The growth of municipal waste is a common challenge found in the urbanised cities of Greater China, but the question of how to manage municipal waste is controversial. Wong examines the politics of managing municipal waste in three cities of Greater China: Guangzhou, Taipei, and Hong Kong. She looks at the controversies that arise from the issue and the consequent politicisation of the various solutions that are adopted. Focusing particularly on the dynamics of policy actors in the three cities, she compares the different political situations in each with the others. This provides a valuable lens through which to explore the larger issue of the political transformation of Environmental Management in the Greater China region. As the economic crisis of 2008/09 unfolded, it became apparent that the huge mountains of debt being built up by central governments were unsustainable and that savage cuts would be needed to balance budgets. It also became clear that the public sector would be one of the first in line when the axe started swinging. Yet, at the very same time, green advocates from business, academia and civil society were making calls for greater investment at the local level in the big sustainability issues of the day such as fostering sustainable consumption or educating communities on making the transition to a low-carbon economy. Local government innovation has become one of the most important topics on China's policy agenda in recent decades. This book explains why some local governments are more innovative than others. This book uses a novel theoretical framework and points out that in China's multi-level government structure, the administrative hierarchy and the span of control could shape local governments' innovation motivation, innovation capability, and innovation opportunity, thus influencing local government innovativeness. The author systematically analysed the 177 winners and finalists of the biennial Innovations and Excellence in Chinese Local Governance (IECLG) Awards Programme from 2001 to 2015 to provide convincing empirical evidence to support this theory. This book adopts an institutional approach to explaining local government innovativeness in China and may be a useful reference to help us learn more about local government decisions and behaviours.

This book examines federalism and regional and local politics in Russia. Many commentators have alluded to the unique nature of Russia's dual transition and its difficult task of simultaneously reforming its economy and polity. But there is in fact a third transition under way in Russia that is of no less importance, the need to reconfigure central-local relations and to create a stable and viable form of federalism. Federal states are much more difficult to set up than unitary ones, and forging a new federal system at the same time as privatising the economy and trying to radically overhaul the political system has clearly made Russia's transition triply difficult. The book discusses how Vladimir Putin has re-asserted the power of the centre in Russia, and tightened the federal government's control of the regions. It shows how, contrary to his rhetoric about developing Russia as a free and democratic state, authoritarianism has been extended - through his reorganisation of the Federation Council, his usurpation of powers to dismiss regional assemblies and chief executives, and his creation of seven unelected super-governors. The book explores a wide range of issues related to these developments, including a comparative study of Russian federalism and local politics, ethnic federalism, the merging of federal units, regional governors, electoral and party reforms, and regional and local politics. It also includes case studies of local and regional politics in specific regions.

In what ways do local authorities respond to the increasing socio-cultural heterogeneity of urban populations? While other studies have often focused on policy declarations, the eight chapters in this book provide rich evidence on the content and implementation of local policies. Furthermore, several chapters offer theoretical insights into the factors driving or hindering policies that acknowledge socio-cultural heterogeneity and ensure more equality and inclusive public services. The general focus of the book is on cities in France and Germany, that is, two major immigration countries in Europe - countries in which local authorities have a relatively strong position within the state structure. Is the 'golden age' of democracy really over due to the pressures of globalisation and the erosion of the nation state? This book reflects on the role and task perception as well as the behaviour of councillors in the changing context of local democracy. Political leadership at the local level has attracted growing attention in recent years in parallel with reforms of local government and of the municipal administration as well as the debate on a shift from government to governance. But this debate is mainly focused on single leaders, i.e. mayors or executive officers. Considering the power triangle of (i) the mayor, (ii) the municipal administration (executive officers) and (iii) the council, it is surprising that councillors have gained little interest so far. The chapters start from a common conceptual framework. They start from the hypothesis that the role perception as well as the behaviour of councillors cannot be conceived of being determined directly by (i) both formal and informal institutional structures as well as by (ii) personal characteristics. Instead, this collection argues that the perceptions and behaviour of councillors are depending on their notion of democracy. Whilst the understanding of democracy can be affected by institutional structures, it also depends on the personal characteristics of the councillors. It examines the political and functional definitions and historical origins of the nine local administrative levels or categories in contemporary China: the province, the centrally-administered municipality, the ethnic minority autonomous region, the special administrative region, the deputy-provincial city, the prefecture, the county, township and urban district. It investigates how each of the different levels of China's local administration has developed historically, both before and after 1949; and it explores the functions, political and economic, that the different levels and units carry out, and how their relationships with superior and subordinate units have evolved over time. It also discusses how far the post-Mao reforms have affected local administration, and how the local administrative hierarchy is likely to develop going forward.
Public-private partnerships (PPPs) are arrangements between government and private actors with the objective of providing public infrastructure, facilities and services. Three fundamental questions frame the use of PPPs at the local level: What do PPPs look like? What gives rise to the use of PPPs? And, what are the outcomes of PPPs?
