Nathaniel O'grady
R2,587 R1,686 Discovery Miles 16 860 Save R901 (35%) Ships in 10 - 15 working days

The 21st century has born witness to myriad changes in the way the world is secured from the many emergencies that continually threaten to disrupt it. This book concentrates on two such changes. First, it takes stock of the ever-increasing development and diversification of data and digital technologies that security organisations have at their disposal. Secondly, it examines how these digital devices have fostered a new direction in which security agencies primarily conceive of emergencies as so many risks of the future. Emergency governance has undergone what might be called an anticipatory turn here, with digitally rendered and imagined scenes of future contingency becoming cause and justification for intervention in the here and now. Rather than scrutinising this turn at its most spectacular heights in the domains, for instance, of warfare or counter-terrorism, the book explores the facilitation of risk governance through digital technologies in a more quotidian incarnation; namely by tracing the steps that the United Kingdom's Fire and Rescue Service (FRS) take to govern fire emergencies whose potential has been identified but have yet to unfold. Delving into the FRS, the book maps out a digital infrastructure that includes various software, institutional processes, multiple forms of risk calculation but also human beings, relations and consciousness and an array of material spaces in which these things exist. Accentuated here is how these components assemble to produce projections of future emergencies on a number of sensorial registers. This infrastructure is shown, in turn, to inform and shape a catalogue of refined modes of action through which interventions on future emergencies are made in the present. Engaging in depth with this infrastructure, the FRS provides an understanding of risk as a lived relation, risk as an organisational ethos whose liveliness is founded upon and reverberates through the relations existing between those people and things operating in the FRS to make sense of potential fire emergencies. Using the concept of lived relation as a foundation, the book develops a critical understanding of anticipatory governance by grasping its resonance with issues emanating in the wider field of security, showing how security figures as a set of practices that rely upon and cultivates affective conditions, that enrols the force of elements like fire into its institutional arrangement, that draw on an array of knowledges to exercise power and, in the process, that instantiate new forms of subjectivity.

Disasters and the American State - How Politicians, Bureaucrats, and the Public Prepare for the Unexpected (Hardcover, New):... Disasters and the American State - How Politicians, Bureaucrats, and the Public Prepare for the Unexpected (Hardcover, New)
Patrick S. Roberts
R3,021 R2,549 Discovery Miles 25 490 Save R472 (16%) Ships in 10 - 15 working days

Disasters and the American State offers a thesis about the trajectory of federal government involvement in preparing for disaster shaped by contingent events. Politicians and bureaucrats claim credit for the government's successes in preparing for and responding to disaster, and they are also blamed for failures outside of government's control. New interventions have created precedents and established organizations and administrative cultures that accumulated over time and produced a general trend in which citizens, politicians and bureaucrats expect the government to provide more security from more kinds of disasters. The trend reached its peak when the Federal Emergency Management Agency adopted the idea of preparing for 'all hazards' as its mantra. Despite the rhetoric, however, the federal government's increasingly bold claims and heightened public expectations are disproportionate to the ability of the federal government to prevent or reduce the damage caused by disaster.

Managing Ambiguity and Change - The Case of the NHS (Hardcover): S. Dopson Managing Ambiguity and Change - The Case of the NHS (Hardcover)
S. Dopson
R1,396 Discovery Miles 13 960 Ships in 18 - 22 working days

This book uses the case of the National Health Service to examine the management of ambiguity and change. Studies of the implementation of the Griffiths Report have identified a number of unintended consequences, but it is argued that they have not adequately theorised these outcomes in the policy implementation process. It is suggested that the process-sociological approach of Elias, and in particular his game models, enable us to better understand the complex interweaving of planned and unplanned processes which is involved in the management of change.

Urban Disasters and Resilience in Asia (Paperback): Rajib Shaw, Atta-ur Rahman, Akhilesh Surjan, Gulsan Ara Parvin Urban Disasters and Resilience in Asia (Paperback)
Rajib Shaw, Atta-ur Rahman, Akhilesh Surjan, Gulsan Ara Parvin
R1,475 Discovery Miles 14 750 Ships in 10 - 15 working days

Urban Disasters and Resilience in Asia presents the latest information on the intensity and frequency of disasters. Specifically, the fact that, in urban areas, more than 50% of the world's population is living on just 2% of the land surface, with most of these cities located in Asia and developing countries that have high vulnerability and intensification. The book offers an in-depth and multidisciplinary approach to reducing the impact of disasters by examining specific evidence from events in these areas that can be used to develop best practices and increase urban resilience worldwide. As urban resilience is largely a function of resilient and resourceful citizens, building cities which are more resilient internally and externally can lead to more productive economic returns. In an era of rapid urbanization and increasing disaster risks and vulnerabilities in Asian cities, Urban Disasters and Resilience in Asia is an invaluable tool for policy makers, researchers, and practitioners working in both public and private sectors.

Peter Murphy, Kirsten Greenhalgh
R3,999 Discovery Miles 39 990 Ships in 10 - 15 working days

This unique text fills a major gap in the emergency services literature by surveying the research on fire and rescue service management in the UK. An extensive evidence base focuses on organizational culture, leadership skills, standards, and accountability, emphasizing the services' dual roles as first responders and guardians of public safety and prevention. The implications for international public health and safety programs are made clear as the services' recent history illustrates the complex challenges typical of functioning within local and national political contexts. Chapters take on a broad range of management, leadership, service delivery, and staffing concerns, including: * Evolution and adaptation of fire and rescue services during periods of expansion and austerity. * Civil protection as a local and national priority. * Structural issues: assessments and improvements, collaborations with other services. * Emerging social concerns: diversity, gender equality, the aging worker population. * The concepts and consequences of heroes and heroism. * Future directions for governance, transparency, and accountability. Fire and Rescue Services complements the earlier volumes in the Leadership & Management of Emergency Services series with equal parts realism and vision. It should interest a wide audience of public policymakers, public managers, and emergency service personnel, as well as academics and researchers.

"Globally, emergency services are witnessing a period of unprecedented uncertainty and change caused by pressure on their budgets, reduced manpower and changing patterns of demand and service delivery. Such challenges are also having huge implications on the workforce health and wellbeing. This book is a timely, well-researched addition to improve our understanding of the governance and collaboration issues in the emergency services."Steve McGuirk, Chairman, Warrington and Halton Hospitals Trust, Former Chief Fire Officer and CEO, Greater Manchester Fire and Rescue Service "Good governance, collaboration and sound leadership are easy qualities to take for granted in the Emergency Services. However, given the increasing complexity of the challenging political and operational environments these organisations work in, it is not reasonable to assume these qualities will always emerge as a natural phenomenon. This book is a welcome addition that provides invaluable, evidence-based insights for leaders who are seeking to raise the quality of their services for both the public and their workforce alike."Andy Newton, Immediate Past Chair, College of Paramedics and Former Paramedic Director, South East Coast Ambulance Service NHS Trust (SECAmb) This unique text provides fresh insights and understanding of the governance and collaboration issues between emergency services in a dynamic policy and organisational environment in a global world. The book offers critical insights into the theory and rationale behind the interoperability and collaboration between the emergency services and examines in detail, important themes around trust, leadership, workforce wellbeing and resilience and professional culture(s), each having great significance for the success of the interoperability and governance agenda. The chapters cover new materials, including the research conducted by the authors and are written in a style that is easily accessible. This book caters to a wide audience of researchers, academics, students, emergency services staff, leaders and public managers, both in the UK and internationally.

Barbara Montoro, Pedro Ferradas
R629 Discovery Miles 6 290 Ships in 10 - 15 working days

Recent earthquakes have highlighted the importance of good disaster planning. Adequate risk assessment and risk reduction strategies, and improved response and reconstruction work have benefited from the documentation of past disasters. This practical manual offers an up-to-date resource covering both methodological and technical aspects of disaster mitigation. Impacts can be significantly reduced by improved disaster contingency and mitigation planning, involving adequate risk assessment and the implementation of risk reduction strategies. It is based on Latin American experiences of disaster response and planning programmes, and particularly emphasises the importance of community-based participatory processes. The experience of past disaster events, most notably earthquakes and floods, is used to show how local knowledge has been used to develop community responses that both help to raise awareness of dangers and also help prepare for improved future disaster response and reconstruction. Previously published in Spanish, this revised manual contains many practical diagrams and illustrations of building reconstruction case studies following earthquakes and is an important resource for all involved in humanitarian disaster response and planning.

Paresh Wankhade, Leo McCann, Peter Murphy
R4,498 Discovery Miles 44 980 Ships in 10 - 15 working days

Critical Perspectives on the Management and Organization of Emergency Services makes an important contribution to the subject of emergency services management and to public administration and organization studies more generally. It critically assesses developments in emergency services management by examining the multi-dimensional nature of the provision of emergency services and their connectedness in advanced western democracies. The effective management of emergency services has never been more important than in today's high-pressured and cost-conscious public sector. The authors of this volume forensically analyse the challenges of delivering emergency services within this context. This book provides an in-depth, scholarly and comprehensive analysis of the changing landscape of emergency service provision and clearly addresses a gap in the market for a critical volume on the emergency services. For anyone seeking to understand why and how the management of emergency services matters, this collection is essential reading.

Field Confirmation Testing for Suspicious Substances (Paperback): Rick Houghton Field Confirmation Testing for Suspicious Substances (Paperback)
Rick Houghton
R2,372 Discovery Miles 23 720 Ships in 10 - 15 working days

Frequently a substance found at a port of entry, waste site, laboratory triage facility, or even in a hazardous materials emergency will be labeled and purportedly identified. But law enforcement and other first responders cannot take this claim at face value, as the accuracy is not confirmed and must be verified. A comprehensive handbook for on-the-spot investigations, Field Confirmation Testing for Suspicious Substances provides those who confront suspicious substances with the tools to confirm or deny a labeled identity. A Complete Range of Testing Protocols Divided into three sections, the book begins by exploring physical confirmation tests which use methods that involve measurement of temperature, vapor density, radioactivity, and other factors. The author then examines chemical confirmation tests suitable for field use, providing over 400 different analyses, most of which provide a colorimetric result. The book also includes a section on instrumentation. It offers an overview of the technologies used to analyze materials and presents the strengths and weaknesses of the technology so that the corresponding weak or strong result can be used in the overall analysis. The appendix provides two detailed sections on drug and explosives tests. The tests in this book can immediately generate valuable information in the field which can be used to save lives, conserve property, provide environmental protection, and assist law enforcement in apprehending those responsible for disseminating hazardous substances.

'Northern Exposures' is an important and thought-provoking book that shows how the labor movement has embraced environmental protection and is beginning to create a new and more sustainable vision for the future. Dave Bennett's knowledge and commitment shine through. He is, by turns, the skeptical philosopher sifting the evidence and the passionate partisan arguing for the rights of the people. It makes for a rich and exhilarating mixture.-Nigel Crisp, Permanent Secretary, U.K. Department of Health, and Chief Executive, National Health Service (2000-2006), Author, Turning the World Upside Down: The Search for Global Health in the 21st Century (Royal Society of Medicine Press, 2010)

On the Frontlines of the Welfare State - How the Fire Service and Police Shape Social Problems (Hardcover): Barry Goetz On the Frontlines of the Welfare State - How the Fire Service and Police Shape Social Problems (Hardcover)
Barry Goetz
R4,644 Discovery Miles 46 440 Ships in 10 - 15 working days

Although public safety agencies protect our well-being, they also shape social problems and community inequities. Public safety protections promote what T.H. Marshall called "social rights" of equitable citizenship. Frontlines of Welfare State shows how public safety agencies function as welfare state agencies, responsible for a range of essential public functions including emergency service, criminal investigation, regulatory oversight and social service outreach. Furthermore, this volume shows how public safety agencies are being asked to absorb more social welfare functions amidst cut-backs in other areas of the welfare state. Two areas of public safety are examined: arson control and fire prevention, especially within the contexts of urban change and gentrification, and community policing, especially as a mechanism of expanding drug treatment service and prevention programs. Facilitating a greater understanding of institutional biases within the state built around organizational structures, procedures and cultures and their impact on social outcomes, this original and exciting book will be of interest to researchers, practitioners and undergraduate and postgraduate students in the fields of Policing and Fire Control, Public Policy and Administration, Drugs and Substance Abuse and White Collar Crime.

R1,496 Discovery Miles 14 960 Ships in 10 - 15 working days

The baby boom generation were born between 1946 and 1964 and are the largest population cohort in US history. They should number about 90 million by mid-century, more than doubling their current size. The massive increase in seniors and relative decline of those of working age in the US is mirrored in almost all the world's most populous countries. This book connects the dots between the US baby boom generation and the marked increase in natural and human-caused disasters. It evaluates options available to seniors, their aids, for and not-for and for-profit organizations and government to reduce vulnerability to hazard events. These include coordinated planning, risk assessment, regulations and guidelines, education, and other risk management efforts. Using interviews with experts, cases studies, especially of Superstorm Sandy, and literature, it culls best practice and identify major gaps. It is original and successful in making the connection between the growing group of vulnerable US seniors, environmental events, and risk management practices in order to isolate the most effective lessons learned.
