This book considers the identity, direction, and intentions embodied in post-apartheid South African Foreign Policy. It aims to deepen the understanding of this evolving post-apartheid foreign policy through an exploration of the nature and trajectory of key bilateral relationships from both the global ‘South’ (Brazil, China, Iran, the AU) and ‘North’ (Japan and the UK). This window on the country’s international relations enriches understanding of the normative and structural factors that influence not only South African foreign policy, but also those of the ‘emerging middle powers’ as they seek to position themselves as influential actors in international affairs. In Japan, the main local administrative affairs are traditionally allotted to prefectures and municipalities, while communal disposal systems, fire-fighting and regional development takes secondary importance. However, two new changes to the frame of local governments have altered the main frameworks of national and provincial governance. With decentralization reforms taking effect, more local bodies are gaining autonomy and departing from uniformity. This has allowed methods of cooperation between governing bodies to diversify- trends which augur a dissolution of uniformity in Japanese local administration. If left alone, it may eventually lead to disparities between principal and peripheral bodies, and thus complicate the administrative systems further. How do we understand the evolution of central-local relations in China during the reform period? This book addresses this question by focusing on eight separate issues in which the central-local relationship has been especially salient - government finance, investment control, regional development, administrative zoning, implementation, culture, social welfare and international relations. One of the greatest challenges in the twenty-first century is to address large, deep, and historic deficits in human development. The Context of Legislating provides a much-needed examination of how the rules, resources, and political conditions within and surrounding different institutions raise or lower the costs of legislating. Using data tracking over 1,100 legislators, 230 committees and 12,000 bills introduced in ten state lower chambers, Shannon Jenkins examines how political conditions and institutional rules and resources shape the arc of the legislative process by raising the costs of some types of legislative activity and lowering the costs of others. Jenkins traces these important contextual effects across the legislative process, examining bill introduction, committee processing and floor passage of bills in these legislatures. The analysis reveals that institutional variables shape the legislative process on their own, but they also have important interactive effects that shape the behavior of actors in these chambers. The last three decades in Turkey have seen an extensive shift towards a neoliberal agenda. Much of the scholarly and professional literature on development focuses either on the 'macro' level of national policies and politics or on the 'micro' level of devel- ment projects and household or community socio-economic dynamics. By contrast, this collection pitches itself at the 'meso' level with a comparative exploration of the ways in which local institutions - municipalities, local governments, city authorities, civil society networks and others - have demanded, and taken on, a greater role in planning and managing development in the Latin American region. The book's rich empirical studies reveal that local institutions have engaged upwards, with central authorities, to shape their policy and resource environments and in turn, been pressured from 'below' by local actors contesting the ways in which the structures and processes of local governance are framed. The examples covered in this volume range from global cities, such as Mexico and Santiago, to remote rural areas of the Bolivian and Brazilian Amazon. As a result the book provides a deep understanding of the diversity and complexity of local governance and local development in Latin America, while avoiding the stereotyped claims about the impact of globalisation or the potential benefits of decentralisation, as frequently stated in less empirically grounded analysis.
Focusing on Karnataka in India, this study examines the implications of the model of development sought to be introduced in the entire country through the governance reforms of the post-1991 period - a model that bypasses Panchayat Raj institutions (PRIs), resulting in a majority of the population being left outside the purview of development. These changes in governance resulted in, among other things, the prolific growth of NGOs in the country, particularly in Karnataka. Explaining how community-based organizations (CBOs) set up by these NGOs have made their way into rural Karnataka, this book expresses concern over how they now perform functions that rightly belong to PRIs following the 73rd Amendment to the Constitution which devolves 29 functions to local self-government, passing on the funds they receive from the centre to their district and village branches, though these should actually go to PRIs. The book argues that elected representatives have been put in place by the people at all levels, and it is they who should take decisions regarding the development of this country. In the post-liberalisation period, governance through institutions that eschew political decentralisation is fraught with hazards. Not only will avenues for the expression of people's wishes be lacking in such a scenario, but there will also be increasing inequality, resulting in a skewed development. The inclusiveness which the present government seeks will elude them unless they restore and strengthen Panchayat Raj institutions.
This book analyses the crucial role that guns play in the dynamics of extreme violence engulfing Latin America and the policies that are being implemented to confront it. Gun control is surprisingly not a prominent issue in most countries of the region, but this situation is rapidly changing as proliferation and violence dramatically increase. The book adopts an extended version of John Kingdon's influential Multiple Streams Framework to explore how gun control enters political agendas and why some countries act to end gun violence and others do not. In this effort, the Brazilian Disarmament Statute and the Uruguayan Responsible Firearm Ownership Law serve as in-depth case studies that exhibit the region's heterogeneity and put Kingdon's policy theory to the test. Medicaid is the largest grant-in-aid program in the United States. Reform in this area, therefore, provides a unique opportunity to study the intersection between federal and state policy making in an area recently characterized by substantial uncertainty deriving from the lingering effects of the Great Recession, ongoing debate over the federal budget, and implementation of the Patient Protection and Affordable Care Act. Invariably states reform the way health care is delivered, regulated, and financed within broader parameters established by federal statutes and regulations. It is critical therefore that effective strategies be put into place if both current and future health and long-term care reform efforts are to have their greatest chances at success. Rhode Island is the first state to receive permission to operate its entire Medicaid program under a global cap. As a consequence, it has entered the national consciousness as a key data point potentially supporting the block grant approach to Medicaid reform. In this book, Edward Alan Miller identifies factors that either facilitated or impeded the design and implementation of Rhode Island's Global Consumer Choice Compact Medicaid Waiver in order to draw broader lessons for the Medicaid block grant debate and health and long-term care reform more generally. Evidence gathered from archival sources and in-depth interviews with key stakeholders exposes the role that provider capacity has played in the implementation process, including adult day care, assisted living, home maker, and other home- and community-based services. Jesse Marvin Unruh acquired a national political reputation despite the fact that he never gained office above the California governmental level. He spent sixteen years (1955-1970) in the state legislature, seven of them as assembly speaker. While there he secured passage of moderate-liberal legislation and upgraded the quality of the state legislature to the number one position in the nation. Unruh curbed the power of special interest lobbies and induced them to support his legislative program. He also kept the state Democratic Party in a moderate political position as the Republicans moved ever further to the right. Although Governors Pat Brown and Ronald Reagan frustrated his desire to attain the Governorship, Unruh was elected State Treasurer in 1974. He transformed the office into one of great power to such an extent that by the time of his death in 1987 he was being referred to as 'the best governor California never had.' In the meantime, his close connections with the Kennedy family, especially John and Robert, his reputation as a political pundit, and his powerful influence on Wall Street, earned Unruh great respect far beyond his California base.

The theme of this collection of essays is partnerships between health and local government. Such partnerships are not new. Nor is discussion of the merits (or otherwise) of collaboration between the two sectors. And the history of collaboration between these two sectors of the public services has been checkered to say the least; indeed, the boundary between health and social care has been described as a 'Berlin Wall'. However, New Labour's ascension to power in 1997 has re-kindled an avid interest in this issue. The Government's emphasis on partnerships and collaboration has been projected as a key element of their 'Third Way' philosophy. Partnership working in particular has been viewed as the most appropriate means of addressing endemic, obdurate social ills, such as social exclusion, poor health, poverty, low educational standards and so on. No one agency can tackle these 'wicked issues' which require collaborative action. How are metropolitan regions governed? What makes some regions more effective than others in managing policies that cross local jurisdictional boundaries? Political coordination among municipal governments is necessary to attract investment, rapid and efficient public transit systems, and to sustain cultural infrastructure in metropolitan regions. In this era of fragmented authority, local governments alone rarely possess the capacity to address these policy issues alone. This book explores the sources and barriers to cooperation and metropolitan policy making. It combines different streams of scholarship on regional governance to explain how and why metropolitan partnerships emerge and flourish in some places and fail to in others. It systematically tests this theory in the Frankfurt and Rhein-Neckar regions of Germany and the Toronto and Waterloo regions in Canada. Discovering that existing theories of metropolitan collective action based on institutions and opportunities are inconsistent, the author proposes a new theory of "civic capital", which argues that civic engagement and leadership at the regional scale can be important catalysts to metropolitan cooperation.
