This book is an in-depth empirical study of four Asian and African attempts to create democratic, decentralised local governments in the late 1980s and 1990s. The case studies of Ghana, Cote d'Ivoire, Karnataka (India) and Bangladesh focus upon the enhancement of participation; accountability between people, politicians and bureaucrats; and, most importantly, on whether governmental performance actually improved in comparison with previous forms of administration. The book is systematically comparative, and based upon extensive popular surveys and local field work. It makes an important contribution to current debates in the development literature on whether 'good governance' and decentralisation can provide more responsive and effective services for the mass of the population - the poor and disadvantaged who live in the rural areas.

Local governments find such planning increasingly useful as they strive to overcome the constraints imposed by traditional, short-term government planning practices. Greenberg addresses the role of "image" in urban history, showing who produces brands and how, and demonstrates the enormous consequences of branding. Though local governments have long tried to shape their economies, Congressional passage of the Urban Development Action Grant in 1977 prompted public officials to develop highly focused inducements to entice new businesses to locate to their community. These economic development incentives often include, but are not limited to, land subsidies, low interest financing, flexible zoning laws and infrastructure improvements. The 37 articles in this work, written by some of the leading experts in the field, examine all aspects of economic development, including a general introduction to the field and information on how to set up the staff economic development organizations. An overview of the development process is next, including a review of the incentives available. Combining an original argument with a number of case studies, Mark Purcell explores the condition of democracy in contemporary Western cities. Whereas many scholars focus on what Purcell calls "procedural democracy" - i.e., electoral politics and access to it - he instead assesses "substantive democracy." By this he means the people's ability to have some say over issues of social justice, material well being, and economic equality. Neoliberalism, which advocates a diminished role for the state and increasing power for mobile capital, has diminished substantive democracy in recent times, he argues. He looks at case studies where this has occurred and at others that show how neoliberalism can be resisted in the name of substantive democracy. Ultimately, he utilizes Henri Lefebvre's notion of "the right to the city," which encompasses substantive as well as procedural democracy for ordinary urban citizens.

This is an excellent new contribution to current academic and policy debates, and will be of great interest internationally to all students, researchers, public sector managers and policy makers. The improvement of public services has become a key priority for all the main political parties in the UK. Recent years have witnessed large, real terms increases in spending on public services and a plethora of new initiatives designed to drive up standards in the Heath Service, schools, the police and local government. As part of this broader picture the Government has launched major reforms that it hopes will transform local authority performance. Councils have had to develop new ways of delivering services. They have been under pressure to achieve 'stretch targets' and to work in partnership with other local agencies to provide more 'joined up' services. More recently ministers have also stepped up the pressure on them to achieve major efficiency savings through better procurement and working practices. To date relatively little has been written about these developments. This book fills this gap by bringing togther authoritative analysis of current reforms ythrough speically commisioned chapters by leading researchers, policy makers and practitioners who have been closely involved in the development and implementation of these policies. This volume discusses some of the factors determining the political impact of the city planner on community decision-making. Rabinovitz bases her book on case studies of planning decisions in six New Jersey communities that were chosen for reputations of both effective and ineffective planning. She also uses a reanalysis of an attitude survey of U.S. planning directors, as well as a synthesis of previous studies. The materials are presented comparatively, thus enabling the reader to identify major themes in the broad and, until now, largely uncharted area of the interrelationship of politics and planning. The author first discusses the variables that influence the effectiveness of planning. She then develops a typology of community political systems in the six cities, based on such factors as power distribution, values, style, participation, conflict and cohesion, and potential for program output. The typology of urban political systems is matched by a typology of roles for the planner; this leads to a careful examination of the usefulness of different roles in different urban political situations. Other variables on which the success of particular roles depends--such as the ability to command resources for desired actions, the norms of the planning community, and the needs of the planner--are included. Finally, the author raises three important questions central to the planner's effectiveness: Can success spoil the planner? What does the planner contribute to decision-making? To what extent does political utility determine the planner's benefits or reverses? "City Politics and Planning" not only explores some crucial aspects of the city power structure but also shows the importance of who governs and, in addition, assesses the impact of community values on the types of policies that the community is likely to adopt. As such, this volume is invaluable to the students of city planning, local government, political science, and urban sociology; as well as, of course, to the professional planner, the urban administrator, and everyone concerned with the problems of our cities.
The United States federal government is the oldest in existence and stands as the chief democratic model in the world. However, the exact workings of the various levels of the United States government are a mystery to many. Because the basis for each level's operations is the charter that formed it, this volume uses model charters to provide a straightforward explanation of why American governments work. Each chapter covers a different level of government (city, county, regional, state, and federal) and begins with information regarding that government's history, future, types and organization. Model charters, provided at the end of each chapter, describe the laws that form the basis of government. The charters are assembled from nationally recognized planning agencies and associations advocating good governmental practices. Advocates of democratization in Central and Eastern Europe before 1989 placed great emphasis on community self-government as the basis of civil society and democracy. After the 'Velvet Revolutions' of 1989 and the break up of the Soviet Union in 1991, the new states created an elected local government, whereby cities, towns and villages elected their own representatives and started running local services. This unleashed the development potential of urban communities across the region, but also led to the emergence of a different logic based on resource efficiency and service effectiveness. Local Government in Central and Eastern Europe examines these changes through the use of case studies which compare and contrast neighbouring countries, such as the Baltic States, Hungary, the Czech Republic, Poland and Ukraine, placing what is happening in an international perspective. There are various common themes such as: how to deal with the small scale of many municipalities, how to finance local services, centre-local relations, and the roles of cities and districts. This book was previously published as a special issue of Local Government Studies and will be of interest to students of Eastern European politics, governance, and policy analysis.
In what ways do local authorities respond to the increasing socio-cultural heterogeneity of urban populations? While other studies have often focused on policy declarations, the eight chapters in this book provide rich evidence on the content and implementation of local policies. Furthermore, several chapters offer theoretical insights into the factors driving or hindering policies that acknowledge socio-cultural heterogeneity and ensure more equality and inclusive public services. The general focus of the book is on cities in France and Germany, that is, two major immigration countries in Europe - countries in which local authorities have a relatively strong position within the state structure. The contributions analyze how local actors use their powers to ensure more equal public employment, adapt cultural offers and recreational facilities to the demands of a diverse population, and/or to fight discrimination. Further chapters investigate who takes part in formulating policies and seek to explain why cities take different decisions about strategies and practices. This volume presents the important speeches and correspondence of Governor Martha Layne Collins, the only woman to be elected governor of Kentucky. Papers from state archives chronicle the agenda and rhetoric that Collins, a former schoolteacher, used to accomplish her intertwined goals of education reform and economic development. Also included are Collins's letters to automobile makers urging them to consider Kentucky as a manufacturing site and her triumphant announcement that Toyota had selected Georgetown, Kentucky for its North American plant. An introductory essay by Elizabeth Duffy Fraas's summarizes Collins's life and career and assesses the impact of her administration on the state. The editor's notes provide context and background for each of the 199 speeches or documents included. The volume contains Collins's pivotal speeches during her rise to leadership in the Democratic Party, which chose her to chair its 1984 National Convention, and presents her vision to position Kentucky in the global marketplace. In defence of councillors is an unashamed defence of local representative democracy and of those elected to serve as councillors from the often ill-informed, ill-judged and inaccurate criticism made by the media, government and public, of councillors' personal, political and professional roles. By using qualitative research from a number of related projects, the book examines the roles, functions and responsibilities of councillors and the expectations placed upon them by citizens, communities and government. It also examines the impact council membership has on other facets of the councillor's life. Traditional local election methods - district, at-large, and hybrid approaches - are changing. There is a movement toward election reform. The purpose of ""Local Government Elections"" is to sort through and make sense of the various, sometimes complex, election system options at the local level. The book provides an introduction to local election practices and a review of traditional election methods. Also addressed are the issues, potential solutions, future trends and implications regarding local government elections. In addition, two appendices detail the National Civic League's suggested election guidelines for both city and county governments. Public-private partnerships (PPPs) are arrangements between government and private actors with the objective of providing public infrastructure, facilities and services. Three fundamental questions frame the use of PPPs at the local level: What do PPPs look like? What gives rise to the use of PPPs? And, what are the outcomes of PPPs? The articles in this book provide insightful answers to these questions. This comprehensive volume reviews recent scholarship regarding the role of the state in economic development. With a wide range of case studies of both successful and failed state-led development, the authors push the analysis of the developmental state beyond its original limitations and into the 21st century. New policies, institutional configurations, and state-market relations are emerging outside of East Asia, as new developmental states move beyond the historical experience of East Asian development. The authors argue for the continued relevance of the 'developmental state' and for understanding globalization and structural transformation through the lens of this approach. This is a major survey of how towns were governed in late Stuart and early Hanoverian England. A new kind of politics emerged out of England's Civil War: partisan politics. This happened first in the corporations governing the towns, and not at Parliament as is usually argued. Based on an examination of the records of scores of corporations, this book explains how war unleashed a cycle of purge and counter-purge which continued for decades. It also explains how a society that feared a system of politics based on division found the means to absorb it peacefully. As conflict sharpened in communities everywhere, local competitors turned to the court of King's Bench to resolve their differences. In doing so, they prompted the court to develop a new body of law that protected local governments from the divisive impulses within them. |
