Conservative Brain Trust traces the rise, fall, and rise again of the American Enterprise Institute for Public Policy Research (AEI). More than that, it is the story of one of Washington's leading think tanks: what it's like to work there, how Washington works, and how AEI influences policy, including policy on the controversial Iraq War. Organized around single country studies embedded in key historical moments, this book introduces students to the shifting and varied guerrilla history of Latin America from the late 1950s to the present. It brings together academics and those directly involved in aspects of the guerrilla movement, to understand each country's experience with guerrilla warfare and revolutionary activism. The book is divided in four thematic parts after two opening chapters that analyze the tradition of military involvement in Latin American politics and the parallel tradition of insurgency and coup effort against dictatorship. The first two parts examine active guerrilla movements in the 1960s and 1970s with case studies including Bolivia, Nicaragua, Peru, Argentina, Chile and Uruguay. Part 3 is dedicated to the Central American Civil Wars of the 1980s and 1990s in Nicaragua, El Salvador and Guatemala. Part 4 examines specific guerrilla movements which require special attention. Chapters include Colombia's complicated guerrilla scenery; the rivalling Shining Path and Tupac Amaru guerrillas in Peru; small guerrilla movements in Mexico which were never completely documented; and transnational guerrilla operations in the Southern Cone. The concluding chapter presents a balance of the entire Latin American guerrilla at present. Superbly accessible, while retaining the complexity of Latin American politics, Latin American Guerrilla Movements represents the best historical account of revolutionary movements in the region, which students will find of great use owing to its coverage and insights.
Just because there has been a crisis does not necessarily mean there is going to be a change. And yet why, exactly, did nothing change in the face of global resistances and movements which followed the financial meltdown of 2007/8? Based on ethnographic research with the Occupy movement in London - as a case study of one post-crash attempt to bring alternatives about - this book argues that change was ultimately foreclosed by widespread 'common sense' limitations of what was considered possible after the crash. Offering a critically constructive analysis of the Occupy movement in London and incorporating both activist praise and self-criticism of their movement, Occupying London discusses both the political potential suggested by the occupation of space and the slogan 'we are the 99%', as well as the problematic extension of post-crash normativity into the movement through issues of organisation, repetitions of wider norms, and an inadvertent acceptance of wider distributions of possibility. Such positives and negatives are shown to have played out in a wide-range of arenas: from the occupation of space itself, through attempts to organise collective appearance and voice, as well as 'authentic' constructions of resistance and 'cynical' framings of power. The author's intention is to provoke thought on behalf of any 'half-fascinated, half-devastated witnesses' of the financial crash and the political disappointments which followed. It is argued that such movements possess the potential to bring about progressive change, but only if they intervene into wider distributions of 'common sense' by embracing collective symbolic efficiency and avoiding binary framings of 'authentic' resistance vs. 'hidden' power.
The political history of Thailand since the overthrow of absolute monarchy in 1932 has conventionally been interpreted as a long series of popular struggles for representative democracy and against military authoritarian rule. Yoshinori Nishizaki argues that this history can be better understood as one of struggles by elite political families for and against "dynastic democracy"-a form of democracy that is characterized by the patrimonial transmission of power between members of select ruling families. Dynastic Democracy suggests it is these familial-based contestations for political ascendancy that underlie the tumultuous politics of Thailand, a country that has experienced no fewer than twenty-two coups over the course of the past century. Drawing extensively on Thai-language primary sources, including assets documents and cremation volumes for deceased politicians and their kin, Nishizaki traces the intricate blood and marriage connections among Thailand's political families. These families may fall into two categories: influential commoner families that have held parliamentary seats since 1932 and form the core of Thailand's dynastic democracy; and upper-class families that are kin to or aligned ideologically with the royal family and have repeatedly challenged dynastic democracy through coups, constitutional changes, and other political maneuvers. Nishizaki's exploration of dynastic democracy illustrates how democratic pluralism in Thailand has been consistently stifled, to the detriment of ordinary citizens. Dynastic Democracy fleshes out a widely acknowledged yet heretofore empirically unsubstantiated facet of Thai political history-that in Thai politics, family matters.
This book provides a comprehensive examination of the Albanian Student Movement of 1990-1991. To date, there are no thorough studies of the first year of the post-Communist transition in Albania, which constitutes the most critical period of transition. The lessons to be learned are vast and of great importance to the debates on social movements, mobilization, and transition. Renowned scholars of modern Albanian history, led by the former leader of the Albanian Student Movement, Shinasi A. Rama, provide a study of the critical role played by this movement in the political transformation of Albania from a totalitarian cult-state to a multiparty political system during 1990-1991. Their informed analyses combined with first-hand knowledge of the events during a key period of Albanian history shed light on the Student Movement, its ideology, values, contributions, and its relationship to the system and to the ruling caste. The authors come to the core conclusion that the Student Movement remained an independent player that achieved change in the political system at a crucial juncture. The End of Communist Rule in Albania is a much-needed contribution in the fields of social movements, democratization studies, Communist and Post-Communist politics, and Albanian Studies.
Taking the revival of civic republicanism as his point of departure, Erik Olsen examines the relationship between property, civic virtue, and democracy in post-socialist political thought. Olsen's "post-socialism" refers to virtue-centered forms of political theory that continue the socialist tradition of being critical of liberal capitalism while remaining critical of the materialist vision of progressive liberation that informs most modern expressions of left-socialist thought. With civic republicans, these concerns are expressed in the framework of a traditional problem of how to sustain the public liberty of self-governing citizens in the face of the corruptive power of commerce. Olsen argues that civic republicans have failed to develop a viable, virtue-centered alternative to the property arrangements of contemporary commercial republics. Olsen also shows that the outlines for such an alternative can be found in the civic republicans' hermeneutic perspective on the "situated self." By recasting the "situated self" as a concept pertaining to the relationship of the self to property arrangements, Olsen uncovers a "locational" dimension of property, a dimension of "placeness," alongside the more familiar dimension of rightful possession and ownership of things. The vision of democracy that emerges from Civic Republicanism and the Properties of Democracy is informed by liberal commitments to pluralism, equal rights, and oppositionist modes of civic agency. With this book, Olsen seeks to account for the paradox that civic virtue simultaneously supports and threatens democracy. However, he maintains that civic republicans give us reasons to be cautiously hopeful, not just by reminding us that self-government has a nobility of purpose, but also by providing conceptual tools with which to open up new spaces of property and citizenship, thereby providing a measure of pluralism with which to counter an rampant commercialism. This book analyses the response of the Indonesian state to violence against Ahmadiyah and Shi'a minority communities by foregrounding the close connections between state officials and vigilante groups, which influenced the way the post-Soeharto democratic Indonesian governments addressed the problem of violence against religious minorities. Arguing that the violence stemmed in part from the state officials' close connection with vigilante groups, and a general tendency for the authorities to forge mutual and material interests with such groups, the author demonstrates that vigilante groups were able to perpetrate violence against the minority congregations with a significant degree of impunity. While the Indonesian state has become far more democratic, accountable, and decentralized since 1998, the violence against Ahmadiyah and Shi'a communities shows a state that is still unwilling in assisting or allowing minority groups to practice their religion. The research undertaken for this book draws upon a lengthy period of ethnographic fieldwork in the communities of West Java and East Java. Research material includes in-depth interviews with community and religious leaders, state officials and security forces, and other prominent politicians. Originally published in 1991. This book explicitly examines rhetoric as the art of persuasion in the practical world, and as in the expression of thinking in the language a speaker uses. It presents Leviathan in terms of the philosophical character of the work considered through Hobbes' use of language to express and organise his thought. Throughout, the nature of the relationship between rhetoric and philosophy is discussed and the problems of language in philosophical understanding. The book is concerned with Hobbes' political philosophy and his views on figurative language, interest in literary theory and particularly his allegory. A special feature is the chapter on engraved title pages in Leviathan and other texts of the era.
Intellectuals and the Communist Idea describes how the Communist ideology penetrated into Czech culture and politics from the dawn of the twentieth century into the late 1930s, just before the outbreak of WW II in Europe. Based mainly upon the research of contemporary primary sources, the analysis examines the complex issue of personal reasons and individual motivations, appealing slogans, and ideological and power peripheries connected with the formation of the relationship between the newly-founded Communist Party in Czechoslovakia and the left-wing artists and intellectuals declaring themselves Marxists. The work follows two main paths: the first is marked by the melting of the pre-war (meaning WWI) libertarian communism and radical left-wing stream in Czech politics into the Czechoslovak Communist Party, established in 1921 and becoming a strong and relevant political subject soon after its foundation. The second path follows the left-wing art front involvement in the Communist Party and its activities within. This concise insight into the world of Czech Communist intellectuals uncovers the ideological bigotry and intolerance of the Communist class-defined ideology, together with pointing out the unprincipled pragmatics of the ideological flops committed by the members of the interwar Communist movement under Lenin's and later Stalin's ward. The book illustrates clearly how the initial enthusiasm of the Czech Communist intellectuals eventually changed either into disillusionment resulting in their disaffiliation with Communism, or into permanent fear and obedient loyalty, which later became the base for establishing the Communist system in post-WW II Czechoslovakia.
Ruling Bodies centers around an epochal ontological shift in ideas that changed the nature and the meaning of coercion in modern political thought. It begins with a review of Foucault, Arendt, and Habermas, and points out a discrepancy in the way each thinker understood coercion in modern politics. From here, Varma dives into the works of Plato to provide a framework and context for thinking about this. Through a detailed examination of the Republic, the Laws, and the Gorgias, Ruling Bodies offers us the first comprehensive account of coercion in Plato's thought. As the author shows, each dialogue is a demonstration of a particular style of Platonic statecraft that corresponds to the amount of power the philosopher holds in a city. The Republic demonstrates how a philosopher would rule as a monarch; the Laws demonstrates his rule when he must share power with other spirited oligarchs; and the Gorgias demonstrates his rule in a democracy where power belongs to the people. In all three dialogues, Varma argues that the philosopher's logos sought to bridge the passions of man with the heavenly bodies, and coercion was merely a supplementary tool to help achieve this end. When Hobbes recast the cosmos as matter, form, and power, however, the soul gets reduced to a material body, and the aim of logos was not to bridge the passions of man with the heavens, but to make the body obedient to power.
This book focuses on the problem of regionalism, the crucial phenomenon in international relations at the turn of the 20th and 21st centuries. Regionalism is analyzed both in terms of regional economic and political integration, as well as regional competition and conflict. The book is divided into three parts, based on the functional and geographical criteria. Foreign and security policy have long been removed from the political pressures that influence other areas of policymaking. This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where 'hard' security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany's often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it.
