The United States federal government is the oldest in existence and stands as the chief democratic model in the world. However, the exact workings of the various levels of the United States government are a mystery to many. Because the basis for each level's operations is the charter that formed it, this volume uses model charters to provide a straightforward explanation of why American governments work. Each chapter covers a different level of government (city, county, regional, state, and federal) and begins with information regarding that government's history, future, types and organization. Model charters, provided at the end of each chapter, describe the laws that form the basis of government. The charters are assembled from nationally recognized planning agencies and associations advocating good governmental practices. Local government innovation has become one of the most important topics on China's policy agenda in recent decades. This book explains why some local governments are more innovative than others. This book uses a novel theoretical framework and points out that in China's multi-level government structure, the administrative hierarchy and the span of control could shape local governments' innovation motivation, innovation capability, and innovation opportunity, thus influencing local government innovativeness. The author systematically analysed the 177 winners and finalists of the biennial Innovations and Excellence in Chinese Local Governance (IECLG) Awards Programme from 2001 to 2015 to provide convincing empirical evidence to support this theory. This book adopts an institutional approach to explaining local government innovativeness in China and may be a useful reference to help us learn more about local government decisions and behaviours.

Advocates of democratization in Central and Eastern Europe before 1989 placed great emphasis on community self-government as the basis of civil society and democracy. After the 'Velvet Revolutions' of 1989 and the break up of the Soviet Union in 1991, the new states created an elected local government, whereby cities, towns and villages elected their own representatives and started running local services. This unleashed the development potential of urban communities across the region, but also led to the emergence of a different logic based on resource efficiency and service effectiveness. Local Government in Central and Eastern Europe examines these changes through the use of case studies which compare and contrast neighbouring countries, such as the Baltic States, Hungary, the Czech Republic, Poland and Ukraine, placing what is happening in an international perspective. There are various common themes such as: how to deal with the small scale of many municipalities, how to finance local services, centre-local relations, and the roles of cities and districts. In what ways do local authorities respond to the increasing socio-cultural heterogeneity of urban populations? Public-private partnerships (PPPs) are arrangements between government and private actors with the objective of providing public infrastructure, facilities and services. This book reflects on the role and task perception as well as the behaviour of councillors in the changing context of local democracy. Political leadership at the local level has attracted growing attention in recent years in parallel with reforms of local government and of the municipal administration as well as the debate on a shift from government to governance. But this debate is mainly focused on single leaders, i.e. mayors or executive officers. Considering the power triangle of (i) the mayor, (ii) the municipal administration (executive officers) and (iii) the council, it is surprising that councillors have gained little interest so far. The chapters start from a common conceptual framework. They start from the hypothesis that the role perception as well as the behaviour of councillors cannot be conceived of being determined directly by (i) both formal and informal institutional structures as well as by (ii) personal characteristics. Instead, this collection argues that the perceptions and behaviour of councillors are depending on their notion of democracy. Whilst the understanding of democracy can be affected by institutional structures, it also depends on the personal characteristics of the councillors. While French laicite is often considered something fixed, its daily deployment is rather messy. What might we learn if we study the governance of religion from a dynamic bottom-up perspective? Using an ethnographic approach, this book examines everyday secularism in the making. How do city actors understand, frame and govern religious diversity? Over the last decade, the oil and gas industry has garnered a lot of support from the United States federal and state governments in the name of energy independence and economic prosperity. More specifically, hydraulic fracturing or fracking is said to not only make the production of affordable energy possible but also reduce emissions of carbon dioxide by substituting coal with natural gas in the utility sector. Behind the facade of many socio-economic and political benefits, the process of fracking causes serious environmental concerns. Dismissing the negative externalities of fracking simply raises the question, to what extent have communities close to fracking sites been adversely impacted by it? In this book, Sarmistha R. Majumdar studies four communities close to fracking well sites in Texas to help illustrate to what extent fracking regulations have been developed in Texas and how effective these regulations have been in safeguarding the interests of individuals in local communities amidst the lure of economic gains from the extraction of oil and natural gas from shale formations. Majumdar has developed a model to show stage by stage community actions to regain their quality of life and the consequences of their actions, if any, on state and local regulations and ordinances, and the oil and gas industry. This book explores the concept of Careful Urban Renewal, a concept of urban renewal that originated in Berlin in the 1980s and that was proposed to Yangzhou, a Chinese city of the wealthy province of Jiangsu, in the early 2000s. It sets out to understand whether knowledge and ideas originating in a specific setting can be transferred to another locality thousands of miles away from the point of origin, and have the chance to change the policies and the practices of the destination city. The book shows that foreign ideas can inspire ambitious reforms of the policies of a single city, but that there also exist multiple challenges to policy learning and to the rooting of new ideas in local practices. To explore these challenges, this book develops an analysis of the micro-dynamics of policy transfer, showing that there exist multiple hierarchies to which a Chinese city can be subjected, intermittently opening or closing "windows for policy learning".

Political corruption is easy to define - the use of public office for private gain - but it isn't so readily seen because politicians cover their tracks so well. Four of America's most corrupt mayors and their shady dealings are covered in this work. ""Big Bill"" Thompson, who was mayor of Chicago three times, is considered America's worst mayor, having, among other questionable activities, accepted support from gangster Al Capone. Frank Hague of Jersey City described his town as the ""moralest city in the nation"" and banished prostitution and pornography, but he saw no evil in gambling and Jersey City became a gambling mecca. Jimmy Walker of New York City was a ""good time"" mayor and did well as the city prospered, but cared little for the city's money and his own when the Great Depression struck. James Michael Curley of Boston openly asserted that ""politics is my business,"" but he flaunted a lavish home built entirely at the public's expense and was elected again and again, once while he was still in jail.
