Political leadership at the local level has attracted growing attention in recent years in parallel with reforms of local government and of the municipal administration as well as the debate on a shift from government to governance. But this debate is mainly focused on single leaders, i.e. mayors or executive officers. Considering the power triangle of (i) the mayor, (ii) the municipal administration (executive officers) and (iii) the council, it is surprising that councillors have gained little interest so far. The aim of this book is to reflect on the role and task perception as well as the behaviour of councillors in the changing context of local democracy. The chapters start from a common conceptual framework. We start from the hypothesis that the role perception as well as the behaviour of councillors can not be conceived of being determined directly by (i) both formals and informal institutional structures as well as by (ii) personal characteristics. Instead, we argue that the perceptions and behaviour of councillors are depending on their notion of democracy.However, the understanding of democracy can be affected by institutional structure - but not solely by such organisational arrangements but depending on personal characteristics of the councillors. In traditional Chinese cities, a lively street culture was an important part of popular culture, and street life was central to the daily lives of city dwellers, especially the lower classes. This book examines street culture in Chengdu, an under-studied inland city, during the transformative decades between 1870 and 1930, in order to explore various topics: the relationship between urban commoners and public space; the role that community and neighborhood played in public life; how the reform movement and the Republican revolution changed everyday life; and how popular culture and local politics interacted. Drawing on a rich array of Chinese and Western sources--including archives, local newspapers, gazetteers, personal records, folk literature, and field investigation--the author argues that life in public spaces was radically transformed in Chengdu during these eventful years.

The South was not always the South. It is one of the happy incidents of the federal system,” Justice Louis Brandeis wrote in 1932, “that a single courageous state may, if its citizens choose, serve as a laboratory, and try novel social and economic experiments without risk to the rest of the country.” It is one of the features of federalism in our day, Paul Nolette counters, that these “laboratories of democracy,” under the guidance of state attorneys general, are more apt to be dictating national policy than conducting contained experiments. In Federalism on Trial, Nolette presents the first broadscale examination of the increasingly nationalized political activism of state attorneys general. Focusing on coordinated state litigation as a form of national policymaking, his book challenges common assumptions about the contemporary nature of American federalism. In the tobacco litigation of the 1990s, a number of state attorneys general managed to reshape one of America’s largest industries—all without the involvement of Congress or the executive branch. This instance of prosecution as a form of regulation is just one case among many in the larger story of American state development. Federalism on Trial shows how new social policy regimes of the 1960s and 1970s—adopting national objectives such as cleaner air, wider access to health care, and greater consumer protections—promoted both “adversarial legalism” and new forms of “cooperative federalism” that enhanced the powers and possibilities open to state attorneys general. Nolette traces this trend—as AGs took advantage of these new circumstances and opportunities—through case studies involving drug pricing, environmental policy, and health care reform. The result is the first full account—farreaching and finely detailed—of how, rather than checking national power or creating productive dialogue between federal and state policymakers, the federalism exercised by state attorneys general frequently complicates national regulatory regimes and seeks both greater policy centralization and a more extensive reach of the American regulatory state.

Metropolitan government and metropolitan governance have been ongoing issues for more than sixty years in the United States. Based on an extensive survey and a review of existing literature, this book offers a comprehensive overview of these debates. It discusses how the centrifugal forces in local government, and in particular local government autonomy, have produced a highly fragmented governmental landscape throughout America. It argues that in order for 'governance' to occur in metropolitan areas (or anywhere else, for that matter), there has to be some form of an actual governmental institution that possesses the power and ability to compel compliance. Everything else is just some form of cooperation, and while cooperation is not trivial, it does not enable metropolitan areas to address the really tough and controversial issues that divide rather than unite governments in those areas. The book examines the principal factors that prevent the development of either metropolitan government or metropolitan governance in the USA. Norris looks at several examples where some form of metropolitan government or governance can be said to exist, from voluntary cooperation (the weakest) to government (the strongest). He also examines each type of arrangement for its ability to address metropolitan-wide problems and whether each type is or is not in use in the USA. In sum, the book uncovers the extent of metropolitan government and governance, the possibility for its existence, what attempts (if any) have been made in the past, and the problems and issues that have arisen due to the lack of adequate metropolitan governance.

Across many parts of the postcolonial world, it is everyday reality for people to cross regularly between state-based and customary governance, institutions and norms. This book examines this phenomenon in the context of the villages of Timor-Leste, and the state-building efforts that have been conducted by the Timorese government and international development agencies since the vote for independence in 1999. Drawing on 5 years of ethnographic fieldwork in the remote, rural areas of Timor-Leste, the book provides a critical analysis of the challenges that communities face when navigating coexisting customary and state-based structures and norms in a context where customary law continues to be the central guiding force. It also explores the various creative ways in which local leaders and community members make sense of their local governance environment. It then draws on these insights to provide a more nuanced, contextualised account of the impact of institutional interventions, state-building and democratisation within these villages. While set in the context of state- and nation-building efforts following Timor-Leste's vote for independence, the book also provides a broader examination of the issues that arise for the postcolonial state adequately meeting the needs of its citizens. Further, it explores the challenges that are met by communities when incorporating state influences and demands into their everyday lives. Expanding the scope of empirical Timor-Leste scholarship by moving beyond anthropological description and providing the first detailed political analysis of local-level governance in contemporary Timorese communities, this book is a valuable contribution to studies on Asian Politics, Governance and International Studies.

Government-by-proxy and intergovernmental relations profoundly affect the public administration of foster care. Using examples from foster care systems in the states of Delaware, Michigan, New York, and Rhode Island, Rebecca Padot eloquently combines a rigorous methodology and theory work to expose the conditions under which foster care outcomes can be improved. The cases selected suggest that the federal government has increased its focus on measuring the performance of state programs while simultaneously decreasing its funding of state foster care programs and offering the states very little management or mentorship. Most social science studies of local organizations tend to focus on "civil society" associations, voluntary associations independent from state control, whereas government-sponsored organizations tend to be theorized in totalitarian terms as "mass organizations" or manifestations of state corporatism. "Roots of the State" examines neighborhood associations in Beijing and Taipei that occupy a unique space that exists between these concepts.

In the mid-Victorian period, when British international influence and power were at their height, concerns about local economic and social conditions were only slowly coming to be recognised as part of the obligations and expectations of central government. Adopting a legal history perspective, this study reveals how municipal authorities of this period had few public law powers to regulate local conditions, or to provide services, and thus the more enterprising went direct to Parliament to obtain - at a price - the passing specific local Bills to address their needs. Identifying and analysing for the first time the 335 local Parliamentary Bills promoted by local authorities in the period from the passing of the Local Government Act 1858 to the first annual report of the Local Government Board in 1872, the book draws three main conclusions from this huge mass of local statute book material. The first is that, far from being an uncoordinated mass of inconsistent, quixotic provisions, these Acts have a substantial degree of cohesion as a body of material. Second, the towns and cities of northern England secured more than half of them. Thirdly, the costs of promotions (and the vested interests involved in them) represented a huge and often wasteful outlay that a more pragmatic and forward-looking Parliamentary attitude could have greatly reduced.

This book analyses efforts of Bangladeshi government and NGOs to strengthen local governance, and identifies the challenges posed by collaboration with NGOs. Presenting a dominantly qualitative study, the analysis explores whether engagement between the Sharique project to strengthen local governance and the Union Parishads has translated into success. In doing so, it argues that evidence points to a positive impact on institutionalising good governance and fiscal autonomy through widening participation in planning and decision-making, reinforcing accountability of functionaries and enhancing tax collection. Furthermore, this book demonstrates that the collaboration has aided the process of development of social capital between officials of councils and NGOs, as well as amongst the community members, encouraging future partnership governance. However, with the phasing out of the project as a propelling force, it also shows that the results fall short of being sustainable and, as such, that statuary support, unequivocal political commitment, and incentivising engagements are required to stabilise outcomes. Bridging a gap in the Development Studies literature, this book presents new findings on the collaboration of NGOs at the local level. As national political fights are waged at the state level, democracy itself pays the price Over the past generation, the Democratic and Republican parties have each become nationally coordinated political teams. American political institutions, on the other hand, remain highly decentralized.
