In traditional Chinese cities, a lively street culture was an important part of popular culture, and street life was central to the daily lives of city dwellers, especially the lower classes. By examining street culture in Chengdu, an under-studied inland city, during the transformative decades between 1870 and 1930, this book explores the relationship between urban commoners and public space, the role that community and neighborhood played in public life, how the reform movement and Republican revolution changed everyday life, and how popular culture and local politics interacted. local newspapers, personal records, folk literature and field investigation - the author argues that life in public spaces was radically transformed in Chengdu in the early 20th century, and that this resulted in the reconstruction of urban public space, the recreation of people's public roles, and the redefinition of the relations between ordinary people, local elites and the state. The author thus opens a new way of understanding Chinese urban society and culture during these transformative years.

Focusing on Karnataka in India, this study examines the implications of the model of development sought to be introduced in the entire country through the governance reforms of the post-1991 period - a model that bypasses Panchayat Raj institutions (PRIs), resulting in a majority of the population being left outside the purview of development. These changes in governance resulted in, among other things, the prolific growth of NGOs in the country, particularly in Karnataka. Explaining how community-based organizations (CBOs) set up by these NGOs have made their way into rural Karnataka, this book expresses concern over how they now perform functions that rightly belong to PRIs following the 73rd Amendment to the Constitution which devolves 29 functions to local self-government, passing on the funds they receive from the centre to their district and village branches, though these should actually go to PRIs. The book argues that elected representatives have been put in place by the people at all levels, and it is they who should take decisions regarding the development of this country. In the post-liberalisation period, governance through institutions that eschew political decentralisation is fraught with hazards. Not only will avenues for the expression of people's wishes be lacking in such a scenario, but there will also be increasing inequality, resulting in a skewed development. The inclusiveness which the present government seeks will elude them unless they restore and strengthen Panchayat Raj institutions.

Coups d'etat continue to present one of the most extreme risks to democracy and stable governance worldwide. This book examines the unique role played by regional organizations (ROs) following the occurrence of a coup d'etat. The book analyses the factors that influence the strength of reactions demonstrated by ROs and explores the different post-coup solutions ROs pursue. It argues that, when confronted with a coup, ROs take both basic democratic standards and regional stability into account before forming their responses. Using a mixed-methods approach, the book concludes that ROs' response to a coup depends on how detrimental it will be for the state of democracy in a country and how far it risks destabilizing the region.

Medicaid is the largest grant-in-aid program in the United States. As a consequence, it has entered the national consciousness as a key data point potentially supporting the block grant approach to Medicaid reform. How are metropolitan regions governed? What makes some regions more effective than others in managing policies that cross local jurisdictional boundaries? Democratic institutions should promote accountability of government officials to the needs of citizens. Civil society plays a role in exposing corruption as well as in communicating the needs of low-income residents to officials. Neither the institutions of representative democracy nor the presence of civil society, however, appears to automatically guarantee adoption of social benefits for the poor. Can democratic institutions be created to address social challenges? Scholars, development practitioners, donors, and activists propose participatory governance institutions as mechanisms to create accountability and responsiveness through a public forum incorporating civil society. To date, however, little comparative research exists to confirm whether these institutions do influence adoption of social policies. Maureen M. Donaghy remedies this gap by combining data from Brazil's 5,564 municipalities with extensive fieldwork from five Brazilian cities to test whether participatory municipal housing councils are associated with an increase in adoption of social housing programs to benefit the poor. Housing represents an issue of critical importance in Brazil and other developing countries where large populations reside in informal settlements in unsafe and insecure conditions. Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an "etcetera clause." It states that there are other rights beyond those specifically listed: "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people." Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or "Baby Ninth Amendments," worded similarly to the Ninth Amendment.This book is the story of how the "Baby Ninths" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an "etcetera, etcetera" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights "retained by the people" that these "etcetera clauses" are designed to guarantee. This book examines the foundation and progress of the Rochester Monroe Anti-Poverty Initiative (RMAPI). Poverty has once again become a major issue in American cities, and nowhere more so than Rochester, which has one of the highest rates of poverty in the nation. RMAPI was established to reduce poverty, yet in the five years since its formation the poverty rate is essentially unchanged. Analyzing the reasons behind its failure, this book argues that the very nature of the organizational framework is part of the problem, and that RMAPI's project is caught up with contradictory imperatives of neo-liberal welfare reforms.
