Since the global financial crisis of 2008, advanced economies have been making various efforts to overcome the economic impasse. While the contrast between the countries that have escaped from the crisis relatively quickly and those still suffering from serious problems is becoming clearer, a new economic crisis stemming from newly emerging economies has again impacted advanced economies. In retrospect, both leftist and rightist governments in advanced economies pursued expansive macroeconomic and welfare policies from the post-WWII period to the oil shocks of the 1970s. While we recognise that the particular policy regime in this 'Golden Decades' during which the left and the right implemented similar policies cross-nationally, were characterised by outstanding economic growth in each country, the specific growth patterns varied across countries. Different social coalitions underpinned different growth models. This book is premised on tentative conclusions that Magara and her research collaborators have reached as a result of three years of study related to our previous project on economic crises and policy regimes. Recognising the need to analyse fluid and unstable situations, we have set up a new research design in which we emphasise political variables-whether political leaders and citizens can overcome the various weaknesses inherent in democracy and escape from an economic crisis by establishing an effective social coalition. A new policy regime can be stable only if it is supported by a sufficiently large coalition of social groups whose most important policy demands are satisfied within the new policy regime.
A sense of order has irreversibly retreated at the turn of the twenty-first century with the rise of such ancient civilizations as China and India and the militant resurgence of Islamic groups. The United States and like-minded states want to maintain the once-dominant international and global order buttressed by a set of mainly Western value systems and institutions. Nevertheless, challengers have sought to redraw the international and global order according to their own ideas and preferences, while selectively accommodating and taking advantage of the established order. Because of this, the entire world is teetering on the brink of an order war. This book is a synthesis of two separate bodies of thoughts, from Western and East Asian ideas and philosophies respectively. The authors deploy the major ideas of key Western and East Asian thinkers to shed a new light on their usefulness in understanding the transition of global order. They locate new ideas to overcome the contradictions of the late modern world and provide some ideational building blocks of a new global order. The new concepts proposed are: recognition between the great civilizations; a harmony and floating balance between and within contrasts-individual versus community, freedom versus equality-;and mediation between friends and foes. As the former Israeli Prime Minister Yitzhak Rabin put it, "you don't need to make peace with your friends, you have to make peace with your foes." The values of the West as well as that of the East cannot survive in a globalized world by taking them as absolute, but only by balancing them to those of the other great civilizations of the world.
Intellectuals and the Communist Idea describes how the Communist ideology penetrated into Czech culture and politics from the dawn of the twentieth century into the late 1930s, just before the outbreak of WW II in Europe. Based mainly upon the research of contemporary primary sources, the analysis examines the complex issue of personal reasons and individual motivations, appealing slogans, and ideological and power peripheries connected with the formation of the relationship between the newly-founded Communist Party in Czechoslovakia and the left-wing artists and intellectuals declaring themselves Marxists. The work follows two main paths: the first is marked by the melting of the pre-war (meaning WWI) libertarian communism and radical left-wing stream in Czech politics into the Czechoslovak Communist Party, established in 1921 and becoming a strong and relevant political subject soon after its foundation. The second path follows the left-wing art front involvement in the Communist Party and its activities within. This concise insight into the world of Czech Communist intellectuals uncovers the ideological bigotry and intolerance of the Communist class-defined ideology, together with pointing out the unprincipled pragmatics of the ideological flops committed by the members of the interwar Communist movement under Lenin's and later Stalin's ward. The book illustrates clearly how the initial enthusiasm of the Czech Communist intellectuals eventually changed either into disillusionment resulting in their disaffiliation with Communism, or into permanent fear and obedient loyalty, which later became the base for establishing the Communist system in post-WW II Czechoslovakia.
Focusing on ways that markets work with, rather than against, governments to enhance public welfare.The optimal mix of market forces and government intervention to allocate resources is one of the longest-standing problems facing human civilization. At the theoretical extremes, resources in centrally planned economies are allocated by the government, while resources in capitalist economies are allocated by private markets. In practice, market forces and government interventions co-exist to allocate goods and services in a political environment with shifting pressures to give one approach more responsibility than the other. Current public attitudes toward markets are at a low point in the wake of the Great Recession and the growth in income inequality that began in the 1970s. However, in this book, noted Brookings economist Clifford Winston argues that it is a serious mistake to overlook that markets will be a critical part of the solution to any public objective whether it be to reduce inequality, stimulate long-term growth, slow climate change, or eliminate COVID 19. In Winston's view, policymakers should be much more aware of the many ways that markets help government to achieve economic and social goals and the potential that markets have to provide greater assistance in achieving those goals. Winston synthesizes the empirical evidence on the efficacy of markets in helping to protect consumers against anti-competitive behavior and when technology appears to prevent price competition; to enable individuals to make more informed decisions; and to reduce negative externalities, improve public production, and encourage innovations. Importantly, Winston presents evidence indicating how markets can also help to reduce poverty, promote fairness in labor markets, and provide merit goods. Winston subjects his assessment to a robustness test by explaining how market forces have helped to address the COVID-19 pandemic by, for example, finding new ways for people to work safely and providing incentives for pharmaceutical companies to develop safe and effective vaccines. Winston takes a proactive approach in his conclusion by suggesting the formation of a major "Commission" composed of academics, policymakers, and businesspeople. Such a panel could explore how market forces could provide greater help to government to address economic and social problems and could provide specific recommendations to facilitate market solutions where appropriate.

There is often more than meets the eye where politics, religion and
money are concerned. This is certainly the case with the
Faith-Based Initiative. Section 104, a small provision of the 1996
Welfare Reform bill called "Charitable Choice," was the beginning
of what we now know as the Faith-Based Initiative. In its original
form, the Initiative was intended to ensure that small religious
groups were not discriminated against in the awarding of government
funding to provide social services. While this was the beginning of
the story for the initiative, it is not the end. Instead Charitable
Choice served as the launching pad for growing implementation of
Faith-Based Initiatives. These new policies and practices exist
despite the fact that all levels of government already contract
with religious organizations to provide social services.
Nevertheless, government actors have been implementing the
Initiative in myriad ways, creating new policies where none appear
necessary.

From fear and anxiety, to celebration, China's rise has provoked a variety of responses across the world. In light of this phenomenon, how are our understandings of China produced? From West to East, Mobo Gao interrogates knowledge production; rejecting the supposed objectivity of empirical statistics and challenging the assumption of a dichotomy between the Western liberal democracy and Chinese authoritarianism. Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. Whether called pressure groups, NGOs, social movement organisations or organised civil society, the value of 'groups' to the policy process, to economic growth, to governance, to political representation and to democracy has always been contested. However, there seems to be a contemporary resurgence in this debate largely centred on their democratising potential: can groups effectively link citizens to political institutions and policy processes? Are groups an antidote to emerging democratic deficits? Or do groups themselves face challenges in demonstrating their legitimacy and representativeness? This book debates the democratic potential and practice of groups; focussing on the vibrancy of internal democracies, and modes of accountability with those who join such groups and to the constituencies they advocate for. Originally published in 1994 The Politics of the Welfare State looks at how the privatization and marketization of education, health and welfare services in the past decade have produced a concept of welfare that is markedly different from that envisaged when the welfare state was initially created. The Wayward Woman takes a fresh look at the Progressive Era, recasting the turn-of-the-century debate on gender roles and prostitution. Recapitulating and transcending extant studies of female delinquency, prostitution literature, and Progressive womanhood, this work understands "female waywardness" as the critical intersection between the rise of female emancipation and the panic inspired by the period's obsession with sexual enslavement. Concurrently, it explores the Progressive ambivalence about compassion and control which unfolded alongside a war on prostitution that traversed the realms of law, medicine, literature and politics. Drawing on theories of performativity the author develops "the wayward woman" as a capacious analytical category that encompasses all women who, countering the residual injunction of domesticity, brought new forms of femininity into the light of the public sphere: the activist, the professional and the divorcee, but also the female breadwinner, the charity girl and the urban woman of color--among many others. The book investigates the continuum of waywardness that stretches from the high-minded New Woman to the ever-victimized "white slave" as a cultural battlefield where numerous women stepped across the boundaries of class, race and respectability to claim new public personas. At the same time it reads the preoccupation with white slavery both as a symptom of and an antidote to this wave of change. Through an innovating collection of sources which brings together sociological writings, novels, plays, movies and legal documents, the book rearticulates the tensions of the Progressive Era between gender roles, blackness and whiteness, reformers and reformed, the citizens and the state. The Wayward Woman will be of much interest to students and scholars in the fields of American studies, women studies and performance studies.
Jane Mansbridge's intellectual career is marked by field-shifting contributions to democratic theory, feminist scholarship, political science methodology, and the empirical study of social movements and direct democracy. Her work has fundamentally challenged existing paradigms in both normative political theory and empirical political science and launched new lines of scholarly inquiry on the most basic questions of the discipline: the sort of equality democracy needs, the goods of political participation, the nature of power, the purposes of deliberation, the forms of political representation, the obstacles to collective action, and the inescapable need for coercion. The editor has focused on work in three key areas: Participation and power Mansbridge's early work on participatory democracy generated a key insight that has informed all of her subsequent work: the kind of equality we need to legitimate decisions under circumstances of common interests (equal respect) differs from the kind of equality we need when interests conflict (equal power). The consolidation of Taiwanese identity in recent years has been accompanied by two interrelated paradoxes: a continued language shift from local Taiwanese languages to Mandarin Chinese, and the increasing subordination of the Hoklo majority culture in ethnic policy and public identity discourses. A number of initiatives have been undertaken toward the revitalization and recognition of minority cultures. At the same time, however, the Hoklo majority culture has become akin to a political taboo. This book examines how the interplay of ethnicity, national identity and party politics has shaped current debates on national culture and linguistic recognition in Taiwan. It suggests that the ethnolinguistic distribution of the electorate has led parties to adopt distinctive strategies in an attempt to broaden their ethnic support bases. On the one hand, the DPP and the KMT have strived to play down their respective de-Sinicization and Sinicization ideologies, as well as their Hoklo and Chinese ethnocultural cores. At the same time, the parties have competed to portray themselves as the legitimate protectors of minority interests by promoting Hakka and Aboriginal cultures. These concomitant logics have discouraged parties from appealing to ethnonationalist rhetoric, prompting them to express their antagonistic ideologies of Taiwanese and Chinese nationalism through more liberal conceptions of language rights. Therefore, the book argues that constraints to cultural and linguistic recognition in Taiwan are shaped by political rather than cultural and sociolinguistic factors. Investigating Taiwan's counterintuitive ethnolinguistic situation, this book makes an important theoretical contribution to the literature to many fields of study and will appeal to scholars of Taiwanese politics, sociolinguistics, culture and history.
While Japanese pacifism is usually seen as a national policy or an ideology rooted in the provision of Article 9 of the Japanese Constitution, it cannot be adequately understood without grasping Japanese social discourses on peace, war and justice. The perspective of political sociology provides a more in-depth understanding of Japanese pacifism and helps us to find the reasons for the critical changes that have occurred in Japan's policies since the mid-2000s. These changes include sending its self-defense force to Iraq and Afghanistan outside UN missions and the enactment of new security legislation in 2015. Nishikawa explores Japanese pacifism in a changing domestic and regional context, from the perspective of political sociology. Getting to grips with the social bases of politics, she examines whether Japan is likely to remain a pacifist country or retain its pacifist image in changing regional and global context. This book comprehensively examines Japanese pacifism by fully examining the social forces in action. Employing a multidisciplinary approach, the book contributes to theoretical debates on political sociology as well as Japanese and Asian studies. Japan is in an important transitional period and Japanese pacifism is being brought into question in changing national and international contexts.
The focus of this volume is to address a fundamental concept in political thought-the state of nature-through a comparative and cross-cultural approach. Western social contract thinking usually falls along lines identified with scholars like Hobbes or Rousseau, with accordant debate over whether humans are good, bad, or just selfish, conflict prone or cooperative, egocentric or altruistic, with subordinate discussions about the proper limits of sovereign authority. Depending on how one views the natural condition of human beings and the communities which they build, various questions arise. What constitutes a good or natural political order and why? What is the best basis for understanding the nature of sovereignty or political legitimacy, and what is its future? In an age of increased global interaction and potential cultural, civilization-based, misunderstanding, this volume takes the Hobbesian rhetorical device of a pre-social contract state of nature and seeks to address this concept-and thereby, many of the aforementioned questions-in light of contributions from non-Western thinkers.In our globalizing age when cultures and peoples increasingly talk and interact, it is not viable to use only Western political thinkers to address allegedly universal concepts. So we overtly seek to break open the frame of reference for any future discussion of the state of nature. This volume will add to the emerging body of work grouped under the heading of Comparative Political Thought, and serves as a model for how key political concepts may be addressed in a comparative and cross-civilizational manner. This has the potential of contributing to a richer and multifaceted mode of political theorizing. Chapters in the book engage Chinese, Indic, Polynesian, Jewish, Babylonian, and Islamic interpretations of this fundamental question of politics. From this, one may better see how competing normative frameworks are then reflected in the practice of worldly politics. In addressing competing interpretations of the state of nature, the exclusionary hegemonic aspects of the Western canon may be both exposed and potentially reconciled with alternative visions of political behavior, legitimacy, justice, rights, and appropriate social and political behavior.
As a pioneering volume to consider the impact of exile on historical scholarship in the twentieth century in a systematic and global way, looking at Europe, North America, South America and Asia, Dynamics of Emigration asks about epistemic repercussions on the experience of exile and exiles. Fifteen years after the fall of communism, we are able to appraise the results of the multi-faceted postcommunist transition in Central and Eastern Europe with authority. This volume specifically addresses the fascinating area of Civil-Military relations throughout this transitional period. The countries of the region inherited a onerous legacy in this area: their armed forces were part of the communist party-state system and most were oriented towards Cold War missions; they were large in size and supported by high levels of defence spending; and they were based on universal male conscription. Central and eastern European states have thus faced a three fold civil-military reform challenge: establishing democratic and civilian control over their armed forces; implementing organisational reform to meet the security and foreign policy demands of the new era; and redefining military bases for legitimacy in society. This volume assesses the experiences of Poland, Hungary, Latvia, Romania, Croatia, Serbia-Montenegro, Ukraine and Russia in these areas. Collectively these countries illustrate the way in which the interaction of broadly similar postcommunist challenges and distinct national contexts have combined to produce a wide variety of different patterns of civil-military relations. The aim of this book is to explore and analyze the Islamic axioms, foundation principles and values underpinning the field of governance in an attempt to construct the architectonics of a new systemic and dynamic theory and formulate the articulation of 'Islamic governance'. This discursive and abstract, rather than being an empirical exercise, assumes to produce a 'good governance' framework within its own formulation through a value-shaped dynamic model according to maqasid al-Shari'ah (higher objective of Shari'ah) by going beyond the narrow remit of classical and contemporary discussions produced on the topic, which propose a certain institutional model of governance based on the classical juristic (fiqh) method. Democratic capitalism in developed countries has been facing an unprecedented crisis since 2008. Its political manageability is declining sharply. Both democracy and capitalism now involve crucial risks that are significantly more serious than those observed in earlier periods. The notion of policy regimes has gained new significance in analysing the possibilities for a post-neoliberal alternative. Policy innovations directed towards an economic breakthrough require both political leadership and a new economic theory. The processes of political decision making have become quite distant from the public realm, and a limited number of economic and political elites exert influence on public policy. This book examines, from a policy regime perspective, how developed countries attempt to achieve such a breakthrough at critical junctures triggered by economic crises. It initially assesses the nature of the present crisis and identifies the actors involved. Thereafter, it provides an analytical definition of a crisis, stressing that most crises contain within them the potential to be turned into an opportunity. Finally, it presents a new analytical design in which we can incorporate today's more globalized and fluid context.
Stephen E Hunt has produced the definitive study of Street Farm (Graham Caine, Peter Crump and Bruce Haggart), a London-based collective collective of anarchist architects working in the early 1970s. The three friends put together Street Farmer, an underground paper that, alongside mutating tower blocks, cosmic tractors and sprouting one-way signs, propagated ideas for the radical transformation of urban living which they called 'revolutionary urbanism'. Taking inspiration from Situationism and social ecology, Street Farm offered a powerful vision of green cities in the control of ordinary people. As well as writing and drawing, the group took part in street activism and squatting, were exponents of autonomous housing and radical technology and became rock 'n' roll architects, going on the road with multimedia slideshow presentations to a recorded soundtrack of music by the likes of John Lennon and Jefferson Airplane. In 1972 Caine built and designed 'Street Farmhouse' with Haggart and other friends. It hit national and international headlines as the first structure intentionally constructed as an ecological house, appearing on an early BBC documentary introduced by a youthful Melvin Bragg. While their fame was brief, their ongoing influence on prominent green architects including Howard Liddell, Brenda Vale and Robert Vale and Paul Downton has been more enduring. In the present time of crisis the current hegemony of state and capital offers solutions that increasingly fail to inspire confidence and lack credibility in the eyes of millions of world citizens. The principles of organising society for human well-being and justice and for ecological viability are enduring. Radical history learns from the past to inform the present and inspire the struggle for the future. The utopian current suddenly seems not so utopian; eco-anarchism offers a set of thinking tools to imagine alternative possibilities for that future. If we can demand the impossible, we can also refuse the inevitable.
The economist and historian Deirdre Nansen McCloskey has been best known recently for her Bourgeois Era trilogy, a vigorous defense, unrivaled in scope, of commercially tested betterment. Its massive volumes, The Bourgeois Virtues, Bourgeois Dignity, and Bourgeois Equality, solve Adam Smith's puzzle of the nature and causes of the wealth of nations, and of the moral sentiments of modernity. The world got rich, she argues, not chiefly by material causes but by an idea and a sentiment, a new admiration for the middle class and its egalitarian liberalism. The outcome was an explosion of innovation after 1800, and a rise of real income by an astounding 3,000 percent. The Great Enrichment, well beyond the conventional Industrial Revolution, did not, McCloskey and Carden show, come from the usual suspects, capital accumulation or class struggle. It came from the idea of economic liberty in Holland and the Anglosphere, then Sweden and Japan, then Italy and Israel and China and India, an idea that bids fair in the next few generations to raise up the wretched of the earth. The original shift to liberalism arose 1517 to 1789 from theological and political revolutions in northwest Europe, upending ancient hierarchies. McCloskey and Carden contend further that liberalism and "innovism" made us better humans as well as richer ones. Not matter but ideas. Not corruption but improvement. Leave Me Alone and I'll Make You Rich draws in entertaining fashion on history, economics, literature, philosophy, and popular culture, from growth theory to the Simpsons. It is the perfect introduction for a broad audience to McCloskey's influential explanation of how we got rich. At a time when confidence in the economic system is under challenge, the book mounts an optimistic and persuasive defense of liberal innovism, and of the modern world it has wrought. |
