in households as well as the dominant kinship idioms in Uzbek society. She traces the rise of national dance as a profession for women during the Soviet period, prior to which women wore veils and kept purdah. The final chapter examines emerging notions of Uzbek, as regional and national groups contest the notion through debates about what constitutes authentic Uzbek dance. Doi concludes with a comparative discussion of the power of marginality, which enabled Uzbeks to maintain a domain where Uzbek culture and history could be honored, within the Russocentric hegemony of the Soviet state.
